Code of practice for the safe use of fully enclosed oil-filled electrical equipment which may be contaminated with PCBs
This Code of Practice gives guidance to users of fully enclosed electrical equipment which is designed to be filled with oil but which may have become contaminated with PCBs. National and Local Authority regulations (if any) take priority. This Code of Practice is applicable to fully enclosed electrical equipment which is designed to be filled with oil but which may have become contaminated with PCBs. This Code of Practice is applicable to electrical equipment which contains more than five litres of insulating and/or cooling liquid. This Code of Practice gives guidance on the precautions to avoid pollution of the environment by the correct installation, maintenance, operation, storage and transportation of oil-filled electrical equipment which may be contaminated with PCBs. This Code of Practice gives guidance on the safety precautions to be taken when handling oil which may be contaminated with PCBs, the refilling of transformers with an oil which does not contain PCBs, the disposal of waste contaminated with PCBs and on the decontamination of oil and electrical equipment. NOTE: The principles contained within this Code of Practice may be applied or if necessary adapted to suit the appropriate circumstances where equipment is filled with insulating liquids other than oil.

Overview
EN 50225:1996 - Code of practice for the safe use of fully enclosed oil-filled electrical equipment which may be contaminated with PCBs - is a practical guidance document published by CLC. It covers safety, environmental protection and operational guidance for fully enclosed oil-filled electrical equipment (for example transformers and reactors) that may contain polychlorinated biphenyls (PCBs). The Code applies to equipment containing more than five litres of insulating and/or cooling liquid and complements national and local PCB regulations, which always take priority.
Key topics and requirements
- Scope and applicability - Guidance is for fully enclosed oil-filled electrical equipment possibly contaminated with PCBs; principles can be adapted to other insulating liquids where appropriate.
- Environmental protection measures - Precautions to avoid pollution during installation, use, storage, maintenance and transport of oil-filled equipment.
- Handling and safety precautions - Safe procedures for personnel when working with oil that may be contaminated with PCBs, including contamination-awareness and risk minimization.
- Refilling and replacement of oil - Guidance on refilling transformers with oil that does not contain PCBs and on preventing cross-contamination.
- Decontamination and disposal - Recommended approaches for decontamination of oil and equipment as well as safe disposal of PCB-contaminated waste in accordance with higher-priority regulations.
- Transport and storage - Measures to reduce leakage, spills and environmental release during storage or movement of oil-filled electrical equipment.
- Documentation and compliance - Emphasis on record-keeping, labelling and following national/local authority requirements.
Applications and users
EN 50225 is directly relevant to:
- Electric utilities and power distribution companies managing transformers and reactors
- Transformer and electrical equipment manufacturers and service providers
- Installation, maintenance and testing teams working on oil-filled equipment
- Environmental health & safety (EHS) professionals and waste management contractors handling PCB-contaminated oil and materials
- Facility managers and regulators seeking practical operating guidance that aligns with PCB legislation
This code-of-practice provides a practical framework to reduce environmental risk, protect workers, and ensure safe lifecycle management (installation → operation → decontamination/disposal) of oil-filled electrical equipment potentially contaminated with PCBs.
Related standards
- Standards for transformers and reactors (ICS 29.180) and national PCB regulatory frameworks should be consulted alongside EN 50225. National or local regulations on PCB handling and hazardous waste take precedence and must be followed.
