Overview

EN 12899-3:2007/FprA1 is a European standard developed by CEN that specifies technical requirements for fixed, vertical road traffic signage components-specifically, delineator posts and retroreflectors. This standard focuses on ensuring safety, visibility, durability, and structural integrity of these products when used in traffic circulation areas. It defines performance criteria and standardized test methods to evaluate these elements, including their colorimetric and retroreflective properties based on CIE recommendations, as well as their mechanical behavior under static and dynamic loads.

Key aspects of the standard include safety considerations related to vehicle impact, weathering durability, and factory production control. It is intended for manufacturers, road authorities, and private developers involved in the provision and use of fixed vertical traffic signage products.

Key Topics

  • Scope and Application
EN 12899-3 covers new delineator posts and retroreflectors, whether as separate products or combined as assembled units, used in traffic management. The standard does not regulate colors, dimensions, or tolerances but concentrates on performance requirements.

  • Performance Requirements

    • Colorimetric Properties: Reflector colors must comply with chromaticity boxes and luminance factors as defined in the standard for different color classes (CR1 and CR2), ensuring consistent daylight visibility.
    • Retroreflection: Minimum initial retroreflection coefficient values are specified for different classes and types of retroreflectors to guarantee effective nighttime visibility.
    • Structural Integrity: Delineator posts and retroreflectors must withstand static and dynamic mechanical stress, including impact safety tests simulating vehicle collisions.
  • Testing Methods
Standardized test methods described in EN 12899-3 include:

    • Visual performance testing following CIE 15 guidelines.
    • Corrosion resistance tests using EN ISO 9227 (salt spray) and EN ISO 1461 (hot dip galvanizing).
    • Weathering durability tests simulating natural conditions over a two-year period.
    • Mechanical resistance and impact tests, including dynamic and passive safety evaluations.
  • Conformity and Marking
Compliance with EN 12899-3 requires initial type testing (ITT) and ongoing factory production controls (FPC) according to EN 12899-5 and EN 12899-4 respectively. Marking must indicate adherence to specified performance classes and characteristics.

  • Safety and Environmental Considerations
The standard mandates verification of dangerous substances in line with national regulations to ensure the safe use of products within the EU market.

Applications

EN 12899-3:2007/FprA1 is essential for ensuring that delineator posts and retroreflectors perform effectively as critical components of road traffic control systems. Applications include:

  • Road Safety Infrastructure: Enhancing driver awareness and guidance in traffic circulation areas through durable, visible delineators and reflectors.
  • Permanent Road Installations: Used extensively for permanent traffic signs in urban and rural road environments.
  • Traffic Accident Mitigation: Providing clear, reliable markers that withstand vehicle impacts, contributing to reduced accident severity.
  • Regulatory Compliance: Ensuring that traffic equipment conforms to European safety and quality standards, facilitating market access across EU member states.

Related Standards

EN 12899-3 is part of the EN 12899 series covering fixed vertical road traffic signs. Related standards include:

  • EN 12899-1: General specifications for fixed vertical road traffic signs.
  • EN 12899-4: Factory production control requirements for road traffic equipment.
  • EN 12899-5: Initial type testing procedures for vertical road signs and components.
  • EN 12899-6: Visual performance of retroreflective sign face materials, complementing the retroreflectors covered in Part 3.
  • EN ISO 9227: Corrosion tests in artificial atmospheres (salt spray testing).
