The set of EPB assessment standards produces a great number of overall and partial EPB indicators as outputs. ISO 52003-1:2017 provides general insight to both private parties and public regulators (and all stakeholders involved in the regulatory process) on how to make good use of these outputs for different purposes (post-processing).
ISO 52003-1:2017 describes the relation between the EPB indicators and the EPB requirements and EPB ratings, and it discusses the importance of project-specific, tailored values as requirement or reference for certain EPB indicators. ISO 52003-1:2017 also includes a couple of possible EPB labels and it lists the different steps to be taken when establishing an EPB certification scheme.
ISO 52003-1:2017 provides standardized tables for reporting in a structured and transparent manner the choices that are to be made with respect to overall EPB requirements. The tables are non-restrictive, thus allowing for full regulatory flexibility. ISO 52003-1:2017 does not provide such tables for partial EPB requirements (related to the fabric or technical buildings systems), as this is dealt with in other documents.
NOTE   Table 1 in the Introduction shows the relative position of ISO 52003-1:2017 within the set of EPB standards in the context of the modular structure as set out in ISO 52000-1.

L'ensemble de normes d'évaluation PEB produit un grand nombre d'indicateurs de PEB globale et partielle comme données de sortie. L'ISO 52003-1:2017 donne aux parties privées et aux autorités de réglementation (et à toutes les parties intéressées impliquées dans le processus de réglementation) un aperçu général de la manière de faire bon usage de ces données de sortie à différentes fins (post-traitement).
L'ISO 52003-1:2017 décrit la relation entre les indicateurs PEB, les exigences PEB et les notations PEB, et discute de l'importance de valeurs ajustées spécifiques au projet comme exigence ou référence pour certains indicateurs PEB. L'ISO 52003-1:2017 contient également une paire d'étiquettes PEB possibles et énumère les différentes étapes à suivre lors de l'établissement d'un programme de certification PEB.

This document (EN ISO 52003-1:2017) has been prepared by Technical Committee ISO/TC 163
"Thermal performance and energy use in the built environment" in collaboration with Technical
Committee CEN/TC 89 “Thermal performance of buildings and building components” the secretariat of
which is held by SIS.
This European Standard shall be given the status of a national standard, either by publication of an
identical text or by endorsement, at the latest by January 2018 and conflicting national standards shall
be withdrawn at the latest by January 2018.
Attention is drawn to the possibility that some of the elements of this document may be the subject of
patent rights. CEN shall not be held responsible for identifying any or all such patent rights.
This document has been prepared under a mandate given to CEN by the European Commission and the
European Free Trade Association.
This document is part of the set of standards on the energy performance of buildings (the set of EPB
standards) and has been prepared under a mandate given to CEN by the European Commission and the
European Free Trade Association (Mandate M/480, see reference [EF1] below), and supports essential
requirements of EU Directive 2010/31/EC on the energy performance of buildings (EPBD, [EF2]).
In case this standard is used in the context of national or regional legal requirements, mandatory
choices may be given at national or regional level for such specific applications, in particular for the
application within the context of EU Directives transposed into national legal requirements.
Further target groups are users of the voluntary common European Union certification scheme for the
energy performance of non-residential buildings (EPBD art.11.9) and any other regional (e.g. Pan
European) parties wanting to motivate their assumptions by classifying the building energy
performance for a dedicated building stock.

ISO 52003-1 was prepared by ISO Technical Committee TC 163, Thermal performance and energy use in
the built environment, in collaboration with Technical Committee TC 205, Building environment design,
and with the European Committee for Standardization (CEN) Technical Committee CEN/TC 89, Thermal
performance of buildings and building components, in accordance with the Agreement on technical
cooperation between ISO and CEN (Vienna Agreement).
This first edition of ISO 52003-1 cancels and replaces ISO 16343:2013, which has been technically
revised.
The necessary editorial revisions were made to comply with the requirements for each EPB standard.
The content of ISO 16343 has been reworked significantly, but it has been attempted not to lose
any substantial original information, even though the original text has sometimes been strongly
restructured and rephrased, and new content has been added throughout. The original text has been
split into 2 parts: a normative standard and an informative technical report.

Introduction
This document is part of a series aimed at the international harmonization of the methodology for
assessing the energy performance of buildings. Throughout, this series is referred to as a “set of EPB
standards”.
All EPB standards follow specific rules to ensure overall consistency, unambiguity and transparency.
All EPB standards provide a certain flexibility with regard to the methods, the required input data and
references to other EPB standards, by the introduction of a normative template in Annex A and Annex B
with informative default choices.
For the correct use of this document, a normative template is given in Annex A to specify these choices.
Informative default choices are provided in Annex B.
The main target groups for this document are architects, engineers and regulators.
Use by or for regulators: In case the document is used in the context of national or regional legal
requirements, mandatory choices may be given at national or regional level for such specific
applications. These choices (either the informative default choices from Annex B or choices adapted to
national/regional needs, but in any case following the template of Annex A) can be made available as
national annex or as separate (e.g. legal) document (national data sheet).
NOTE 1 So in this case:
— the regulators will specify the choices;
— the individual user will apply the document to assess the energy performance of a building, and thereby use
the choices made by the regulators.
Topics addressed in this document can be subject to public regulation. Public regulation on the same
topics can override the default values in Annex B. Public regulation on the same topics can even, for
certain applications, override the use of this document. Legal requirements and choices are in general
not published in standards but in legal documents. In order to avoid double publications and difficult
updating of double documents, a national annex may refer to the legal texts where national choices
have been made by public authorities. Different national annexes or national data sheets are possible,
for different applications.
It is expected, if the default values, choices and references to other EPB standards in Annex B are not
followed due to national regulations, policy or traditions, that:
— national or regional authorities prepare data sheets containing the choices and national or regional
values, according to the model in Annex A. In this case a national annex (e.g. NA) is recommended,
containing a reference to these data sheets;
— or, by default, the national standards body will consider the possibility to add or include a national
annex in agreement with the template of Annex A, in accordance to the legal documents that give
national or regional values and choices.
Further target groups are parties wanting to motivate their assumptions by classifying the building
energy performance for a dedicated building stock.
More information is provided in the Technical Report accompanying this document (ISO/TR 52003-2).
The overall and partial EPB indicators, i.e. the quantitative output of EPB assessments, can be used for
different purposes:
1) Requirements: to set public or private requirements regarding the energy performance of buildings.
2) Decisions: to facilitate decisions or actions in the private or public domain.

3) Information and communication: for building designers, owners, operators, users, policy makers
and citizens (as sellers or renters, as prospective buyers or tenants).
This document and ISO/TR 52003-2 deal with several of these uses, which can generically be described
as the post-processing of the outputs of the EPB assessment methods (see 5.1).
The main focus of the actual (normative) standard, i.e. this document, is on basic concepts and relations
and on the actions that need to be taken. The accompanying (informative) technical report, i.e.
ISO/TR 52003-2, provides extensive further information to support actors in a judicious implementation.
For optimal understanding, both documents are therefore best read side-by-side, clause-by-clause.
This document and ISO/TR 52003-2 are complemented by
— ISO 52018-1 and ISO/TR 52018-2 that deal with partial EPB requirements related to thermal energy
balance and fabric features, and
— CEN EPB standards that deal with the same topics for specific technical building systems, servicing
specific types of energy use (such as heating, cooling, ventilation, domestic hot water and lighting).
Much of the content of these texts may be commonplace to those experienced in the domain. However,
it has been decided to document basic considerations with a view to fully informing any interested
party, including novices in the field. The texts thus partly serve as “institutional memory”. The aim is to
contribute to well-informed choices and also to any future revision of a regulation (choice of the mix of
EPB features and indicators, variable or constant value requirements and/or rating references, actual
requirement strictness).
Table 1 shows the relative position of this document within the set of EPB standards in the context of
the modular structure as set out in ISO 52000-1.
NOTE 2 In ISO/TR 52000-2, the same table can be found with, for each module, the numbers of the relevant
EPB standards and accompanying technical reports that are published or in preparation.
The modules represent EPB standards, although one EPB standard may cover more than one module
and one module may be covered by more than one EPB standard, for instance, a simplified and a detailed
method respectively. See also Clause 2 and Tables A.1 and B.1.

This document (EN ISO 52003-1:2017) has been prepared by Technical Committee ISO/TC 163
"Thermal performance and energy use in the built environment" in collaboration with Technical
Committee CEN/TC 89 “Thermal performance of buildings and building components” the secretariat of
which is held by SIS.
This European Standard shall be given the status of a national standard, either by publication of an
identical text or by endorsement, at the latest by January 2018 and conflicting national standards shall
be withdrawn at the latest by January 2018.
Attention is drawn to the possibility that some of the elements of this document may be the subject of
patent rights. CEN shall not be held responsible for identifying any or all such patent rights.
This document has been prepared under a mandate given to CEN by the European Commission and the
European Free Trade Association.
This document is part of the set of standards on the energy performance of buildings (the set of EPB
standards) and has been prepared under a mandate given to CEN by the European Commission and the
European Free Trade Association (Mandate M/480, see reference [EF1] below), and supports essential
requirements of EU Directive 2010/31/EC on the energy performance of buildings (EPBD, [EF2]).
In case this standard is used in the context of national or regional legal requirements, mandatory
choices may be given at national or regional level for such specific applications, in particular for the
application within the context of EU Directives transposed into national legal requirements.
Further target groups are users of the voluntary common European Union certification scheme for the

ISO 52003-1 was prepared by ISO Technical Committee TC 163, Thermal performance and energy use in
the built environment, in collaboration with Technical Committee TC 205, Building environment design,
and with the European Committee for Standardization (CEN) Technical Committee CEN/TC 89, Thermal
performance of buildings and building components, in accordance with the Agreement on technical
cooperation between ISO and CEN (Vienna Agreement).
This first edition of ISO 52003-1 cancels and replaces ISO 16343:2013, which has been technically
revised.
The necessary editorial revisions were made to comply with the requirements for each EPB standard.
The content of ISO 16343 has been reworked significantly, but it has been attempted not to lose
any substantial original information, even though the original text has sometimes been strongly
restructured and rephrased, and new content has been added throughout. The original text has been
split into 2 parts: a normative standard and an informative technical report.

Introduction
This document is part of a series aimed at the international harmonization of the methodology for
assessing the energy performance of buildings. Throughout, this series is referred to as a “set of EPB
standards”.
All EPB standards follow specific rules to ensure overall consistency, unambiguity and transparency.
All EPB standards provide a certain flexibility with regard to the methods, the required input data and
references to other EPB standards, by the introduction of a normative template in Annex A and Annex B
with informative default choices.
For the correct use of this document, a normative template is given in Annex A to specify these choices.
Informative default choices are provided in Annex B.
The main target groups for this document are architects, engineers and regulators.
Use by or for regulators: In case the document is used in the context of national or regional legal
requirements, mandatory choices may be given at national or regional level for such specific
applications. These choices (either the informative default choices from Annex B or choices adapted to
national/regional needs, but in any case following the template of Annex A) can be made available as
national annex or as separate (e.g. legal) document (national data sheet).
NOTE 1 So in this case:
— the regulators will specify the choices;
— the individual user will apply the document to assess the energy performance of a building, and thereby use
the choices made by the regulators.
Topics addressed in this document can be subject to public regulation. Public regulation on the same
topics can override the default values in Annex B. Public regulation on the same topics can even, for
certain applications, override the use of this document. Legal requirements and choices are in general
not published in standards but in legal documents. In order to avoid double publications and difficult
updating of double documents, a national annex may refer to the legal texts where national choices
have been made by public authorities. Different national annexes or national data sheets are possible,
for different applications.
It is expected, if the default values, choices and references to other EPB standards in Annex B are not
followed due to national regulations, policy or traditions, that:
— national or regional authorities prepare data sheets containing the choices and national or regional
values, according to the model in Annex A. In this case a national annex (e.g. NA) is recommended,
containing a reference to these data sheets;
— or, by default, the national standards body will consider the possibility to add or include a national
annex in agreement with the template of Annex A, in accordance to the legal documents that give
national or regional values and choices.
Further target groups are parties wanting to motivate their assumptions by classifying the building
energy performance for a dedicated building stock.
More information is provided in the Technical Report accompanying this document (ISO/TR 52003-2).
The overall and partial EPB indicators, i.e. the quantitative output of EPB assessments, can be used for
different purposes:
1) Requirements: to set public or private requirements regarding the energy performance of buildings.
2) Decisions: to facilitate decisions or actions in the private or public domain.

3) Information and communication: for building designers, owners, operators, users, policy makers
and citizens (as sellers or renters, as prospective buyers or tenants).
This document and ISO/TR 52003-2 deal with several of these uses, which can generically be described
as the post-processing of the outputs of the EPB assessment methods (see 5.1).
The main focus of the actual (normative) standard, i.e. this document, is on basic concepts and relations
and on the actions that need to be taken. The accompanying (informative) technical report, i.e.
ISO/TR 52003-2, provides extensive further information to support actors in a judicious implementation.
For optimal understanding, both documents are therefore best read side-by-side, clause-by-clause.
This document and ISO/TR 52003-2 are complemented by
— ISO 52018-1 and ISO/TR 52018-2 that deal with partial EPB requirements related to thermal energy
balance and fabric features, and
— CEN EPB standards that deal with the same topics for specific technical building systems, servicing
specific types of energy use (such as heating, cooling, ventilation, domestic hot water and lighting).
Much of the content of these texts may be commonplace to those experienced in the domain. However,
it has been decided to document basic considerations with a view to fully informing any interested
party, including novices in the field. The texts thus partly serve as “institutional memory”. The aim is to
contribute to well-informed choices and also to any future revision of a regulation (choice of the mix of
EPB features and indicators, variable or constant value requirements and/or rating references, actual
requirement strictness).
Table 1 shows the relative position of this document within the set of EPB standards in the context of
the modular structure as set out in ISO 52000-1.
NOTE 2 In ISO/TR 52000-2, the same table can be found with, for each module, the numbers of the relevant
EPB standards and accompanying technical reports that are published or in preparation.
The modules represent EPB standards, although one EPB standard may cover more than one module
and one module may be covered by more than one EPB standard, for instance, a simplified and a detailed

1 Scope
The set of EPB assessment standards produces a great number of overall and partial EPB indicators as
outputs. This document provides general insight to both private parties and public regulators (and all
stakeholders involved in the regulatory process) on how to make good use of these outputs for different
purposes (post-processing).
This document describes the relation between the EPB indicators and the EPB requirements and EPB
ratings, and it discusses the importance of project-specific, tailored values as requirement or reference
for certain EPB indicators. This document also includes a couple of possible EPB labels and it lists the
different steps to be taken when establishing an EPB certification scheme.
This document provides standardized tables for reporting in a structured and transparent manner the
choices that are to be made with respect to overall EPB requirements. The tables are non-restrictive,
thus allowing for full regulatory flexibility. This document does not provide such tables for partial
EPB requirements (related to the fabric or technical buildings systems), as this is dealt with in other
documents.
NOTE Table 1 in the Introduction shows the relative position of this document within the set of EPB
standards in the context of the modular structure as set out in ISO 52000-1.

NACIONALNI PREDGOVOR
Evropski standard EN ISO 52003-1:2017 je pripravil tehnični odbor CEN/TC 89 Toplotne lastnosti stavb
in gradbenih komponent. Slovenski standard SIST EN ISO 52003-1:2017 je prevod angleškega besedila
evropskega standarda EN ISO 52003-1:2017. V primeru spora glede besedila slovenskega prevoda v
tem standardu je odločilen izvirni standard v angleškem jeziku. Slovenski standard je pripravil SIST/TC
TOP Toplota.
Odločitev za privzem tega standarda je dne 7. avgusta 2017 sprejel SIST/TC TOP Toplota.

Evropski predgovor
Ta dokument (EN ISO 52003-1:2017) je pripravil tehnični odbor ISO/TC 163 "Toplotne lastnosti in raba
energije v grajenem okolju" v sodelovanju s tehničnim odborom CEN/TC 89 "Toplotne lastnosti stavb in
gradbenih komponent", katerega sekretariat vodi SIS.

Ta evropski standard mora dobiti status nacionalnega standarda bodisi z objavo istovetnega besedila
ali z razglasitvijo najpozneje januarja 2018, nasprotujoče nacionalne standarde pa je treba razveljaviti
najpozneje januarja 2018.
Opozoriti je treba na možnost, da bi lahko bil kateri od elementov tega dokumenta predmet patentnih
pravic. CEN ni odgovoren za identificiranje nobene od teh patentnih pravic.
Ta dokument je bil pripravljen v okviru mandata, ki sta ga Evropska komisija in Evropsko združenje za
prosto trgovino (EFTA) dala CEN.
Ta dokument je del nabora standardov o energijskih lastnostih stavb (nabor standardov EPB), ki jih je
CEN pripravil na podlagi mandata Evropske komisije in Evropskega združenja za prosto trgovino
(mandat M/480, glej referenco [EF1] spodaj), in podpira bistvene zahteve Direktive EU 2010/31/ES o
energetski učinkovitosti stavb (EPBD, [EF2]).

Če se ta standard uporablja v okviru nacionalnih ali regionalnih zakonskih zahtev, se lahko za takšne
vrste uporabe uporabijo obvezne izbire, zlasti za uporabo v okviru direktiv EU, prenesenih v nacionalne
zakonodajne zahteve.
Druge ciljne skupine so uporabniki prostovoljne skupne sheme certificiranja Evropske unije za
energetsko učinkovitost nestanovanjskih stavb (EPBD, člen 11.9) in vse druge regionalne (npr.
vseevropske) stranke, ki želijo utemeljiti svoje predpostavke, ko namenski stavbni fond razvrščajo po
energijskih lastnostih.
Ta dokument nadomešča dokument EN 15217:2007 [EF3], ki je bil pripravljen med prvim mandatom
EPBD (M/343).
V skladu z notranjimi predpisi CEN/CENELEC morajo ta evropski standard obvezno uvesti nacionalne

Predgovor k mednarodnemu standardu

Mednarodna organizacija za standardizacijo (ISO) je svetovna zveza nacionalnih organov za standarde
(članov ISO). Mednarodne standarde običajno pripravljajo tehnični odbori ISO. Vsak član, ki ga zanima
področje, za katero je bil ustanovljen tehnični odbor, ima pravico biti zastopan v tem odboru. Pri delu
sodelujejo tudi mednarodne vladne in nevladne organizacije, povezane z ISO. V vseh zadevah, ki se
nanašajo na standardizacijo s področja elektrotehnike, ISO tesno sodeluje z Mednarodno
elektrotehniško komisijo (IEC).

Postopki, uporabljeni pri razvoju tega dokumenta, in postopki, predvideni za njegovo nadaljnje
vzdrževanje, so opisani v Direktivah ISO/IEC, 1. del. Posebno pozornost je treba nameniti različnim

Ta prva izdaja standarda ISO 52003-1 razveljavlja in nadomešča standard ISO 16343:2013, ki je bil
strokovno revidiran.
Za zagotovitev skladnosti z zahtevami so bile narejene potrebne uredniške revizije za vsak standard
EPB. Vsebina standarda ISO 16343 je bila precej spremenjena ob prizadevanju, da ne bi izgubili
nobenih bistvenih izvirnih informacij, čeprav je bilo izvirno besedilo včasih precej prestrukturirano in
preoblikovano, v celotnem dokumentu pa so bile dodane nove vsebine. Izvirno besedilo je razdeljeno
na dva dela: normativni standard in informativno tehnično poročilo.

Uvod
Ta dokument je eden iz skupine standardov, katerih namen je uskladiti metodologijo za ocenjevanje
energijskih lastnosti stavb. V nadaljevanju se ta skupina imenuje "nabor standardov EPB".
Vsi standardi EPB sledijo posebnim pravilom, s katerimi se zagotavljajo splošna doslednost,
nedvoumnost in preglednost.
Vsi standardi EPB zagotavljajo določeno prilagodljivost glede na metode, zahtevane vhodne podatke in
sklicevanja na druge standarde EPB z normativno predlogo v dodatku A in informativnimi privzetimi
izbirami v dodatku B.
Za pravilno uporabo tega dokumenta je v dodatku A podana normativna predloga, ki določa te izbire.
Informativne privzete izbire so na voljo v dodatku B.
Glavne ciljne skupine za uporabo tega dokumenta so arhitekti, inženirji in zakonodajalci.
Kadar dokument uporabljajo zakonodajalci ali kadar se uporablja zanje: če se dokument uporablja v
okviru nacionalnih ali regionalnih zakonodajnih zahtev, je za takšne posebne uporabe mogoče obvezne
izbire sprejeti na nacionalni ali regionalni ravni. Te izbire (bodisi informativne privzete izbire iz dodatka
B ali izbire, prilagojene nacionalnim/regionalnim potrebam, ki pa so vse v skladu s predlogo iz dodatka
A) so lahko na voljo kot nacionalni dodatek ali kot ločen (npr. pravni) dokument (nacionalni podatkovni
list).
OPOMBA 1: V tem primeru:
– zakonodajalci določijo izbire;
– posamezen uporabnik uporabi dokument za oceno energijskih lastnosti stavbe in pri tem uporabi izbire, ki
so jih predpisali zakonodajalci.
Za teme, obravnavane v tem dokumentu, morda veljajo tudi javni predpisi. Javni predpis o istih temah
lahko preglasi privzete vrednosti iz dodatka B. Pri nekaterih primerih uporabe lahko javni predpis o istih
temah celo preglasi uporabo tega dokumenta. Pravne zahteve in izbire na splošno niso objavljene v
standardih, ampak v pravnih dokumentih. Da bi se izognili dvojnim objavam in zamudnemu
posodabljanju dvojnih dokumentov, se lahko nacionalni dodatek sklicuje na pravna besedila, s
katerimi so javni organi sprejeli nacionalne izbire. Za različne vrste uporabe so možni različni
nacionalni dodatki ali nacionalni podatkovni listi.
Kadar se privzete vrednosti, izbire in sklicevanja na druge standarde EPB v dodatku B ne upoštevajo
zaradi nacionalnih predpisov, politike ali tradicije, se pričakuje, da:
– nacionalni ali regionalni organi pripravijo podatkovne liste, ki vsebujejo izbire in nacionalne ali
regionalne vrednosti po vzorcu v dodatku A. V tem primeru se priporoča, da se v nacionalni dodatek
(tj. NA) doda sklic na te podatkovne liste;
– ali da, praviloma, nacionalni organ za standarde preuči možnost za dodajanje ali vključitev
nacionalnega dodatka v skladu s predlogo iz dodatka A ter v skladu s pravnimi dokumenti, ki
vsebujejo nacionalne ali regionalne vrednosti ter izbire.
Druge ciljne skupine so stranke, ki želijo utemeljiti svoje predpostavke, ko namenski stavbni fond
razvrščajo po energijskih lastnostih.
Več informacij je na voljo v tehničnem poročilu, ki je priloženo temu dokumentu (ISO/TR 52003-2).
Splošne in delne kazalnike EPB, tj. količinske izhodne podatke ocene EPB, je mogoče uporabiti za
različne namene:
1) zahteve: določiti javne ali zasebne zahteve za energijske lastnosti stavb,
2) odločitve: olajšati odločitve ali dejanja v zasebni ali javni domeni,

3) informacije in komunikacija: za gradbene projektante, lastnike, upravljavce, uporabnike,
oblikovalce politike in državljane (v vlogi prodajalcev ali najemnikov, bodočih kupcev ali bodočih
najemnikov).
Ta dokument in ISO/TR 52003-2 obravnavata več teh načinov uporabe, ki jih je mogoče splošno opisati
kot naknadna obdelava izhodnih podatkov metod ocenjevanja EPB (glej 5.1).

Glavni poudarek aktualnega (normativnega) standarda, tj. tega dokumenta, je na osnovnih pojmih in
odnosih ter na ukrepih, ki jih je treba sprejeti. Priloženo (informativno) tehnično poročilo, tj. ISO/TR
52003-2, vsebuje obsežne dodatne informacije v pomoč uporabnikom pri preudarnem izvajanju tega
standarda. Za optimalno razumevanje je torej najbolje brati oba dokumenta vzporedno, točko za točko.

Ta dokument in ISO/TR 52003-2 se dopolnjujeta z:

‒ ISO 52018-1 in ISO/TR 52018-2, ki obravnavata delne zahteve EPB, povezane z bilanco toplotne
energije in lastnostmi stavbnega tkiva, ter

‒ standardi CEN EPB, ki obravnavajo iste teme za specifične tehnične gradbene sisteme,
servisiranje posebnih vrst rabe energije (kot so ogrevanje, hlajenje, prezračevanje, sanitarna voda
in razsvetljava).
Večina vsebine teh besedil je uporabnikom, ki imajo izkušnje na tem področju, morda dobro znana.
Vendar je bilo odločeno, da se osnovne zadeve dokumentirajo, da bodo primerno obveščene vse
zainteresirane strani, vključno z novinci na tem področju. Besedila tako deloma služijo kot "institucionalni
pomnilnik". Cilj je, da so možnosti podprte z dovolj informacijami in da bo v prihodnosti mogoča revizija
ureditve (izbira kombinacije značilnosti EPB in kazalnikov, spremenljivih ali stalnih vrednosti zahtev in/ali
referenčnih ocen, dejanske strogosti zahteve).

Preglednica 1 prikazuje relativni položaj tega dokumenta znotraj nabora standardov EPB v kontekstu
modularne strukture, kot je opredeljeno v standardu ISO 52000-1.

OPOMBA 2: V standardu ISO/TR 52000-2 je za vsak modul mogoče najti enako preglednico s številkami ustreznih standardov
EPB in spremljajočimi tehničnimi poročili, ki so objavljena ali v pripravi.

Moduli predstavljajo standarde EPB, čeprav lahko en standard EPB zajema več kot en modul, en modul
pa je lahko zajet z več kot enim standardom EPB, na primer poenostavljena in podrobna metoda. Glej
tudi točko 2 ter preglednici A.1 in B.1.

1. del: Splošni vidiki in uporaba za skupno energijsko lastnost

1 Področje uporabe
Nabor standardov za oceno EPB v svojih izhodnih podatkih ustvarja veliko število skupnih in delnih
kazalnikov EPB. Ta dokument omogoča tako zasebnikom kot zakonodajalcem (in vsem zainteresiranim
stranem, ki sodelujejo v regulativnem postopku), da uporabijo te podatke za različne namene (nadaljnja
obdelava).
Ta dokument opisuje razmerje med kazalniki EPB, zahtevami EPB in stopnjami EPB ter obravnava
pomembnost projektno specifičnih, prilagojenih vrednosti, ki se uporabljajo kot zahteve ali reference za
nekatere kazalnike EPB. Dokument vključuje tudi nekaj možnih oznak EPB in navaja različne korake, ki
jih je treba opraviti pri vzpostavljanju sheme certificiranja EPB.

Dokument vsebuje standardizirane preglednice za strukturiran in pregleden opis možnosti, ki jih je treba
izbrati glede na splošne zahteve EPB. Preglednice niso omejevalne, tako da je mogoče zakonodajo
povsem prilagoditi. Za delne zahteve EPB (povezane z lastnostmi stavbnega tkiva ali tehničnimi
gradbenimi sistemi) v dokumentu ni takšnih preglednic, ker so obravnavane v drugih dokumentih.

OPOMBA: Preglednica 1 v uvodu prikazuje relativni položaj tega dokumenta znotraj nabora standardov EPB v kontekstu
modularne strukture, kot je opredeljena v standardu ISO 52000-1.

2 Zveze s standardi
Za uporabo tega dokumenta so nujni naslednji referenčni dokumenti. Pri datiranih sklicevanjih se
