Overview

CEN/TS 17830:2022 is a technical specification published by the European Committee for Standardization (CEN) that offers detailed guidance on the application of Term 2.2 "Prohibited materials" in EN 643:2014, the European list of standard grades for paper and board for recycling. This document clarifies how to interpret Clause 2.2 concerning materials that pose hazards to health, safety, and the environment. Importantly, it neither alters nor contradicts EN 643 requirements but supports users in compliance by providing clear definitions and practical examples.

This standard addresses critical concerns about recycled paper and board quality by defining prohibited substances such as medical waste, contaminated hygiene products, organic waste (including foodstuffs), hazardous waste, and toxic powders. It is essential for ensuring that recycled paper materials maintain high safety and environmental standards, preserving their value and usability.

Key Topics

  • Definition of Prohibited Materials
Clause 2.2 of EN 643:2014 defines prohibited materials as those that pose risks to health, safety, and the environment. Examples include medical waste, used personal hygiene products, hazardous substances, and organic waste like food residues.

  • Food Contact Material Clarifications
Guidance is provided on used food contact paper and board products that may contain residual food or stains, such as pizza delivery boxes or napkins. While fresh food is not inherently hazardous, the risk of microbial growth necessitates minimising food residues in recycled paper streams. The standard allows residual stains only if the paper was emptied properly, used as intended, and the stains do not saturate the material.

  • Used Personal Hygiene Products
These materials are strictly prohibited if contaminated to a level that presents health or environmental hazards. However, selectively collected hand towels used solely for drying hands and faces, when sourced from controlled non-household collection schemes, may be recycled under specialized processes without being classified as prohibited contamination.

  • Special Tissue Products
Paper tissue products like kitchen towels, mats, and napkins are considered food contact materials due to their potential contact with food and fall under the "prohibited materials" classification if contaminated improperly.

  • Non-Mandatory Implementation
CEN/TS 17830:2022 provides guidance but does not impose mandatory implementation methods, leaving flexibility for national bodies and recycling stakeholders while promoting best practices.

Applications

CEN/TS 17830:2022 is vital for:

  • Recycling Industry
Assisting sorting facilities, recycling companies, and paper manufacturers in identifying and managing prohibited materials to ensure compliance with EN 643:2014 and maintain high-quality recycled paper and board grades.

  • Waste Management and Municipal Collection
Guiding municipalities and collectors on educating consumers about proper recycling habits, emphasizing the exclusion of prohibited materials such as contaminated hygiene products and food-contaminated paper.

  • Regulatory Compliance and Environmental Safety
Ensuring that recycled paper products do not act as vectors for hazardous waste or health risks, supporting sustainable circular economy practices in paper and board recycling.

  • Quality Assurance in Paper Production
Offering practical insights into tolerances for unavoidable food residues in recyclable paper, helping to balance operational realities with stringent quality standards.

Related Standards

  • EN 643:2014
The foundational European standard listing standard grades of paper and board for recycling, which contains Clause 2.2 on prohibited materials.

  • EN ISO 12625-1:2019
Vocabulary standards for tissue paper and tissue products, relevant for definitions used in CEN/TS 17830 regarding hand towels and related products.

  • Food Contact Guidelines (CEPI et al., 2019)
Informative guidelines that define compliance of paper and board materials intended for food contact, referenced for terminology in CEN/TS 17830.

Keywords

CEN/TS 17830:2022, EN 643:2014, prohibited materials paper recycling, paper and board standards, recycling contamination, food contact paper, personal hygiene materials recycling, tissue paper recycling guidance, European paper recycling standard, paper waste management, paper and board quality, hazardous materials in recycling.

By understanding and implementing CEN/TS 17830:2022, stakeholders along the paper recycling value chain can enhance material quality, comply with European standards, and promote safer, more sustainable recycling processes.

Introduction
Clause 5.2 of EN 643:2014 excludes “prohibited materials” as defined in Clause 2.2 without providing any
kind of tolerance. This is an important quality requirement to avoid any hazard for safety, health and
environment as well as to make clear that paper and board for recycling is a quality material and not a
channel to dispose of any refuse.
Clause 2.2 of EN 643:2014 defines as prohibited material “any materials which represent a hazard for
health, safety and environment, such as medical waste, contaminated products of personal hygiene,
hazardous waste, organic waste including foodstuffs, bitumen, toxic powders and similar”. It can be
interpreted that this list is parlance and that products of the mentioned groups are meant, disregarding
whether they are “waste” or not. This guidance document addresses two topics related to this definition
of prohibited materials, i.e. the presence of foodstuff and products of personal hygiene.
This document is intended to assist the users of EN 643 to more clearly understand what is meant by the
terms “prohibited materi
