Overview

CEN/TS 17730:2022 provides an overview of relevant test methods for assessing the properties of compost and solid digestate when they are used as component materials in fertilising products. The Technical Specification is aligned with the EU fertilising product framework and applies to component material categories CMC 3 (compost), CMC 4 (fresh crop digestate) and CMC 5 (digestate other than fresh crop digestate) as defined in Regulation (EU) 2019/1009.

The document identifies three primary property areas for evaluation:

  • Macroscopic impurities (e.g., glass, metal, plastics > 2 mm)
  • Oxygen uptake rate (OUR) to characterise aerobic biological activity
  • Self‑heating factor to assess thermal stability and potential risks

Sampling and sample preparation are referenced to established CEN technical specifications to ensure representative, reproducible testing.

Key Topics

  • Sampling & preparation: The standard refers to CEN/TS 17733:2022 for guidance on representative sampling and sample preparation, ensuring test results reflect the material batch.
  • Macroscopic impurities: For solid or pasty CMCs, the dry sieving method in CEN/TS 16202:2013 is cited for determination of glass, metal and plastics above 2 mm.
  • Oxygen uptake rate (OUR): Measurement of aerobic biological activity is referenced to EN 16087-1:2020 and applies to compost and both fresh and other digestates.
  • Self‑heating factor: The compost self‑heating test method is referenced to EN 16087-2:2011 to evaluate thermal behaviour.

Practical value: The specification consolidates which normative test methods should be used to demonstrate compliance with specific safety and quality parameters relevant to fertilising products.

Applications

This Technical Specification is intended for use by:

  • Fertilising-product manufacturers verifying component materials (CMC 3, 4, 5) meet EU requirements.
  • Testing laboratories implementing standardised methods for impurities, OUR and self‑heating measurements.
  • Regulators and conformity assessors who need harmonised test references for market surveillance and compliance with Regulation (EU) 2019/1009.

Benefits include improved consistency in quality control, clearer method selection for laboratories, and support for safe use of organic materials in fertilising products.

Related Standards

Key normative references cited in CEN/TS 17730:2022 include:

  • CEN/TS 17732:2022 - Terminology for soil improvers and growing media
  • CEN/TS 17733:2022 - Sampling and sample preparation
  • EN 16087-1:2020 - Determination of aerobic biological activity - Part 1: Oxygen uptake rate (OUR)
  • EN 16087-2:2011 - Determination of aerobic biological activity - Part 2: Self‑heating test for compost
  • CEN/TS 16202:2013 - Determination of impurities (dry sieving method)

Use this CEN/TS as a practical reference to select validated test methods and to support material classification and compliance for compost and digestate used in EU fertilising products.
