Overview

EN 14988-2:2006/FprA1 (CEN) is the draft amendment to the European test standard for children's high chairs - Part 2: Test methods. It updates terms, general test conditions, test equipment and procedures used to verify safety performance of free-standing high chairs intended for children from approximately 6 to 36 months. The amendment clarifies ambient test conditions, assembly requirements and adds new test probes and measurement methods to support consistent laboratory testing and national standard adoption.

Key Topics

  • Scope and Definitions: Adds and aligns key terms (e.g., children’s high chair, crotch restraint, integral harness, junction line) with EN 14988‑1. The junction line method is specified, including guidance for hammock-style seats.

  • General test conditions: Tests must be performed on a fully assembled product in ambient indoor conditions (15 °C to 25 °C). Knock-down products are to be assembled per manufacturer instructions and tested in the most onerous configuration.

  • Test equipment updates: Several new or clarified test implements are defined, including:

    • Small loading pad (30 mm diameter), leg probe (38 mm dia.), wedge block (solid aluminium), beams for stability/lateral protection, and slide gauges.
    • Floor surface specification with rubber mat requirements for specific tests.
  • Procedures and loads: The amendment revises procedures and force requirements for common safety checks:

    • Impact tests using an impact hammer set to fall from 116 mm on back, front and lateral protections (10 impacts per point).
    • Harness and attachment strength: 150 N applied gradually and held per procedure to attachment points and harness components.
    • Slippage test for adjustment systems with staged forces (10 N then 150 N) to quantify strap slippage.
    • Lateral protection height and length measurement methods using specified beams and test loads.
    • Leg openings tests including wedge block and leg probe checks to identify hazardous gaps.

Applications

This amendment is used by laboratories, product safety engineers, manufacturers and conformity assessors to:

  • Validate design and production of children’s high chairs for market entry in CEN member countries.
  • Demonstrate compliance with European test methods for product safety reports and technical documentation.
  • Guide corrective design changes where test outcomes show inadequate stability, restraint performance, or hazardous openings.

Related Standards

  • EN 14988-1 (Product requirements and terminology) - referenced for terms and definitions.
  • National adoptions of EN 14988-2:2006/prA1 and translations by CEN members.

For practical testing, follow the specified order of tests, record ambient extremes when outside the 15–25 °C range, and use the most onerous configuration allowed by the manufacturer’s instructions to ensure reproducible, conservative safety results.

3.6
opening
a space between structural members or components
3.7
shear and squeeze points
a gap which can cause harm to parts of the body and which occur when two parts close together or open
during relative movements

Note The method to determine the junction line can be found in cl. 4.2
2 Modification to Clause 4, General test conditions
Replace the text of 4.1 with the following:
The tests are designed to be applied to a high chair that is fully assembled according to manufacturer’s
instructions and ready for use.
If the product can be converted to other products not falling within the scope on this standard (e.g. table and
small chair, adult chair, swings, booster seats, etc.), these configurations shall not be tested according to this
standard.
The tests shall be carried out in indoor ambient condition with a temperature between 15° and 25° C. If the
temperature lies outside this range, its maximum and minimum shall be recorded in the test report.
The high chair shall be tested as delivered. If the high chair is a knock-down type, it shall be assembled
according to the instructions supplied with it. If the instructions allow for different adjustments or configurations
of components (e.g. inclination of the backrest, height of the seat, position of the tray, position of
castors/wheels, etc.), the most onerous combination shall be used for each test.
Knock-down fittings shall be tightened before testing. Further re-tightening shall not take place unless this is
specifically required by the manufacturer’s instructions.

Add new clause 4.2, as follows:
4.2 Determination of the junction line
The junction line is shown in Figure 1 below.

LL junction line
Figure 1 — Junction line
