Railway applications - Wheelsets and bogies - Monobloc wheels - Technical approval procedure - Part 1: Forged and rolled wheels
The aim of this European Standard is to define the requirements that a monobloc wheel of a freight of passenger railway vehicle non-powered axle shall meet in order to be able to be used on a European network.
For wheels of powered axles or wheels with noise dampers, the requirements may be amended or supplemented.
For light vehicles and tramways, other standards or documents accepted by the customer and supplier may be used.
This European Standard only applies to wheels of new design.
These requirements are intended to assess the validity of the design choice for the proposed use.
The assessment of these requirements is the technical approval procedure.
This European Standard is applicable to forged and rolled wheels for which the quality requirements are defined in EN 13262.

Overview
EN 13979-1:2003/FprA2 is a CEN European Standard that specifies the technical approval procedure for monobloc wheels (single-piece wheels) intended for non-powered axles of freight and passenger railway vehicles. Part 1 covers forged and rolled wheels and defines the requirements a new wheel design must meet to be used on a European network. The standard supports conformity with EU Directive 2008/57/EC (see Annex ZA) and is intended for assessment of design validity through a formal technical approval procedure.
Key topics and requirements
- Scope and applicability
- Applies only to new-design monobloc forged and rolled wheels for non-powered axles.
- Wheels on powered axles or wheels fitted with noise dampers may require amended or supplementary requirements.
- Light vehicles and tramways may use other standards agreed between supplier and customer.
- Material and quality
- Material quality requirements for the wheels are defined by EN 13262 (referenced for steel grades and manufacturing quality).
- Design assessment
- Requirements focus on validating the proposed design choice for intended use; the assessment is the technical approval procedure.
- Vehicle-track interaction and gauging
- Includes provisions related to wheel geometry, tolerances and their impact on vehicle dynamic behaviour and track interaction (see Annexes addressing wheelset dimensions and tolerances).
- Braking and thermal considerations
- Addresses braking interfaces and calculations related to wheel thermal capacity and braking performance where relevant.
- Conformity and interoperability
- Defines procedures for assessment of interoperability constituents, verification, and conformity to essential requirements of the TSI and EU Directive.
Applications and users
This standard is primarily used by:
- Wheel and wheelset manufacturers (for design approval of forged/rolled monobloc wheels)
- Rolling stock designers and OEMs integrating wheel designs into bogies and wheelsets
- Railway operators and maintainers assessing wheel suitability and interchangeability
- Notified bodies and approval authorities performing technical approval and conformity assessments
- Suppliers and quality assurance teams ensuring compliance with European interoperability requirements
Use cases include design validation for new wheel models, documentation for conformity assessment, and establishing baseline requirements for materials, geometry and performance.
