Overview
EN 15566:2009/FprA1 - "Railway applications - Railway rolling stock - Draw gear and screw coupling" is a CEN standard that specifies requirements for draw gear and screw coupling systems fitted to the ends of rolling stock that must couple with other interoperable vehicles (freight wagons, locomotives, passenger vehicles). The standard covers functional requirements, mechanical construction, interfaces and the testing regime (including pass/fail criteria). The FprA1 draft amendment aligns the standard with EU Directive 2008/57/EC and the relevant TSI (Technical Specifications for Interoperability) requirements.
Key Topics
- Scope and purpose
- Requirements for end-mounted draw gear and screw couplings used in interoperable rolling stock.
- Functionality and construction
- Definitions and mechanical design expectations for draw gear and screw coupling systems.
- Interface specifications
- Mechanical and functional interfaces between vehicles, sets of vehicles and trains to ensure compatibility and interoperability.
- Testing and acceptance
- Test procedures and clear pass/fail criteria for assessing draw gear and screw coupling performance (conformity assessment and suitability for use).
- Regulatory alignment
- Relationship to EU Directive 2008/57/EC and relevant TSIs (High Speed, CR TSI for Freight Wagons, LOC & PASS RST TSI). The amendment provides presumption of conformity where the standard is cited in the OJEU.
- Interoperability constituents
- Identification and assessment procedures for draw gear as an interoperability constituent under the rolling stock subsystem.
Applications
Who uses EN 15566:2009/FprA1 and why:
- Rolling stock manufacturers - to design and certify draw gear and screw coupling systems that meet interoperability and safety requirements.
- Component suppliers - to ensure products meet interface and performance criteria for market acceptance.
- Railway operators and owners - for procurement specifications, compatibility checks, and retrofit planning.
- Maintenance and engineering teams - to apply standardized acceptance and testing procedures during commissioning and repair.
- Conformity assessment bodies and notified bodies - for verification against TSIs and Directive 2008/57/EC.
Practical uses include specifying coupling components in tender documents, validating repair and overhaul work, ensuring rescue and shunting compatibility, and achieving harmonised interoperability across European networks.
Related standards
- EN 15551 (buffers and screw coupling systems) - complementary for buffer and screw coupling requirements.
- TSIs and EU Directive 2008/57/EC - sets the broader interoperability and legal framework referenced in Annex ZA of the amendment.
- CR TSI (Freight Wagons), HS TSI (High Speed), LOC & PASS RST TSI - related rolling stock TSI documents that reference or depend on EN 15566 for coupling system requirements.

This document is currently submitted to the Unique Acceptance Procedure.
The “Recast” Directive 2008/57/EC of the European Parliament and of the Council on the interoperability of
th
the rail system within the Community was published on 17 June 2008. The two previous EU Directives
96/48/EC and 2001/16/EC on the interoperability of the High Speed and Conventional rail systems within the
th
Community will therefore be repealed with effect from 19 July 2010. At this date the harmonised standards
for the railway field will have to refer to the new Directive.
Annex Z is amended to address this need.
