Overview

FprEN 16307-2 - "Industrial trucks - Safety requirements and verification - Part 2: Supplementary requirements for self-propelled variable-reach trucks" (CEN) is a type‑C standard intended to be used in conjunction with EN ISO 3691-2. It provides supplementary safety requirements and verification methods specific to self-propelled variable‑reach trucks. The standard addresses additional hazards and design measures not fully covered by EN ISO 3691-2 and is relevant where variable reach, elevated loads or extended outreach create unique safety challenges.

Key topics and technical requirements

The standard supplements EN ISO 3691-2 with focused requirements and referenced test methods. Major topics include:

  • Electrical requirements
    • Electrical systems and equipment to comply with EN 1175:2020.
  • Operator’s seat
    • Seats must be specified and marked in accordance with EN 13490.
  • Protection against crushing, shearing and trapping
    • Fixed/removable guards to meet EN ISO 14120; fixings must remain with guards if removed.
  • Longitudinal stability
    • Trucks with maximum working load ≥ 1000 kg must be fitted with a Longitudinal Load Moment Indicator (LLMI) and Longitudinal Load Moment Control (LLMC) per EN 15000.
  • Visibility
    • Visibility verification per EN 16842 series (parts for ≤10 000 kg, >10 000 kg, and container-handling trucks).
  • Noise reduction and emission
    • Design for low airborne noise per EN ISO 11688-1 and measurement per EN 12053.
  • Vibration
    • Whole‑body vibration measurement per EN 13059 and seat requirements per EN 13490/EN 13490-A1.
  • Electromagnetic radiation
    • Minimise non‑ionising radiation (consider effects on active/non‑active implantable medical devices); emissions and immunity per EN 12895.
  • Information for use
    • Instruction handbook and marking requirements (including information plates) to support safe operation, transportation and maintenance.
  • Verification
    • Clause 5 requires verification of Clause 4 measures using referenced standards and EN ISO principles.

Annex A (informative) lists the significant hazards covered.

Applications and who uses it

FprEN 16307-2 is used to design, manufacture, test and certify safety for self-propelled variable-reach industrial trucks (e.g., reach stackers, variable-reach forklifts). Typical users include:

  • Machine manufacturers and OEMs specifying compliance for product design
  • Health & safety regulators and conformity assessors
  • Plant engineers, fleet managers and buyers evaluating machine suitability
  • Service and maintenance providers applying safe maintenance practices

Applying this standard helps reduce operational risks from electrical faults, poor visibility, instability, noise, vibration and electromagnetic interference.

Introduction
General
This document is a type-C standard as stated in EN ISO 12100:2010.
This document is of relevance, in particular, for the following stakeholder groups representing the market
players with regard to machinery safety:
— machine manufacturers (small, medium and large enterprises);
— health and safety bodies (regulators, accident prevention organizations, market surveillance,
etc.).
Others can be affected by the level of machinery safety achieved with the means of the document by the
above-mentioned stakeholder groups:
— machine users/employers (small, medium and large enterprises);
— machine users/employees (e.g. trade unions, organizations for people with special needs);
— service providers, e.g. for maintenance (small, medium and large enterprises).
The above-mentioned stakeholder groups have been given the possibility to participate in the drafting
process of this document.
The machines concerned and the extent to which hazards, hazardous situations or hazardous events are
covered are indicated in the Scope of this document.
When requirements of this type-C standard are different from those which are stated in type-A or type-B
standards, the requirements of this type-C standard take precedence over the requirements of the other
standards for machines that have been designed and built according to the requirements of this type-C
standard.
The EN 16307 series of standards covers safety requirements and their verification for industrial trucks
as defined in ISO 5053-1:2020 that are not covered exhaustively by EN ISO 3691 series.
