(Specification)Standard Specification for Tin Mill Products, Black Plate, Double Reduced
Standard Specification for Tin Mill Products, Black Plate, Double Reduced
ABSTRACT
This specification covers doubled-reduced black plate tin mill products produced from low-carbon cold-reduced steel, furnished in coils and cut sizes, for use predominantly in the manufacture of containers. The product, which is normally supplied with trimmed edges, may be specified "as rolled," without the removal of the rolling solution, and with no additional surface or oiling treatment, or "cleaned" with the rolling solution removed, with or without surface treatment and oiling. The rolling direction must be specified on cut lengths and will be indicated by underlining the slit (rolling width) dimension. Surfaces may polished in either the ground roll finish (base metal finish), or smooth finish with grit lines (7C finish).
SCOPE
1.1 This specification covers double-reduced black plate, produced from low-carbon cold-reduced steel, furnished in coils and cut sizes, for use predominantly in the manufacture of containers. The product may be specified “as rolled,” without the removal of the rolling solution, and with no additional surface or oiling treatment. It may also be specified “cleaned” with the rolling solution removed, with or without surface treatment and oiling. This product is normally supplied with trimmed edges.
1.2 This specification is applicable to orders in either inch-pound units (as A650) which is supplied in thicknesses 0.0050 in. to 0.0113 in. or SI units [as A650M] which is supplied in thicknesses from 0.127 to 0.287 mm.
1.3 The values stated in either inch-pound or SI units are to be regarded as standard. Within the text, the SI units are shown in brackets. The values stated in each system are not exact equivalents; therefore, each system must be used independently of the other. Combining values from the two systems may result in nonconformance with this specification.
1.4 This international standard was developed in accordance with internationally recognized principles on standardization established in the Decision on Principles for the Development of International Standards, Guides and Recommendations issued by the World Trade Organization Technical Barriers to Trade (TBT) Committee.

Overview
ASTM A650/A650M-18(2024) is an international standard specification developed by ASTM for double-reduced black plate tin mill products. This standard covers low-carbon cold-reduced steel products supplied in both coils and cut sizes, specifically designed for use in container manufacturing. Products may be delivered "as rolled" (without the removal of the rolling solution) or "cleaned" (with the rolling solution removed), with optional surface treatments and oiling. The specification is applicable in both inch-pound and SI units, providing flexible options for global supply chains.
Double-reduced black plate, characterized by its light gauge and enhanced strength, forms a critical raw material for the can-making and packaging industries. ASTM A650/A650M ensures uniform quality and performance in applications where formability, strength, and surface finish are key considerations.
Key Topics
- Product Forms: Coils and cut sizes of double-reduced black plate are supplied, with trimmed edges as standard.
- Finish Options:
- "As rolled" - rolling solution not removed, no extra surface or oiling treatment.
- "Cleaned" - rolling solution removed; optionally supplied with surface treatment and/or oiling.
- Surface Finishes:
- Base Metal Finish: Produced with a ground roll finish.
- 7C Finish: Smooth finish with grit lines, standard for tin mill products.
- Dimensional Ranges:
- Inch-pound: Thickness from 0.0050 to 0.0113 inches.
- SI units: Thickness from 0.127 to 0.287 mm.
- Ordering Requirements: Specify form, finish, dimensions, steel type, mechanical requirements, intended application, quantity, coil size/weight, packaging, and ASTM reference.
- Rolling Direction: Essential for cut sizes and must be indicated for optimal forming of container bodies.
- Rust Susceptibility: Proper handling, transit, and storage are critical due to high susceptibility to rust.
- Area and Weight Calculations: Supplied in base boxes (inch-pound) and SITAs (SI units) for standardized measurement and calculation.
Applications
The primary application of ASTM A650/A650M double-reduced black plate tin mill products is in the manufacture of containers, particularly:
- Food and Beverage Cans: The material's strength and formability make it ideal for producing can bodies and ends.
- General Packaging: Used in various types of container packaging requiring thin, strong steel sheets.
- Material for Further Processing: Can be further processed (e.g., tinning, lacquering) for specialized packaging solutions.
Manufacturers, converters, and suppliers in the packaging industry benefit from this standard by ensuring that their raw material complies with globally recognized requirements for consistency, mechanical properties, and surface quality.
Related Standards
ASTM A650/A650M-18(2024) references and is complemented by several related standards to ensure comprehensive coverage for tin mill products:
- ASTM A623 / A623M: General requirements for tin mill products, covering broader aspects applicable to all tin mill steel.
- WTO TBT Principles: Developed following principles set by the World Trade Organization Technical Barriers to Trade Committee, ensuring alignment with globally recognized standardization practices.
Other relevant standards for steel and tin mill products include those addressing additional forming, coating, or finishing steps as required in specific container production environments.
