Namenjena je zagotavljanju enotnih tehničnih in upravnih zahtev za homologacijo vozil in izboljšanju notranjega trga z visoko ravnjo varnosti, zdravja in varstva okolja. Uredba nadomešča Direktivo 2007/46/ES in vpeljuje strožje postopke tržnega nadzora ter jasna pravila za odgovornosti gospodarskih subjektov in državnih organov. Poudarjeno je povečanje neodvisnosti in usposobljenosti tehničnih služb ter uvedba rednih pregledov in ocenjevanj za zagotavljanje skladnosti proizvodnje. Predvidena je večstopenjska homologacija in izboljšano sodelovanje med državami članicami prek foruma za izmenjavo informacij. Od datuma začetka uporabe direktive morajo biti vsi novi proizvodi skladni z določbami o homologaciji in tržnem nadzoru, vključujoč tudi postopke za redne preglede skladnosti in ukrepe ob neskladnosti z zakonodajo EU.
