Regulation 1223/2009 covers "Commission communication in the framework of the implementation of Regulation (EC) No 1223/2009 of the European Parliament and of the Council of 30 November 2009 on cosmetic products". This legislation has harmonized European standards (hENs) that provide a presumption of conformity with its essential requirements. There are 10 standards associated with this regulation.
Harmonized standards under 1223/2009 are European standards (ENs) developed by CEN, CENELEC, or ETSI in response to a mandate from the European Commission. When these standards are cited in the Official Journal of the European Union, products manufactured in conformity with them benefit from a presumption of conformity with the essential requirements of 1223/2009, facilitating CE marking and free movement within the European Economic Area.

This document refers only to chromium, cobalt, nickel, arsenic, cadmium, antimony and lead. The methodology can apply to other elements, however, it is the responsibility of the analyst to demonstrate that it fits that purpose.
