CEN/TC 89/WG 12 - Reflective insulation products
WG 12 is asked to review and elaborate the issues associated in the measurement of declared and design values of the thermal performance of products based upon or utilising reflective or low emissivity surfaces. To provide guidance on how to determine declared and design values for such products, WG 12 shall review all product data, published reports and relevant CEN test and calculation standards, including EN 12664, EN 12667, EN ISO 8990, EN ISO 10456, and EN ISO 6946. WG 12 is also asked to consider appropriate methods for the measurement of emissivity for both type testing and factory production control. WG 12 shall consider whether a single technical specification, which addresses all the issues, or a series of amendments/addenda to existing standards is most appropriate.

The European Committee for Standardization (CEN) is a public standards organization that brings together the national standardization bodies of 34 European countries. CEN provides a platform for developing European Standards (ENs) and other technical documents in relation to various products, materials, services, and processes, supporting the European Single Market.
A Working Group in CEN is a specialized group responsible for developing standards or technical work within a defined scope. These bodies bring together international experts to create consensus-based standards that support global trade, safety, and interoperability.
This document describes a set of procedures for using existing standardized CEN or ISO test and calculation methods to determine the thermal performance of reflective insulation products. This document supports and does not replace existing CEN or ISO test methods.
This document applies to any thermal insulation product that derives a proportion of its claimed thermal properties from the presence of one or more reflective or low emissivity surfaces together with any associated airspace(s). It does not replace the existing procedures for the determination of the thermal performance of products already covered by an existing harmonized product standard where the declared value of these products does not specifically include any claims attributable to the emissivity of the facing. It does not, and cannot, give an in-use or design value of thermal performance, but provides standardized information from which these can be determined.
