SIST-TP TR 101 327 V1.1.1:2004 is the Slovenian adoption of ETSI TR 101 327 V1.1.1, a Technical Report from ETSI TIPHON on numbering options for public networks using Voice over IP (VoIP) technology. It explains how E.164 numbers can be chosen for TIPHON-compliant services and is written for network operators, numbering authorities, and service providers that need to assign or evaluate number ranges.
What does SIST-TP TR 101 327 V1.1.1:2004 specify?
SIST-TP TR 101 327 V1.1.1:2004 gives basic guidance on the range of E.164 numbering options that may be used for public network services built on TIPHON-compliant technology. It focuses on the practical choice of a number range, the trade-offs between options, and number portability, with extra comments for TIPHON Scenarios 0, 2 and 3.
The report is organized into these main clauses:
- Clause 1 - Scope
- Clause 2 - References
- Clause 3 - Abbreviations
- Clause 4 - General considerations
- Clause 5 - Choosing a numbering option
- Clause 6 - Other issues
What are the key requirements of SIST-TP TR 101 327 V1.1.1:2004?
Numbering principles
SIST-TP TR 101 327 V1.1.1:2004 says that numbering for VoIP services should follow service needs rather than technology choice. In practice, this means the number range should match the service type, geography, or tariff level, not simply the fact that IP is used.
Clause 4.1 places the discussion in the E.164 numbering plan and in the role of national numbering authorities. That matters because operators need the right national allocation before they can launch a service.
Clause 4.2 notes that portability can break any simple link between a number range and a network operator. In practice, a number may no longer tell callers who currently provides the service.
Clause 4.3 says there is no single numbering arrangement for VoIP. The numbering choice depends on the service being offered, such as telephony, freephone, UPT, or other national or international services.
Choosing a numbering option
Clause 5.1 sets out a two-step process: first identify the options available from the national authority, then evaluate and select the most suitable one. For international services, the report also points to discussions with the ITU-T secretariat.
Clause 5.2 says the selection should be judged from the customer and caller perspective. That means checking whether the number creates the right impression about tariff, service type, and ease of calling.
Operational constraints
The report highlights four practical checks:
- Service or tariff recognition - use number ranges that callers already understand when that recognition matters.
- Call barring - avoid formats that some callers are blocked from dialling.
- Accessibility - make sure new number ranges are announced early enough for network access to work.
- Portability and scarcity - plan for number portability and for possible pressure on available number blocks.
Clause 6 also raises carrier selection. For services that reach customers on other access networks, operators may need carrier selection codes or carrier pre-selection arrangements.
What terms does SIST-TP TR 101 327 V1.1.1:2004 define?
- Voice over IP (VoIP) - voice service carried over IP technology.
- Internet Protocol (IP) - the packet-based protocol used by VoIP networks.
- Integrated Services Digital Network (ISDN) - the circuit-based network used as a reference point for traditional telephony.
- Switched Circuit network (SCN) - a conventional circuit-switched network that may interwork with IP.
- Universal Personal Telecommunications (UPT) - a special service example used in the numbering discussion.
- E.164 - the ITU-T international public telecommunication numbering plan used as the numbering framework.
Who uses SIST-TP TR 101 327 V1.1.1:2004?
SIST-TP TR 101 327 V1.1.1:2004 is used by national numbering authorities, telecom regulators, service providers, and network operators. It helps them decide which number ranges to allocate, how to present a service to callers, and how to handle portability, accessibility, and carrier selection for VoIP-based public services.
It is also relevant for market entrants that want their VoIP offerings to fit alongside existing SCN numbering practices. In practice, that means comparing number appearance, caller expectations, and regulatory constraints before launch.
What changed in SIST-TP TR 101 327 V1.1.1:2004 from the previous edition?
SIST-TP TR 101 327 V1.1.1:2004 is identical to ETSI TR 101 327 V1.1.1 (1999-11).
Which standards are used with SIST-TP TR 101 327 V1.1.1:2004?
The report relies on these referenced documents:
- EG 201 367 - support for service provider number portability in Intelligent Network (IN) environments.
- ITU-T Recommendation E.105 - context for international telephone service.
- ITU-T Recommendation E.164 - the numbering plan used throughout the report.
- TR 101 092 - guidance on carrier selection.
- TR 101 118, TR 101 119 and TR 101 122 - high-level architecture, description, and numbering/addressing for number portability.
- TR 101 697 and TR 101 698 - guidance and administrative support for service provider portability.
What does the SIST-TP TR 101 327 V1.1.1:2004 document contain?
The document contains explanatory text on numbering arrangements, the relationship between numbering and VoIP, and the principles used by numbering authorities. It then walks through how to choose a numbering option and how to judge it from the caller’s and customer’s point of view.
It also discusses number portability, number availability, and carrier selection as practical deployment issues. Readers use it for planning and policy decisions when assigning numbers to TIPHON-compliant public services.

5 ETSI TR 101 327 V1.1.1 (1999-11)
1 Scope
The present document provides basic guidance on the range of different numbering options within E.164 that may be
used for services provided on public networks using TIPHON compliant technology. The present document identifies:
- the various numbering options;
- the main considerations in selecting an option;
- the advantages and disadvantages of each option;
- issues concerning number portability.
The information and advice in the present document applies primarily to TIPHON Scenarios 0 (all IP) and 2 (SCN to
IP) but there are additional comments about Scenario 3 (SCN to IP to SCN).
NOTE: The E.164 number will normally be presented as the calling number in the Calling Line Identity which is
relevant to Scenario 1 (IP to SCN) but this is not a major influence on the choice of E.164 number.
