SIST-TS ETSI/TS 101 671 V2.10.1:2005 is the SIST adoption of ETSI TS 101 671 V2.10.1 for lawful interception (LI) handover in telecommunications networks. It specifies how a Network Operator, Access Provider or Service Provider (NWO/AP/SvP) hands over administrative information, Intercept Related Information (IRI), and Content of Communication (CC) to a Law Enforcement Agency (LEA).

What does SIST-TS ETSI/TS 101 671 V2.10.1:2005 specify?

SIST-TS ETSI/TS 101 671 V2.10.1:2005 defines a generic Handover Interface for LI as step 3 of a three-step approach. It covers the common information flow, procedures, and information elements for future telecommunications networks and services, and it adds network- and service-specific rules for switched circuit and packet data cases.

The standard is organized into core clauses for the general model and then annexes for specific technologies and delivery methods. Clauses 1 to 12 cover the scope, references, definitions, general requirements, interface overview, identifiers, HI1, HI2, HI3, performance and quality, security, and quantitative aspects.

AnnexWhat it covers
Annex ACircuit switched network handover, including LI identifiers, HI1, HI2, HI3, supplementary services, and fixed network, GSM, and TETRA notes
Annex BPacket switched network handover, including packet identifiers and GPRS correlation
Annex CHI2 delivery mechanisms and procedures for ROSE and FTP
Annex DASN.1 structure of data at HI1, HI2, and HI3
Annex EInformative method using sub-address and calling party number for correlation information
Annex FInformative GPRS HI3 interface, including functional architecture and CC delivery
Annex GInformative handling of unrecognized fields and parameters by the LEMF
Annex HBibliography

What are the key requirements of SIST-TS ETSI/TS 101 671 V2.10.1:2005?

SIST-TS ETSI/TS 101 671 V2.10.1:2005 separates LI into three logical ports so that administrative control, IRI, and CC are handled independently. That separation matters because the LEA needs the right data, but should not get direct control of switching or routing functions.

The three-port structure and lawful control

Clause 4 and clause 5 state that the Handover Interface is split into HI1, HI2, and HI3. HI1 carries administrative information, HI2 carries IRI, and HI3 carries CC.

Clause 5.1 and clause 7 make the control boundary clear. The LEA can request activation, deactivation, modification, and notifications, but only the NWO/AP/SvP can activate, deactivate, or modify interception in the switching function. In practice, that means the operator keeps technical control, while the LEA receives the authorized result of interception.

Clause 4.2 and clause 4.3 tie the interface to lawful authorization and national rules. The authorization needs to state what kind of interception is required, who or what is targeted, when interception starts and stops, and where IRI and CC must be delivered. If multiple LEAs intercept the same subject, the measures must remain strictly separated.

Identifiers and correlation

Clause 6 defines the identifiers that keep records and content linked correctly. The Lawful Interception IDentifier (LIID) is agreed between the LEA and the NWO/AP/SvP and is used across HI2 and HI3 for identification and correlation.

Clause 6.2 defines the Communication IDentifier (CID) as the combination of the Network IDentifier (NID) and the optional Communication Identity Number (CIN). In practice, CID lets the receiving system distinguish one target activity from another and match IRI records with CC delivery.

Annex A and Annex B add technology-specific correlation identifiers. For circuit switched networks, Annex A introduces the CC Link IDentifier (CCLID). For packet switched networks, Annex B defines a Correlation Number that is unique per PDP context and is used to correlate CC with IRI and to link IRI records within the same context.

HI2 handling of Intercept Related Information

Clause 8 states that HI2 transports all IRI associated with the target identity, including signalling, timestamps, and available supplementary service or location information. The standard uses only information that already exists in standard network signalling procedures, so implementations should not invent extra collection steps that the underlying network cannot support.

Clause 5.2 requires ASN.1 and Basic Encoding Rules (BER) for parameter coding. Annex D gives the detailed data structure, while Annex C gives the transport options. In practice, the operator must encode the records consistently so the LEA can decode them without relying on vendor-specific interpretations.

Clause 8.2 defines four IRI record types: IRI-BEGIN, IRI-END, IRI-CONTINUE, and IRI-REPORT. The first three track a communication attempt through setup, active phase, and release, while IRI-REPORT covers non-communication events such as subscriber-controlled input. That distinction matters because not every LI event is a call.

HI3 handling of Content of Communication

Clause 9 states that HI3 carries a transparent en-clair copy of the communication content. The content is delivered as it flows during the established communication, and the network does not record or store the CC.

Annex A says circuit-switched CC delivery uses two directions, so the LEA needs separate paths for each direction of transmission. Annex A also adds access verification checks using Calling Line Identification Presentation (CLIP) and Connected Line identification Presentation (COLP), with the possibility to disable the COLP check when the network cannot carry the connected number reliably. In practice, that helps the receiving side verify that the intercepted call belongs to the authorized target.

Delivery methods, timing, quality, and security

Clause 8.1 and Annex C define two HI2 delivery methods: ROSE and FTP. National requirements choose at least one of them. Annex C also covers data-link testing, release, file naming, buffering, retry behavior, and the operational split between the mediation function and the LEMF.

Clause 10 and clause 11 set performance and security expectations. IRI should be buffered for as short a time as possible, and the quality of the interception result should be at least equal to the quality of the original communication. The security discussion names confidentiality, integrity, authentication, and availability, and points to encryption, hashing, and cryptographic authentication as possible mechanisms.

What terms does SIST-TS ETSI/TS 101 671 V2.10.1:2005 define?

  • Lawful Interception Identifier (LIID) - the agreed identifier for a target interception measure, used on HI1, HI2, and HI3 to identify the target indirectly.
  • Communication IDentifier (CID) - the per-activity identifier used to correlate IRI records and CC, made up of NID and optional CIN.
  • Network IDentifier (NID) - the network part of the CID that identifies the relevant network element or network identity.
  • Intercept Related Information (IRI) - data associated with the target's communication services, including signalling, unsuccessful attempts, service-related data, and location information.
  • Content of Communication (CC) - the communication content delivered to the LEA as a transparent copy of the intercepted traffic.
  • CC Link Identifier (CCLID) - the circuit-switched identifier used to correlate CC with IRI in Annex A.
  • Interception interface - the physical and logical network location where CC and IRI are provided.
  • Quality of Service (QoS) - the quality level of a telecommunications channel or session, which the interception result should match or exceed.

Who uses SIST-TS ETSI/TS 101 671 V2.10.1:2005?

SIST-TS ETSI/TS 101 671 V2.10.1:2005 is used by organizations that must design, operate, or receive lawful interception handover. The main users are NWO/AP/SvP organizations and the LEAs that receive the interception outputs.

In practice, it is used by:

  • network engineers and mediation-function designers implementing HI1, HI2, and HI3
  • operations teams that activate, modify, and deactivate LI measures
  • security and compliance teams that align the handover process with national law and lawful authorization
  • vendors working on circuit switched, packet switched, GSM, GPRS, and TETRA interception support
  • LEA technical teams that receive, decode, and correlate IRI and CC

1 Scope
The present document is step 3 of a three-step approach to describe a generic Handover Interface for the provision of
lawful interception from a Network Operator, an Access Provider or a Service Provider (NWO/AP/SvP) to the Law
Enforcement Agencies (LEAs). The provision of lawful interception is a requirement of national law, which is usually
mandatory for the operation of any telecommunication service.
Step 1 contains the requirements for lawful interception from a users (LEAs) point of view and is published in
TS 101 331 [1].
Step 2 describes the derived network functions and the general architecture (or functional model) and is published in
ES 201 158 [2].
The present document specifies:
• the generic flow of information as well as the procedures and information elements, which are applicable to
any future telecommunication network or service;
• the network/service specific protocols relating to the provision of lawful interception at the Handover
Interface, for the following networks/services:
- switched circuit; and
- packet data.
The technologies covered in the present document are: GSM, TETRA, GPRS, ISDN and PSTN.
NOTE 1: Handover for TETRA is not fully developed.
NOTE 2: As new networks and/or services are developed, the present document will be expanded as the relevant
standards become available.
