SIST ETS 300 136 E1:2003 is the Slovenian standard identical to ETS 300 136 Edition 1 from ETSI. It gives the Stage 1 service description for the Integrated Services Digital Network (ISDN) Closed User Group (CUG) supplementary service, from the user's point of view. The document explains how CUG membership, access restrictions, call handling, and interworking are meant to work in public ISDN and private ISDN environments.
What does SIST ETS 300 136 E1:2003 specify?
SIST ETS 300 136 E1:2003 specifies the Stage 1 description of the CUG supplementary service for pan-European ISDN as provided by European public telecommunications operators. It is the overall service view, not the detailed human interface or signalling design.
The standard covers:
- service provision and withdrawal
- call invocation and operation
- interworking with non-ISDNs and private ISDNs
- interaction with selected other supplementary services
It applies to all telecommunications services, and the service is applicable to basic access and primary rate access. The document is organized into clauses 1 to 8, with tables for subscription options and call handling.
What are the key requirements of SIST ETS 300 136 E1:2003?
Subscription and access rules
SIST ETS 300 136 E1:2003 allows a user to belong to one or more closed user groups, and each group is identified by a CUG index. In practice, this means the network must be able to manage several restricted groups per user and keep them distinct.
Clause 6.1 and Tables 1A and 1B define the main subscription options. They include:
- whether the CUG applies to one basic service, a set of basic services, or all basic services
- whether incoming calls are barred within the CUG
- whether outgoing calls are barred within the CUG
- whether the user has incoming access, outgoing access, both, or neither
- whether a preferential CUG is nominated
The preferential CUG is the default group when no explicit CUG request is made. That matters because the network must know which group to apply automatically on a call unless the user explicitly chooses another behavior.
Provision, activation, and call handling
SIST ETS 300 136 E1:2003 states that the service is provided after prior arrangement with the service provider, activated on provision, and deactivated on withdrawal. No registration procedure is needed.
Clause 6.2.3 says normal call setup still applies, but the network must check whether the requested CUG action is valid. If a user provides a CUG index together with outgoing access, the network uses the CUG index and discards the outgoing access information. If the user gives no valid number, or an unscreened number, the network uses the default number for the CUG function.
When a user has a preferential CUG but no outgoing access, the network automatically invokes that preferential CUG if the user makes a call without requesting the service. When a user has both a preferential CUG and outgoing access, ordinary calls require an explicit outgoing access request.
Rejection and interworking behavior
SIST ETS 300 136 E1:2003 requires the network to reject invalid requests and calls that violate the subscribed access restrictions. A call must be rejected if the called user has barred incoming calls within that CUG, or if the calling user has barred outgoing calls within that CUG.
Clause 7 adds intercommunication rules. If a network cannot carry the information needed to provide the service, the attempt is terminated and the caller gets an indication. For interworking between public ISDNs, if outgoing access is indicated together with a CUG index, the outgoing access indication is discarded.
Interaction with other supplementary services
Clause 8 sets the main interaction rules. Calls made using incoming or outgoing access are treated as ordinary calls for supplementary service purposes. For explicit call transfer, both calls must use the same CUG. For conference call add-on, the conference takes the CUG of the first call, and later calls must match it. For call forwarding and call deflection, the original CUG parameters are carried forward and the forwarding user's outgoing call barring is not used to decide whether the call can be forwarded or deflected.
What terms does SIST ETS 300 136 E1:2003 define?
- Integrated Services Digital Network (ISDN) - The digital telecommunications network environment in which the CUG service is described.
- Closed user group (CUG) member - A user subscribed to the service and included in a particular closed user group.
- CUG index - The network-assigned value used to identify a closed user group at the access.
- Preferential CUG - The default closed user group used when no CUG request or explicit outgoing access request is received.
- Incoming access - The arrangement that allows a CUG member to receive calls from outside the group.
- Outgoing access - The arrangement that allows a CUG member to place calls outside the group.
- ISDN number - A number that follows the numbering plan and structure of CCITT Recommendation E.164.
- Basic access / Primary rate access - The access types to which the CUG supplementary service applies.
Who uses SIST ETS 300 136 E1:2003?
SIST ETS 300 136 E1:2003 is used by public telecommunications operators, service providers, and network operators that offer ISDN supplementary services. It is also relevant to vendors and engineers implementing switching, signalling, and service logic for ISDN equipment.
Private ISDN operators use it to understand how their systems interwork with the public ISDN. Quality managers and buyers use it to check whether a service implementation supports the required subscription options, call rejection behavior, and interaction rules with other supplementary services.
What changed in SIST ETS 300 136 E1:2003 from the previous edition?
SIST ETS 300 136 E1:2003 is stated to be identical to ETS 300 136 Edition 1.
Which standards are used with SIST ETS 300 136 E1:2003?
The standard cites these documents:
- CCITT Recommendation I.130 - defines the Stage 1, 2, and 3 way of describing ISDN services.
- CCITT Recommendation I.112 - provides ISDN vocabulary used for core terms.
- CCITT Recommendation I.210 - gives the principles for telecommunications services supported by ISDN.
- CCITT Recommendation E.164 - defines the ISDN numbering plan used for ISDN numbers.
- CCITT Recommendation X.180 - covers administrative arrangements for international closed user groups.
- CCITT Recommendation Q.9 - provides switching and signalling vocabulary, including the access terms.
- ETS 300 089 - supports the handling of calling line identification presentation, including default and unscreened numbers.
- ETS 300 137 and ETS 300 138 - the Stage 2 and Stage 3 parts for the ISDN CUG supplementary service.
What does the SIST ETS 300 136 E1:2003 document contain?
SIST ETS 300 136 E1:2003 contains the service description, the subscription options in Tables 1A and 1B, and the call handling logic in Table 2. It also sets out the normal and exceptional procedures for activation, invocation, rejection, and interworking.
The document includes the rules for originating and terminating calls, plus the checks used when a user is in one or more CUGs. It also covers interworking with non-ISDNs and private ISDNs, and the interaction rules for advice of charge, call waiting, call hold, call transfer, number identification, diversion, conference, direct dialling in, multiple subscriber number, subaddressing, terminal portability, three party, and user-to-user signalling.

ETS 300 136: March 1992
Foreword
This European Telecommunication Standard (ETS) has been produced by the Network Aspects (NA)
Technical Committee of the European Telecommunications Standards Institute (ETSI).
In accordance with CCITT Recommendation I.130 [1], the following three level structure is used to
describe the supplementary telecommunications services as provided by European public
telecommunications operators under the pan-European Integrated Services Digital Network (ISDN):
- Stage 1: is an overall service description, from the user's standpoint;
- Stage 2: identifies the functional capabilities and information flows needed to support the service
described in stage 1; and
- Stage 3: defines the signalling system protocols and switching functions needed to implement the
service described in stage 1.
This standard details the stage 1 aspects (overall service description) for the Closed User Group (CUG)
supplementary service. The stage 2 and stage 3 aspects are detailed in ETS 300 137 (1992) and
ETS 300 138 (1992), respectively.

1 Scope
This standard defines the stage one of the Closed User Group (CUG) supplementary service for the pan-
European Integrated Services Digital Network (ISDN) as provided by European public telecommunications
operators. Stage one is an overall service description from the user's point of view (see CCITT
Recommendation I.130 [1]), but does not deal with the details of the human interface itself.
This standard defines the interworking requirements of private ISDNs with the public ISDN.
In addition this standard specifies the base functionality where the service is provided to the user via a
private ISDN.
This standard does not specify the additional requirements where the service is provided to the user via a
telecommunications network that is not an ISDN, but it does include interworking requirements of other
networks with the public ISDN.
Interactions with supplementary services not listed in Clause 8 are outside the scope of this standard.
Charging principles are outside the scope of this standard.
The CUG supplementary service enables users to form groups to and from which access is restricted. A
specific user may be a member of one or more closed user groups. Members of a specific closed user
group can communicate among each other but not, in general, with users outside the group.
Some networks may permit closed user group members to make special calls which are outside that
user's closed user group requirements (e.g., calls to emergency services). This functionality and
associated procedures are outside the scope of this standard.
The CUG supplementary service is applicable to all telecommunications services.
This standard is applicable to the stage two and stage three standards for the ISDN CUG supplementary
service. The terms "stage two" and "stage three" are also defined in CCITT Recommendation I.130 [1].
Where the text indicates the status of a requirement (i.e. as strict command or prohibition, as authorisation
leaving freedom, or as a capability or possibility), this shall be reflected in the text of the relevant stage
two and stage three standards.
Furthermore, conformance to this standard is met by conforming to the stage three standards with the field
of application appropriate to the equipment being implemented. Therefore no method of testing is provided
for this standard.
2 Normative references
This ETS incorporates, by dated or undated reference, provisions from other publications. These normative
references are cited at the appropriate places in the text and the publications are listed hereafter. For
dated references, subsequent amendments to, or revisions of, any of these publications apply to this ETS
only when incorporated in it by amendment or revision. For undated references the latest edition of the
publication referred to applies.

5 Description
The CUG supplementary service shall apply to the basic access and to the primary rate access.
The CUG supplementary service enables users to form groups to and from which access is restricted. A
specific user may be a member of one or more closed user groups. Members of a specific closed user
group can communicate among each other but not, in general, with users outside the group.
A closed user group consists of a number of users. A closed user group can have members from one or
more public networks. In the ISDN, each member of a closed user group is identified by their ISDN number
(see also subclauses 8.9 and 8.13).
Subscription to a closed user group shall be defined for all basic services, or in relation to one, or to a list
of basic services.
Closed user group members can have additional capabilities that allow them to originate calls outside the
group, and/or to receive calls from outside the group. Closed user group members can have additional
restrictions that prevent them from originating calls to other members of the closed user group, or from
receiving calls from other members of the closed user group.
6 Procedures
6.1 Provision and withdrawal
The CUG supplementary service shall be provided after prior arrangement with the service provider.
As a network option, the CUG supplementary service can be offered with several subscription options. For
a particular closed user group, the associated set of general subscription options can apply to one basic
service, to a particular set of basic services, or to all basic services (see table 1A).
A user may subscribe to one of two additional restrictions applying to each particular closed user group:
- incoming calls barred within a closed user group;
- outgoing calls barred within a closed user group.
A user can be a member of several closed user groups. Each network operator shall define the maximum
number of closed user groups which can be allocated to an individual user.
When a user subscribes to the CUG supplementary service, a network operator shall also register one of
the following service arrangements as requested by the user (see table 1B):
- closed user group calls only;
- closed user group with incoming access, i.e. can also receive calls which are not subject to closed
user group restrictions; or
- closed user group with outgoing access, i.e. can also make calls which are not subject to closed
user group restrictions; or
Page 10

- closed user group with incoming and outgoing access, i.e. can also make and receive calls which
are not subject to closed user group restrictions.
The network shall provide a subscription option in order to enable the user to specify a preferential closed
user group (see table 1B). The user can reques
