Introduction
According to article 46 of Directive 2009/48/EC on the safety of toys [1] the “Commission may adopt
specific limit values for chemicals used in toys intended for use by children under 36 months or in other
toys intended to be placed in the mouth”.
In June 2014 the European Commission amended Appendix C to Annex II to this Directive accordingly
and adopted specific limit values for TCEP, TCPP and TDCP in toys (see Commission Directive
2014/79/EU [2]). The limit values take into account the SCHER: Opinion on tris(2-
chloroethyl)phosphate (TCEP) in Toys [3].
This European standard provides a test method to check compliance with these limit values.

1 Scope
This document specifies requirements and a test method for certain chlorinated phosphorus flame
retardants in toy materials. This document is applicable to toys intended for use by children under 36
months or intended to be placed in the mouth.
NOTE The European Commission Guidance Document No 11 on the Application of Directive 2009/48/EC on
the Safety of Toys [10] provides guidelines to help on the classification of toys intended for children under 36
months of age or of 36 months and over.

4 Requirements
The concentration of certain chlorinated phosphorus flame retardants in toy materials shall not exceed
the limits specified in Table 1 when tested according to Clause 7 and 8.
NOTE The limit values in Table 1 correspond to the limit values specified in Directive 2009/48/EC [1] which
were introduced by Commission Directive (EU) 2014/79 [2].

5 Principle
The sample is cut into small pieces and extracted with toluene at 60 °C in an ultrasonic bath. The extract
is analysed using a gas chromatograph with mass selective detector (GC-MS or GC-MS/MS).

6 Reagents and Apparatus
6.1 Reagents
Unless otherwise specified, all reagents shall be of analytical grade. For substances purchased refer to
the storage conditions and stability information specified by the supplier.
6.1.1 Toluene (CAS 108-88-3)
6.1.2 Isopropanol (CAS 67-63-0)
6.1.3 Extraction solution
Prepare an extraction solution by diluting the stock solution of the internal standard (6.2.3) with
toluene (6.1.1) to a concentration of 1,0 mg/l.
For example, by transferring 5 ml of the stock solution of the internal standard (6.2.3) to a 500 ml
volumetric flask and fill to the mark with toluene (6.1.1).
6.1.4 Precipitation solution
Prepare a precipitation solution by diluting the stock solution of the internal standard (6.2.3) with
isopropanol (6.1.2) to a concentration of 1,0 mg/l.
For example, by transferring 5 ml of the stock solution of the internal standard (6.2.3) to a 500 ml
volumetric flask and fill to the mark with isopropanol (6.1.2).
6.1.5 Mixture of toluene (6.1.1) and isopropanol (6.1.2), 1:1 (v/v)
6.2 Standards

known purity.
