Abstract

The present document, together with EN 301 489-1 [1], covers the assessment of "3 rd generation" digital cellular (IMT-2000 CDMA Direct Spread) (UTRA) mobile and portable (UE) radio terminal equipment and associated ancillary equipment in respect of ElectroMagnetic Compatibility (EMC). Technical specifications related to the antenna port and emissions from the enclosure port of radio equipment are not included in the present document. Such technical specifications are found in the relevant product standards for the effective use of the radio spectrum.
The present document specifies the applicable test conditions, performance assessment and performance criteria of "3 rd generation" digital cellular (IMT-2000 CDMA Direct Spread) (UTRA) mobile and portable (UE) radio terminal equipment and associated ancillary equipment. Examples of digital cellular mobile and portable radio equipment covered by the present document are given in annex A.
In case of differences (for instance concerning special conditions, definitions, abbreviations) between the present document and EN 301 489-1 [1], the provisions of the present document take precedence. Base station (BS) equipment operating within network infrastructure is outside the scope of the present document. However, the present document does cover mobile and portable equipment that is intended to be operated in a fixed location while connected to the AC mains (see clause 5.5). The environment classification and the emission and immunity requirements used in the present document are as stated in EN 301 489-1 [1], except for any special conditions included in the present document.

SIST EN 301 489-24 V1.3.1:2006 is the Slovenian adoption of ETSI EN 301 489-24 V1.3.1 for electromagnetic compatibility of IMT-2000 CDMA Direct Spread (UTRA) mobile and portable User Equipment (UE) radio and ancillary equipment. It specifies the test conditions, performance assessment methods and performance criteria used to check EMC for 3rd generation UTRA terminals. Engineers, test laboratories, manufacturers and conformity assessors use it when they need a clear test basis for UMTS/UTRA UE equipment.

What does SIST EN 301 489-24 V1.3.1:2006 specify?

SIST EN 301 489-24 V1.3.1:2006 specifies how to assess the EMC of 3rd generation digital cellular IMT-2000 CDMA Direct Spread (UTRA) mobile and portable UE radio terminal equipment and associated ancillary equipment. It is the product-specific part of the ETSI EMC series for these terminals, and it works together with EN 301 489-1 for the common technical requirements.

The document is organized into seven clauses and five annexes:

  • Clause 1 covers scope.
  • Clause 2 lists references.
  • Clause 3 gives definitions and abbreviations.
  • Clause 4 sets test conditions.
  • Clause 5 covers performance assessment.
  • Clause 6 gives performance criteria.
  • Clause 7 gives applicability overview tables.
AnnexWhat it covers
Annex AExamples of mobile and portable radio equipment and ancillary equipment within scope
Annex BNormative performance assessment for voice call audio breakthrough
Annex CNormative performance assessment for data transfer call error ratios
Annex DBibliography
Annex EEN title in the official languages

The scope ties the document to UE and associated ancillary equipment. Base station equipment within network infrastructure is outside scope, and antenna-port and enclosure-port spectrum matters are handled by the relevant product standards rather than here.

What are the key requirements of SIST EN 301 489-24 V1.3.1:2006?

SIST EN 301 489-24 V1.3.1:2006 defines the practical EMC test setup for UTRA UE and then adds product-specific rules for call state, signal routing, exclusion bands and pass/fail assessment. In practice, the document tells a test house what state the terminal must be in, how to connect it, and what counts as acceptable behaviour during and after exposure.

Test conditions and operating modes

Clause 4 requires the EN 301 489-1 test conditions to be used as the baseline, with the additional conditions in this part applied where needed. If the equipment has a detachable antenna, it is tested with the antenna fitted in a way that reflects normal intended use. This matters because EMC behaviour can change with the intended antenna arrangement.

Clause 4.2 requires a communication link to be established using a suitable base station simulator, called the test system. The EUT is tested in two modes: traffic mode with a communication link, and idle mode without an active RRC connection. This distinction matters because the transmitter and receiver can behave differently when the terminal is carrying traffic versus waiting for paging.

Call setup and signal arrangements

For traffic mode, the document calls for the generic call setup procedure and specific UMTS operating conditions, including continuous power-control commands, disabled DTX and enabled Inner Loop Power Control. For idle mode, the UE is camped on a cell, performs Location Registration before the test, and uses an empty neighbour list with the shortest paging and DRX cycle. That means the test must represent both active service and standby behaviour.

Clause 4.2.2 and 4.2.3 define how wanted signals are applied for transmitters and receivers, depending on whether the equipment has an external 50 ohm RF antenna connector or an integral antenna. For immunity testing, the wanted signal must keep the link stable; for emission testing, the receiver input must stay within its operating range. This prevents the EMC test from being distorted by a bad radio link or an overloaded measuring receiver.

Exclusion bands and narrow band responses

Clause 4.3 defines transmitter and receiver exclusion bands for the EMC assessment. The transmitter exclusion band is tied to the carrier, and the receiver exclusion band is defined around the allocated receiver band for UTRA/FDD and UTRA/TDD. In practice, this tells the tester which frequencies are part of the intended radio function and which are examined as EMC phenomena.

Clause 4.4 explains how to handle narrow band responses on receivers. If a deviation appears during an immunity test, the test is repeated with the UARFCN shifted, to determine whether the effect is a receiver response or a true wideband EMC problem. If the behaviour follows the shifted UARFCN, it is treated as a narrow band response and disregarded; if it remains, it is treated as an EMC failure. This avoids rejecting equipment for normal receiver selectivity effects.

Voice and data performance assessment

Clause 4.5 separates voice-call and data-transfer assessment. Voice tests are run without external modulation input, after audio calibration, and data tests use an external modulation input so that the data call can be monitored. Annex B and Annex C provide the detailed assessment methods. That matters because voice and data services fail in different ways and need different measurement setups.

Clause 5 says ancillary equipment is tested together with a UE, and compliance is shown against the relevant clauses of this document. Clause 6 then requires the communication link to be maintained during exposure and for the EUT to recover with no loss of user control functions or stored data at the end of testing. For data transfer, the acceptable metric is BER or BLER; for speech, the output level is compared against the recorded reference level. The document also requires idle-mode testing so the transmitter does not start unintentionally.

Applicability tables and special immunity conditions

Clause 7 points the reader to EN 301 489-1 for the general applicability of emission and immunity measurements, then adds special conditions for this product family. For RF field and common-mode immunity tests, the special conditions call for an unmodulated signal first, followed by modulation when using the max-hold detector method. The document also states that narrowband-response identification does not apply to conducted immunity tests in the stated frequency range, and that certain pulse tests use the transient performance criteria from Clause 6.2.

What terms does SIST EN 301 489-24 V1.3.1:2006 define?

  • User Equipment (UE) - A mobile station entity that accesses UTRA services through one or more radio interfaces, and it may be stationary or moving.
  • Universal Terrestrial Radio Access (UTRA) - The radio access network used by the 3G system covered by this standard.
  • Radio Resource Control (RRC) - The connection state that distinguishes traffic mode from idle mode.
  • Bit Error Ratio (BER) - A data error metric used to judge whether a data call stays within the allowed limit during testing.
  • Block Error Ratio (BLER) - A block-level error metric based on transport blocks and CRC checks.
  • Data application ancillary - Ancillary equipment that provides send and/or receive data access to UMTS services via the UE.
  • Camped on a cell - The UE is in idle mode, has completed cell selection or reselection, and monitors system and paging information.
  • Traffic mode - The UE is switched on and has an RRC connection established.

Who uses SIST EN 301 489-24 V1.3.1:2006?

SIST EN 301 489-24 V1.3.1:2006 is used by manufacturers of UMTS/UTRA mobile and portable terminals, and by makers of related ancillary equipment, when they need to design or verify EMC performance. Test laboratories use it to set up immunity and emission tests, choose the correct traffic or idle mode, and apply the voice or data assessment method.

Quality managers, compliance teams and certification bodies use it to decide whether a UE configuration belongs in scope and how to record the result in a test report. Buyers and technical specifiers use it when they need a clear EMC reference for 3rd generation radio terminal equipment.

What changed in SIST EN 301 489-24 V1.3.1:2006 from the previous edition?

This edition corresponds to ETSI EN 301 489-24 V1.3.1, published in June 2005. The document history also lists earlier publications V1.2.1 from November 2002 and V1.1.1 from September 2001.

Which standards are used with SIST EN 301 489-24 V1.3.1:2006?

  • EN 301 489-1 - Provides the common technical requirements, general test clauses, and the baseline emission and immunity tables used by this part.
  • ETSI TS 125 101 - Gives UE radio transmission and reception requirements for FDD and provides the reference sensitivity level used in tests.
  • ETSI TS 125 102 - Gives UE radio transmission and reception requirements for TDD and provides the reference sensitivity level used in tests.
  • ETSI TS 134 108 - Provides common test environments for UE conformance testing, including call setup support.
  • ETSI TS 134 109 - Provides the terminal logical test interface and special conformance testing functions, including BER and BLER loop scenarios.
  • ETSI TR 125 990 and ETSI TR 121 905 - Provide UMTS vocabulary and terminology used by the document.
  • ETSI ETR 027 and ITU-T Recommendation P.64 / P.76 - Support the audio calibration and acoustic measurement methods in Annex B.

What does the SIST EN 301 489-24 V1.3.1:2006 document contain?

The document contains the EMC test framework for UTRA UE, including setup rules for wanted RF signals, antenna arrangements, call states and exclusion bands. It also contains the pass/fail logic for narrow band responses and for continuous and transient phenomena.

Annex B gives the voice-call audio breakthrough method, with calibration and measurement set-ups shown in figures for portable equipment. Annex C gives the data transfer error-ratio method, including BER, BLER and End-User data approaches, plus test set-ups for EUT with and without data application ancillary.

Clause 7 and Table 1 summarize where the general emission and immunity measurements from EN 301 489-1 apply and where special product conditions override them. The annexes and figures are there to help labs build the test configuration, calibrate the audio path, and assess data integrity during EMC exposure.

4 Test conditions
For the purpose of the present document, the test conditions of EN 301 489-1 [1], clause 4, shall apply as appropriate.
Further product related test conditions for digital cellular mobile and portable radio equipment are specified in the
present document.
4.1 General
Whenever the Equipment Under Test (EUT) is provided with a detachable antenna, the EUT shall be tested with the
antenna fitted in a manner typical of normal intended use, unless specified otherwise.
4.2 Arrangements for test signals
The provisions of EN 301 489-1 [1], clause 4.2 shall apply with the following modifications.
The wanted RF signal nominal frequency shall be selected by setting the UTRA Absolute Radio Frequency Channel
Number (UARFCN) to an appropriate number.
A communication link shall be set up with a suitable base station simulator (hereafter called "the test system"). The test
system shall be located outside of the test environment.
Where possible the test of the transmitter section and receiver section of the EUT may be carried out simultaneously to
reduce test time;
Immunity tests shall be performed in two modes of operation:
- with a communication link established (traffic mode); and
- in the idle mode.
When the EUT is required to be in the traffic mode, a call is set up according to the Generic call set-up procedure and
