SIST ETS 300 476-7:1999 is the Slovenian adoption of ETS 300 476-7 from ETSI. It provides a Protocol Implementation Conformance Statement (PICS) proforma for the Digital Enhanced Cordless Telecommunications (DECT) Common Interface (CI) physical layer, so a supplier can declare which PH layer capabilities its implementation supports. It is intended for suppliers, test labs, and anyone checking conformance to ETS 300 175 Part 2.

What does SIST ETS 300 476-7:1999 specify?

SIST ETS 300 476-7:1999 specifies the PICS proforma used to report conformance of a DECT CI physical layer implementation. It is a completion form: the supplier fills in the tables in Annex A to state what the implementation supports, how it is identified, and which packet, timing, transmitter, and receiver features are implemented.

The document is organized into four clauses plus one normative annex:

  • Clause 1 gives the scope.
  • Clause 2 lists the normative references.
  • Clause 3 defines the terms and abbreviations used.
  • Clause 4 states the conformance rule for the PICS.
  • Annex A contains the Physical (PH) layer PICS proforma and the completion instructions.

What are the key requirements of SIST ETS 300 476-7:1999?

Completing the PICS proforma

SIST ETS 300 476-7:1999 requires the completed PICS to be technically equivalent to the proforma in Annex A and to keep the same numbering, naming, and order of items. In practice, this means a supplier cannot rearrange the questions or replace them with a free-form description if it wants the statement to be comparable with other implementations.

Annex A.1 explains how to complete the tables and how to read the status and support columns. The status entries use standard conformance-testing meanings such as mandatory, optional, conditional, prohibited, and out-of-scope. This matters because it tells the supplier which items must be answered and which answers count as conformance.

Declaring conformance

Clause 4 requires the global statement of conformance to answer whether all mandatory capabilities are implemented. A “No” answer indicates non-conformance, and any missing mandatory capability must be identified with an explanation attached to the PICS. For a buyer or assessor, this is the fastest check for whether the implementation can claim conformance.

Annex A also requires identification data for the implementation under test (IUT), the system under test (SUT), the product supplier, the client, and a contact person. It also asks for the protocol identification, defect report numbers, and addenda implemented. That information is what lets a lab or customer link the PICS to a specific product version and configuration.

Reporting services, procedures, and packet support

Annex A.5 splits the technical claims into major capabilities, physical channels, procedures, packet data units, and radio characteristics. The tables distinguish Portable Part and Radio Fixed Part support, and some items are conditional on earlier choices. In practice, the supplier must show exactly which physical-layer options are implemented, not just say “DECT compliant.”

The packet tables cover TDMA frame structure and several packet types, including P00, P32, P08j, and P80, with separate transmission and reception entries where relevant. The tables also specify the field structure for each packet direction, including synchronisation fields, data fields, and Z-fields. This is useful in testing because it shows what packet forms a receiver or transmitter must recognize or generate.

Stating transmitter and receiver characteristics

Annex A.5.3 requires the supplier to state support for transmitter characteristics such as attack time, release time, power limits, modulation, emissions, and idle power. It also lists receiver characteristics such as sensitivity, reference bit error rate, interference performance, blocking, intermodulation, and emissions while receiving or idle. These are the practical RF checks used to judge whether the implementation behaves within the physical-layer limits expected by DECT.

What terms does SIST ETS 300 476-7:1999 define?

  • Implementation Conformance Statement (ICS) - A statement from the supplier that identifies which capabilities of an implementation are supported against a specification.
  • ICS proforma - A questionnaire form that becomes an ICS when it is completed for a specific implementation or system.
  • Protocol Implementation Conformance Statement (PICS) - An ICS for an implementation or system claimed to conform to a protocol specification.
  • DECT Common Interface ICS - An ICS for an implementation or system claimed to conform to a DECT Common Interface specification.
  • Implementation Under Test (IUT) - The implementation being checked or described in the PICS.
  • System Under Test (SUT) - The wider system in which the IUT resides and which is identified in the statement.

Who uses SIST ETS 300 476-7:1999?

SIST ETS 300 476-7:1999 is used by suppliers of DECT equipment who need to complete a conformance statement for the physical layer. It is also used by test laboratories, conformity assessors, and customers who need to compare supported functions before acceptance testing or procurement. Quality and engineering teams use it to document exactly which physical-layer options, packet types, and RF characteristics are implemented.

Which standards are used with SIST ETS 300 476-7:1999?

  • ETS 300 175-1 to ETS 300 175-9 - Provide the DECT Common Interface framework, including the physical layer, MAC, DLC, NWK, identities and addressing, security features, speech coding and transmission, and the Public Access Profile (PAP).
  • ETS 300 406 - Gives the testing and specification methodology for protocol and profile conformance testing.
  • ISO/IEC 9646-1 - Provides the general conformance-testing concepts used for ICS and PICS.
  • ISO/IEC 9646-7 - Gives the rules for Implementation Conformance Statements and the tabular proforma approach used in Annex A.
  • ETS 300 444 - Supplies the DECT Generic Access Profile (GAP) context referenced in the normative list.

What does the SIST ETS 300 476-7:1999 document contain?

Annex A contains the main working material: a completion guide and a set of tables for identification, conformance, and capability reporting. The tables cover IUT and SUT identification, supplier and client details, protocol identification, defect reports, addenda, and the global conformance answer.

The annex then moves into capability reporting for services, physical channels, procedures, packet types, frame structure, and packet field content. It finishes with transmitter and receiver requirement tables that a supplier can use in testing, certification, or technical review.

3 Definitions and abbreviations
3.1 Definitions
For the purposes of this ETS, the following terms and definitions apply:
- terms defined in ETS 300 175-1 [1]
- terms defined in ISO/IEC 9646-1 [11] and in ISO/IEC 9646-7 [12].
In particular, the following terms defined in ISO/IEC 9646-1 apply:
Implementation Conformance Statement (ICS): A statement made by the supplier of an implementation
or system claimed to conform to a given specification, stating which capabilities have been implemented.
The ICS can take several forms: protocol ICS, profile ICS, profile specific ICS, information object ICS, etc.
ICS proforma: A document, in the form of a questionnaire, which when completed for an implementation
or system becomes an ICS.
Protocol ICS (PICS): A PICS for an implementation or system claimed to conform to a given protocol
specification.
The following definition also applies:
DECT Common Interface ICS: An ICS for an implementation or system claimed to conform to a given
DECT Common Interface specification.
3.2 Abbreviations
For the purposes of this ETS, the abbreviations defined in ISO/IEC 9646-1 [11], the Physical layer
abbreviations defined in ETS 300 175-2 [2], and the following abbreviations apply.

A.1 Introduction for completing the PICS proforma
Notwithstanding the provisions of the copyright clause related to the text of the present ETS (see front
page), ETSI grants users of this ETS to freely reproduce the PICS Proforma in this annex so that it can be
used for its intended purposes and may further publish the completed PICS.
A.1.1 Purposes and structure
The purpose of this PICS proforma is to provide a mechanism whereby a supplier of an implementation of
the portable termination specific data link control layer requirements of ETS 300 175-2 [2]: DECT PH layer
may provide information about the implementation in a standardized manner.
The PICS proforma is subdivided into subclauses for the following categories of information:
- instructions for completing the PICS proforma;
- identification of the implementation;
- identification of the ETS 300 175-2 [2]: DECT PH layer;
- PICS proforma tables;
- global statement of conformance;
- functional groups and procedures;
- timers an
