Overview
FprEN 18164 - Wellness facilities for public use - Climated rooms - Requirements (CEN draft) specifies design and construction requirements for public climated rooms (indoor air baths with heated air ≥ 30 °C). It defines room types (sauna, warm‑air, steam, soft steam) and sets practical, safety‑oriented rules for finishes, ventilation, heating/humidification, drainage, slip resistance and user protection. Electrotechnical aspects (including infrared heaters) are explicitly excluded and fall under CENELEC standards.
Key topics and technical requirements
- Classification of climated rooms
- Sauna room: timber interior, 80 °C to 105 °C (measured 1 m above top bench), humidity < 10 %, wooden surfaces ≥ 65 % of walls/ceiling.
- Warm‑air room: any suitable materials, 30 °C to 80 °C, 35 %–50 % RH (measured 1 m above highest seating).
- Steam room: closed, humidity‑saturated air, 40 °C to 49 °C (measured 1 m above top bench).
- Soft steam room: 30 °C to 70 °C, 50 %–100 % RH (measured 1 m above top bench).
- Construction & materials
- Timber required for sauna interiors; timber must be untreated with no hazardous chemical finishes.
- Steam/soft‑steam rooms require closed‑pore surfaces with minimal joints; mineral constructions must be sealed.
- Surfaces in contact with users must not give splinters; edges broken/rounded per EN 13451‑1.
- Flooring and drainage
- Floors must resist facility stresses, be easy to clean, non‑slippery, sloped to a floor drain with odour trap; steam rooms in mineral construction require sealed floors.
- Slip resistance: limit angle ≥ 18°, tested to EN 16165.
- Ventilation, heating, humidification
- Requirements for ventilation, heating and temperature control vary by room type; steam generators, humidifiers, infusion systems and room drying are addressed.
- Safety & lighting
- Protection temperature limiters, heater on/off safety systems and emergency call systems are required considerations.
- Scope limits
- Electrotechnical details and infrared heater specifications are excluded.
Applications and who uses it
- Architects and building designers of wellness, spa and sports facilities
- Contractors and installers for sauna, steam and warm‑air rooms
- Facility operators and compliance officers for public wellness centres
- Manufacturers of heaters, steam generators, humidifiers, and interior finishes
- Regulators and certifiers assessing public safety and hygiene in climated rooms
Related standards
- EN 13451‑1 (equipment safety and test methods for public pools - referenced for entrapment and fittings)
- EN 16165 (slip resistance testing methods)
- Applicable CENELEC electrotechnical standards (for electrical and heater installation aspects)
FprEN 18164 provides clear, practical rules to ensure safety, hygiene and user comfort in public climated rooms - essential for compliant, durable and health‑promoting wellness installations.

4 Classification of climated rooms
4.1 Sauna room
The sauna room is made of timber with ascending stepped benches and with a room climate of
80 °C to 105 °C measured 1 m above the top bench, which is set by a stone-filled heater.
The climate has a low humidity, which can be briefly increased by sauna infusions. It can be executed by
hand or automatic infusion.
The wooden surface shall be minimum 65 % of the walls and ceilings.
4.2 Warm-air room
The warm-air room may be constructed of any kind of material(s) or combination of materials, for
example timber, ceramic tiles or natural stone.
The warm-air room is equipped with single or multi-level seats, or loungers, as well as means of
generating steam or heat, or both.
The room climate has a temperature of 30 °C to 80 °C and a relative humidity of 35 % to 50 % measured
1 m above the highest seating.
NOTE To avoid health hazards, the balance of the combination of material, temperature and relative humidity
is essential.
4.3 Steam room
The steam room may be constructed of any kind of material(s) suitable to humid environment and with
a closed surface or combination of materials.
The steam room is equipped with benches as well as means of generating steam and heat. The room
climate has a temperature of 40 °C to 49 °C and saturated air humidity measured 1 m above the top bench
level.
4.4 Soft steam room
The soft steam room may be constructed of any kind of material(s) or combination of materials.
The soft steam room is equipped with benches as well as means of generating steam and heat. The room
climate has a temperature of 30 °C to 70 °C and a relative air humidity of 50 % to 100 % measured 1 m
above the top bench level.
NOTE To avoid health hazards, the balance of the combination of material, temperature and relative humidity
is essential.

5 Construction requirements
5.1 General
The interior surface of sauna rooms shall be built in layered or solid timber construction. The walls and
ceiling of the sauna rooms shall be made of suitable timber. The remaining surface of the walls and ceiling
can be made of materials which are not affected by temperature or humidity.
The surface of the timber shall not be treated with chemical substances which can cause health hazard.
