(Main)Digital cellular telecommunications system (Phase 2+) (GSM); General Packet Radio Service (GPRS); Service description; Stage 2 (GSM 03.60 version 6.4.1 Release 1997)
- Abstract
This specification defines the stage-2 service description for a General Packet Radio Service (GPRS) on GSM. In analogy with CCITT Recommendations I.130 [1] and with reference to CCITT Recommendations VI.1 Q.65 (Stage 2 of the method for the characterisation of services supported by an ISDN), the second stage of the following three-level structure is derived from a stage 1 service description. Stage 1 is an overall service description, from the service subscriber s and user s standpoints, that views the network as a single entity which provides services to the user. Stage 2 identifies the functional capabilities and information flows needed to support the service described in stage 1. Furthermore, it identifies various possible physical locations for the functional capabilities. The output of Stage 2, which is signalling system independent, is used as an input to Stage 3, the design of signalling system and switching Recommendations. Stage 3 defines the signalling system protocols and switching functions needed to implement the service described in stage 2.

SIST EN 301 344 V6.4.1:2005 is the SIST adoption of an ETSI European Standard for GSM General Packet Radio Service (GPRS). It specifies the stage-2 service description for GPRS, which means it defines the functional capabilities, information flows and logical placement of functions needed to support the service before signalling and switching are designed.
What does SIST EN 301 344 V6.4.1:2005 specify?
SIST EN 301 344 V6.4.1:2005 defines the stage-2 service description for GPRS on GSM within the three-stage service modelling approach. Stage 1 gives the user view, stage 2 maps that service into functions and information flows, and stage 3 is the signalling and switching implementation.
The scope is limited to the first phase of GPRS and to point-to-point packet service. Point-to-multipoint services are handled in related parts, and the lower layers of the GPRS radio interface are covered elsewhere. The document is organized into clauses covering architecture, mobility management, radio resources, packet routing and transfer, security, identities, operational aspects and interactions with other GSM services.

What are the key requirements of SIST EN 301 344 V6.4.1:2005?
SIST EN 301 344 V6.4.1:2005 describes how a GPRS PLMN is structured, how a mobile station gets access, how packet sessions are controlled, and how the service interacts with GSM circuit-switched functions. For implementers, the key point is that GPRS is not a separate island - it reuses GSM mobility, security and subscriber data, while adding packet-specific nodes and procedures.
Architecture and network roles
Clause 5 introduces the Serving GPRS Support Node (SGSN) and Gateway GPRS Support Node (GGSN) as the new network nodes. The SGSN serves the mobile station, while the GGSN connects the GPRS PLMN to external packet data networks and uses PDP address information for routing. In practice, operators and vendors need to implement both the serving side and the gateway side, and arrange interconnection through the defined interfaces.
Access, mobility and state handling
Clauses 6.1 to 6.7 define the GPRS mobility states IDLE, STANDBY and READY, together with the READY timer, periodic Routeing Area update timer and Mobile Reachable timer. The standard also defines GPRS attach, detach, purge and combined RA/LA update procedures. In practice, these procedures control when a user is reachable, when radio and core network state is kept, and when subscriber data can be released or reused.
Packet sessions and QoS
Clause 9 defines Packet Data Protocol (PDP) context states and the activation, modification and deactivation procedures for PDP contexts. Clause 15 describes the Quality of Service (QoS) profile through precedence, delay, reliability, peak throughput and mean throughput classes. That matters because packet transfer only starts after a PDP context is active, and the requested QoS must match what the network can actually reserve.
Security and identity
Clause 6.8 makes authentication a SGSN function, uses P-TMSI handling for temporary identity, and places ciphering at the Logical Link Control (LLC) layer between the SGSN and the mobile station. Identity check procedures can also involve the Equipment Identity Register (EIR). In practice, this is the part that governs subscriber authentication, identity confidentiality and user data confidentiality.
Interactions with other GSM services
Clause 6.3 and clause 16 cover coordination with circuit-switched services and Short Message Service (SMS). The standard supports paging coordination, non-GPRS alert, MS information, MM information, and SMS transfer over GPRS radio channels. For operators, this is where GPRS is integrated into the wider GSM service set.
What terms does SIST EN 301 344 V6.4.1:2005 define?
Serving GPRS Support Node (SGSN) - The node that serves the mobile station, manages mobility, security and access control, and keeps track of the subscriber’s location.
Gateway GPRS Support Node (GGSN) - The node that connects the GPRS PLMN to external packet data networks and routes packets using PDP address information.
PDP context - The session state that links a subscriber to a Packet Data Protocol address and the routing information needed for packet transfer.
Packet TMSI (P-TMSI) - A temporary identity used for GPRS users instead of exposing the IMSI on every interaction.
Temporary Logical Link Identity (TLLI) - The identity used to identify a GPRS user on the radio link, derived from or related to the P-TMSI.
Routeing Area (RA) - A mobility area used by GPRS so the network can locate and page a mobile station efficiently.
Who uses SIST EN 301 344 V6.4.1:2005?
SIST EN 301 344 V6.4.1:2005 is used by GSM and PLMN network operators, core network and radio network engineers, equipment vendors, system integrators, and test and acceptance teams. It is also relevant to quality managers and buyers who need to confirm that a GPRS-capable product or network function follows the GPRS stage-2 service model.
Which standards are used with SIST EN 301 344 V6.4.1:2005?
SIST EN 301 344 V6.4.1:2005 is used with GSM02.60 for the stage-1 service description, GSM03.03 for numbering, addressing and identification, GSM03.20 for security-related network functions, GSM03.22 for idle-mode and group receive-mode behaviour, and GSM03.64 for the GPRS radio interface overview.
It also depends on GSM04.60, GSM04.64 and GSM04.65 for the radio link control, LLC and SNDCP layers, GSM08.16 and GSM08.18 for the Gb interface and BSSGP, GSM09.02, GSM09.60 and GSM09.61 for MAP, GTP and PDN interworking, and GSM07.60 and GSM11.11 for MS and SIM-ME related operation.
What does the SIST EN 301 344 V6.4.1:2005 document contain?
The document contains the functional architecture of GPRS, including transmission and signalling plane diagrams, and the mapping of functions to MS, BSS, SGSN, GGSN and HLR. It also contains detailed procedure descriptions for attach, detach, authentication, paging, routeing area update, PDP context handling and coordination with circuit-switched GSM services.
Several tables and figures support implementation work. Table 1 maps functions to the logical architecture, Table 2 sets out network operation modes, Annex A provides a GGSN selection decision tree, and Annex B gives routing examples for home and roaming cases. These parts are useful for design, interoperability testing and network integration.
