Fibre optic active components and devices - Performance standards - Part 11: Multiple channel transmitter/receiver chip scale package with multimode fibre interface (IEC 62149-11:2020)
IEC 62149-11: 2020 specifies the performance standards for a multiple channel transmitter/receiver chip scale package (CSP) with multimode fibre interface that operates at up to 28 Gbit/s per channel. It specifies the parameters that apply, with clearly defined conditions, severities, and pass/fail criteria. The tests are intended to be run as an initial design verification to prove any product's ability to satisfy the performance standard's requirements. A product that has been shown to meet all the requirements of a performance standard can be declared as complying with the performance standard, but is then controlled by a quality assurance/quality conformance program.

Overview
EN IEC 62149-11:2020 specifies performance standards for multiple‑channel transmitter/receiver chip scale packages (CSPs) with a multimode fibre interface. The standard covers CSPs that operate up to 28 Gbit/s per channel, defining the parameters, test conditions, severities and clear pass/fail criteria. Tests are intended for initial design verification to demonstrate a product’s ability to meet the performance standard; subsequent production is managed under a quality assurance / quality conformance program.
Keywords: EN IEC 62149-11:2020, chip scale package, CSP, multimode fibre, 28 Gbit/s, performance standards, fibre optic active components
Key topics and technical requirements
- Scope and purpose
- Performance standards for multiple‑channel transmitter/receiver CSPs with multimode fibre interfaces (up to 28 Gbit/s per channel).
- Intended as design verification rather than production acceptance.
- Product variants covered
- 4‑channel transceiver (Tx/Rx), 12‑channel transmitter, 12‑channel receiver.
- Platform and interfaces
- CSP implementations are based on a silicon photonics platform.
- Optical coupling schemes are recommended for multimode fibre and polymer waveguide interfaces (informative Annex figures).
- Electrical and optical parameters
- Defined transmitter and receiver electrical characteristics, transmitter and receiver optical characteristics, absolute limiting ratings, and operating conditions.
- Terminal and pin functions (e.g., VDD, VBIAS, MONOUT, GPIO, TMON, SCL/SDA) are specified.
- Testing approach
- Parameters include clearly defined conditions, severity levels, and pass/fail criteria to support reproducible design verification.
- Note: CSPs specified do not contain internal CDR (clock/data recovery); external CDR required where needed.
Applications and who uses this standard
- Component manufacturers designing chip scale optical transceivers and transmitters for data center and short‑reach links.
- Module and system designers integrating multimode fibre interfaces or polymer waveguide coupling into boards and optical assemblies.
- Test engineers and quality managers developing verification test plans and acceptance criteria for CSP designs.
- Supply chain and procurement teams requiring documented compliance claims for high‑speed multimode optical components.
Practical benefits: supports consistent performance claims, reduces integration risk, and provides a common test framework for CSP‑based multimode fibre links.

FOREWORD
1) The International Electrotechnical Commission (IEC) is a worldwide organization for standardization comprising
all national electrotechnical committees (IEC National Committees). The object of IEC is to promote international
co-operation on all questions concerning standardization in the electrical and electronic fields. To this end and
in addition to other activities, IEC publishes International Standards, Technical Specifications, Technical Reports,
Publicly Available Specifications (PAS) and Guides (hereafter referred to as “IEC Publication(s)”). Their
preparation is entrusted to technical committees; any IEC National Committee interested in the subject dealt with
may participate in this preparatory work. International, governmental and non-governmental organizations liaising
with the IEC also participate in this preparation. IEC collaborates closely with the International Organization for
Standardization (ISO) in accordance with conditions determined by agreement between the two organizations.
2) The formal decisions or agreements of IEC on technical matters express, as nearly as possible, an international
consensus of opinion on the relevant subjects since each technical committee has representation from all
interested IEC National Committees.
3) IEC Publications have the form of recommendations for international use and are accepted by IEC National
Committees in that sense. While all reasonable efforts are made to ensure that the technical content of IEC
Publications is accurate, IEC cannot be held responsible for the way in which they are used or for any
misinterpretation by any end user.
4) In order to promote international uniformity, IEC National Committees undertake to apply IEC Publications
transparently to the maximum extent possible in their national and regional publications. Any divergence between
any IEC Publication and the corresponding national or regional publication shall be clearly indicated in the latter.
5) IEC itself does not provide any attestation of conformity. Independent certification bodies provide conformity
assessment services and, in some areas, access to IEC marks of conformity. IEC is not responsible for any
services carried out by independent certification bodies.
