SIST EN 301 489-12:2001 is the SIST adoption of ETSI EN 301 489-12 for electromagnetic compatibility (EMC) of Earth Stations in the Fixed Satellite Service (FSS). It specifies the test conditions, performance assessment and performance criteria for Very Small Aperture Terminal (VSAT), Satellite News Gathering (SNG) Transportable Earth Station (TES), Satellite Interactive Terminal (SIT) and Satellite User Terminal (SUT) equipment, together with associated ancillary equipment. Engineers, manufacturers and EMC test laboratories use it to set up, test and record the EMC behaviour of these satellite earth stations under the EMC and R&TTE Directive framework.
What does SIST EN 301 489-12:2001 specify?
SIST EN 301 489-12:2001 covers the EMC assessment of Earth Stations (ES) operated between 4 GHz and 30 GHz in the FSS, together with EN 301 489-1. The standard does not cover antenna-port technical specifications or enclosure-port emissions for spectrum-use purposes, and it leaves EMC requirements for Marine Equipment Directive products outside its scope.
The document is organized into these main parts:
- Clause 1 - Scope
- Clause 2 - References
- Clause 3 - Definitions and abbreviations
- Clause 4 - Test conditions
- Clause 5 - Performance assessment
- Clause 6 - Performance criteria
- Clause 7 - Applicability overview
- Annex A - Normative definitions of the ES types in scope
| Annex A subclauses | What they cover |
|---|---|
| A.1-A.4 | Ku-band and C-band VSATs, transmit-only, transmit/receive and receive-only cases |
| A.5 | Satellite News Gathering (SNG) Transportable Earth Stations (TESs) |
| A.6 | Satellite Interactive Terminals (SITs) |
| A.7-A.8 | Satellite User Terminals (SUTs) in the two transmit-band cases |
What are the key requirements of SIST EN 301 489-12:2001?
SIST EN 301 489-12:2001 sets out how to configure the equipment, how to judge performance, and how to classify the station for EMC testing. In practice, the standard asks the manufacturer to declare the operating mode, the quality of transmission target, and whether the equipment is grade A or grade B, then to prove that the station keeps operating as intended during EMC exposure.
Test conditions and test signals
Clause 4 applies the general test conditions of EN 301 489-1 and adds ES-specific arrangements. The manufacturer has to provide special test equipment to place the ES in normal operating mode, emulate reception, and switch the transmit function between transmission disabled, carrier-on and carrier-off states when the equipment supports transmission.
Clause 4.2 also requires a Quality of Transmission Measurement Apparatus (QTMA) for checking link quality. The wanted signal source, the special test equipment and the QTMA stay outside the test environment, which matters because radiated fields in the test area must not disturb the control or measurement set-up.
Clause 4.3 states that there are no exclusion bands for ESs in this scope, and Clause 4.4 states that narrowband responses are not allowed. That means the test lab does not carve out protected frequencies for these stations and should not accept narrow receiver responses as a normal outcome.
Performance assessment and equipment set-up
Clause 5.1 requires the manufacturer to record the declared grade, the operating parameter ranges such as antenna power and frequency ranges, and the minimum quality of transmission with the method used to assess it. This gives the test report the operating limits needed to judge pass or fail.
Clause 5.2 requires carrier-on radiation tests to use continuous transmit mode or the maximum burst rate where relevant, and to run at the highest normal operating Equivalent Isotropically Radiated Power (EIRP), or 3 dB below maximum if that is the maximum attainable. The suggested set-up uses a direct waveguide connection when the antenna reflector and test antenna are removed, so the radio chain can be checked in a controlled way.
Clause 5.3 classifies ESs into grade A and grade B. Grade A allows short transmission interruptions during transient immunity testing, while grade B does not. This classification matters because it sets the acceptance level the equipment must meet in transient tests.
Performance criteria during immunity tests
Clause 6.1 gives the criterion for continuous phenomena. The ES must keep quality of transmission at or above the declared level, remain controllable in transmission disabled state, avoid unintended transmission, and keep user functions, stored data and the communications link intact.
Clauses 6.2 and 6.3 cover transient phenomena for grade A and grade B equipment. Both require the ES to stay under control, avoid unwanted changes in signal level or frequency, and keep transmitting only when commanded. The practical difference is how short interruptions are treated, which is why the grade declaration must match the equipment design and its instructions.
Emission and immunity applicability
Clause 7 links the document to the general applicability tables in EN 301 489-1 and adds special conditions. For emission tests, Table 1 requires the complete system to meet EN 55022 enclosure-port radiated emission requirements, and the transmit and receive carrier frequencies must be chosen to maximize spurious radiation below 1000 MHz. For immunity tests, Table 2 assigns the appropriate performance criteria for electrostatic discharge, fast transient, dips, interruptions and surges, with grade A and grade B treated differently where stated.
What terms does SIST EN 301 489-12:2001 define?
SIST EN 301 489-12:2001 uses several operational terms that matter during testing:
- carrier-on state - the transmit ES is authorized to transmit and is actually sending a signal.
- carrier-off state - the transmit ES is authorized to transmit but is not sending any signal.
- transmission disabled state - the transmit ES is not authorized to transmit.
- Centralized Control and Monitoring Function (CCMF) - the function that monitors and controls unattended VSAT operation.
- Network Control Facility (NCF) - the facility that monitors and controls the transmit functions of SITs and SUTs.
- Quality of Transmission Measurement Apparatus (QTMA) - the apparatus used to measure transmission quality on the communications link.
- Equivalent Isotropically Radiated Power (EIRP) - the radiated power level used to set the operating point for carrier-on testing.
Who uses SIST EN 301 489-12:2001?
SIST EN 301 489-12:2001 is used by manufacturers of satellite earth stations, antenna systems and associated ancillary equipment, as well as EMC test laboratories and compliance teams. It is especially relevant for VSAT, SNG TES, SIT and SUT products operating in the FSS.
In practice, users apply it when choosing the test configuration, setting transmit states, declaring grade A or grade B, recording the minimum quality of transmission, and documenting the EMC test report. Quality managers and regulatory engineers use it to check that the equipment instructions, operating limits and test evidence are aligned.
Which standards are used with SIST EN 301 489-12:2001?
- EN 301 489-1 - provides the common technical requirements, general EMC test framework, and the base tables for emission and immunity applicability.
- EN 55022 - provides the radiated emission requirements used here for the enclosure port of the complete system.
What does the SIST EN 301 489-12:2001 document contain?
SIST EN 301 489-12:2001 contains the test conditions for ES equipment, including special arrangements for transmit and receive signal simulation and the QTMA set-up. It also gives a suggested carrier-on test configuration in Figure 1 and identifies the instruments used to verify output power, carrier frequency, bandwidth and demodulation.
Tables 1 and 2 summarize the special emission and immunity conditions that modify the general EN 301 489-1 test methods. Annex A then defines the ES families covered by the standard, from Ku-band and C-band VSATs to SNG TES, SIT and SUT cases.
