SIST EN 301 025-3 V1.3.1:2007 is the Slovenian adoption of ETSI EN 301 025-3 V1.3.1 for VHF radiotelephone equipment for general communications and associated equipment for Class D Digital Selective Calling (DSC). It is a Harmonized European Standard under article 3.3(e) of the R&TTE Directive and sets minimum requirements for shipborne fixed installations so they support features that help access emergency services.
What does SIST EN 301 025-3 V1.3.1:2007 specify?
SIST EN 301 025-3 V1.3.1:2007 specifies the minimum requirements and conformity checks for maritime VHF radiotelephone equipment used for general communications, together with associated Class D DSC equipment. It applies to shipborne fixed installations operating in maritime mobile service bands using 25 kHz and 12,5 kHz channels.
The standard is organized into:
- Clause 1 - Scope
- Clause 2 - References
- Clause 3 - Definitions and abbreviations
- Clause 4 - Technical requirements specifications
- Clause 5 - Testing for compliance with technical requirements
- Annex A - HS Requirement and conformance Test specifications Table (HS-RTT)
- Annex B - EN title in the official languages
- Annex C - Bibliography
| Annex | What it covers |
|---|---|
| Annex A | Normative HS-RTT table linking requirements to test specifications and indicating unconditional or conditional applicability |
| Annex B | Informative list of the EN title in official languages |
| Annex C | Informative bibliography |
What are the key requirements of SIST EN 301 025-3 V1.3.1:2007?
SIST EN 301 025-3 V1.3.1:2007 focuses on environmental robustness, core DSC and audio performance, and traceable conformity testing. In practice, the equipment has to work across the declared operating environment and pass the linked test procedures from EN 301 025-1.
Environmental profile and operating conditions
Clause 4.1 requires testing at representative points within the declared operational environmental profile, and that profile must at least match the test conditions in the document. This matters because compliance is tied to the real conditions the shipborne equipment will face, not only ideal laboratory conditions.
General and operational requirements
Clauses 4.2.1 and 4.2.2 point to the general, operational and technical requirements in EN 301 025-1. The manufacturer shall declare compliance and provide relevant documentation. That means the standard expects a documented conformity file, not just a test result.
Environmental resistance
Clause 4.3 covers vibration, dry heat, damp heat and low temperature. The equipment must still meet the performance check requirements from EN 301 025-1 and show no harmful visible deterioration after the environmental exposure. In practice, the radio has to remain usable after shipping, heat, moisture and cold.
DSC transmission performance
Clause 4.4.1 to 4.4.8 covers the transmitter and DSC functions:
- sensitivity of the modulator, including microphone
- audio frequency response
- audio frequency harmonic distortion of the emission
- residual modulation of the transmitter
- frequency error of the demodulated DSC signal
- modulation index for DSC
- modulation rate for DSC
- generated call sequences
These requirements matter because they check whether speech and DSC signalling are shaped correctly and can be interpreted reliably by other marine equipment.
Receiver and call-decoding performance
Clause 4.4.9 to 4.4.15 covers receiver audio frequency response, residual noise level, squelch operation, squelch hysteresis, dynamic range, and decoding of various DSC calls. For users, this is the part that affects whether incoming calls are heard, suppressed, or decoded correctly under normal and difficult signal conditions.
Test method and measurement control
Clause 5.1 says the general measurement conditions from EN 301 025-1 apply. Clause 5.2 requires the test report to include measurement uncertainty and says the result is judged against the corresponding limit, with uncertainty calculated in line with TR 100 028-1 and coverage factors of k = 1,96 or k = 2. This is important for labs and auditors because the report has to show both the measured value and how much confidence there is in it.
Test suites and presumption of conformity
Clause 5.3 defines the essential radio test suites, starting with environmental tests and then conformance tests for the DSC and audio functions. Clause 5.4 defines other test suites for receiver performance and decoding verification. Annex A then ties each requirement to either an essential test, another test, or no specific test, and explains how a completed HS-RTT supports presumption of conformity.
What terms does SIST EN 301 025-3 V1.3.1:2007 define?
- Class D - Equipment intended to provide minimum facilities for VHF DSC distress, urgency and safety, plus routine calling and reception, not necessarily in full accordance with IMO GMDSS carriage requirements.
- Environmental profile - The range of environmental conditions under which the equipment is required to comply.
- DSC - Digital Selective Calling, the maritime signalling system used for selective calls.
- G2B - Phase modulation with digital information and a sub-carrier for DSC operation.
- G3E - Phase modulation for speech using frequency modulation with 6 dB/octave pre-emphasis.
- Modulation index - The ratio between frequency deviation and the frequency of the modulation signal.
- MMSI - Maritime Mobile Service Identity, the ship identity used in DSC-related functions.
- SINAD - Signal, Noise And Distortion, a receiver performance measure used in the test tables.
Who uses SIST EN 301 025-3 V1.3.1:2007?
SIST EN 301 025-3 V1.3.1:2007 is used by manufacturers of maritime VHF radiotelephone equipment, especially equipment with Class D DSC functions. It is also used by test laboratories, conformity assessment teams, and regulatory or approval bodies that need to judge whether equipment can claim conformity under article 3.3(e) of the R&TTE Directive.
For engineers and quality managers, the standard is useful when designing the product, planning verification tests, preparing technical documentation, and completing the HS-RTT in Annex A. For buyers and specifiers, it helps identify equipment that is intended for shipborne fixed installations with DSC features and documented compliance evidence.
Which standards are used with SIST EN 301 025-3 V1.3.1:2007?
- Directive 1999/5/EC (R&TTE Directive) - Sets the regulatory framework this standard supports, especially article 3.3(e) on features that ensure access to emergency services.
- ITU-R Recommendation M.493-11 - Provides the DSC system basis for maritime mobile service use and is cited in the definitions for Class D.
- ETSI EN 301 025-1 (V1.3.1) - Supplies the technical characteristics, measurement methods, test definitions and many of the detailed limits used throughout this part.
- EC decision 2004/71/EC - Defines essential requirements for marine radio communication equipment intended for non-SOLAS vessels participating in GMDSS.
- ETSI TR 100 028-1 (V1.4.1) - Gives the method for calculating measurement uncertainties used in the test interpretation rules.
- Part 1 and Part 2 of EN 301 025 - Part 1 covers technical characteristics and methods of measurement, and Part 2 is the Harmonized EN for article 3.2 of the R&TTE Directive.
What does the SIST EN 301 025-3 V1.3.1:2007 document contain?
SIST EN 301 025-3 V1.3.1:2007 contains clause-by-clause requirement statements, linked test procedures, and the HS-RTT matrix in Annex A. It also includes the measurement-uncertainty rule set in Clause 5.2 and the list of maximum uncertainty values in Table 1.
The document relies heavily on cross-references to EN 301 025-1 for detailed definitions, limits and procedures. That means the main value of this part is not repeating all test methods, but showing which performance checks are needed for article 3.3(e) conformity and how they are classified.
Annex A is the practical core for conformity work because it shows which requirements are unconditional, which are conditional, and which tests are essential or other. Annex B gives the title in official languages, and Annex C lists background references.
