This European Standard defines the functional and technical requirements for exterior visible warning devices for urban rail vehicles as defined in the CEN-CENELEC Guide 26, i.e. metro systems, trams, light rail, and local rail systems.
This European Standard also defines the requirements for testing and conformity assessment.
NOTE   The requirements for exterior visible warning devices for mainline rail are found in prEN 15153-1.

This document (EN 15153-3:2020) has been prepared by Technical Committee CEN/TC 256 “Railway
applications”, the secretariat of which is held by DIN.
This European Standard shall be given the status of a national standard, either by publication of an

withdrawn at the latest by July 2020.

1 Scope
This document defines the functional and technical requirements for exterior visible warning devices
for urban rail vehicles as defined in the CEN-CENELEC Guide 26, i.e. metro systems, trams, light rail, and
local rail systems.
This document also defines the requirements for testing and conformity assessment.
NOTE The requirements for exterior visible warning devices for heavy rail vehicles are found in EN 15153–1.

urban guided transport (UGT) systems
system covering metro, tram and light rail, and defined as public transport systems permanently guided
at least by one rail, intended for the operation of local, urban and suburban passenger services with
self-propelled vehicles and operated either segregated or not from general road and pedestrian traffic

UGT system operated on its own right of way and segregated from general road and pedestrian traffic;
consequently designed for operations in tunnels, viaducts or on surface level but with physical
separation in such a way that inadvertent access is not possible
Note 1 to entry: In different parts of the world, Metro systems are also known as the underground, the subway
or the tube. Rail systems with specific construction issues operating on a segregated guideway (e.g. monorail, rack
railways) are also treated as Metros as long as they are designated as part of the urban public transport network.

rights of way, which are basically segregated from general road and/or pedestrian traffic and/or which
can be declared by law as independent from the public environment, even if they are not segregated by
location, form of construction or appropriate measures

5 Requirements
5.1 General
The technical requirements for visible warning devices on metro vehicles, trams, light rail, and local rail
vehicles are set out in 5.2, 5.3, 5.4 and 5.5 (respectively). The testing requirements are set out in
Clause 6.
The application requirements are set out in Table 1.

5.2 Metro systems
5.2.1 Provision of visible warning devices on metro systems
As a minimum, vehicles operating on metro systems shall be fitted with the following exterior visible
warning devices at each end of the vehicle:
a) two white lamps, which may be head lamps or lower marker lamps, or a combination;
b) two red tail lamps.
Additionally, and only by agreement between the contractors, one upper marker lamp may be installed.
The upper marker lamp may be the lit destination indicator. If a destination indicator is not provided,
the upper marker lamp shall follow the requirements set out in 5.2.2.2.3.
Only by agreement between the contractors, additional tail lamp(s) and marker lamp(s) with special
warning or signalling functions may be installed, provided that they comply with the prescribed optical
requirements and that they do not adversely affect the parameters given in this document.
Combined lamps (i.e. lamps capable of different functions) are permissible provided that the
requirements for individual lamp functions are achieved.
Additional lights may be provided for decorative lighting, to reflect the current design of metro vehicles.

In this case, the luminance of each additional light shall be not greater than 30 000 cd·m .
NOTE This is close to the maximum permissible luminance limit for dimmed lower marker lamps as defined
in EN 15153–1:2020, 5.4.2 and 5.4.4.
5.2.2 Requirements for visible warning devices on metro systems
5.2.2.1 Positioning of lamps
5.2.2.1.1 General
The positioning of head, marker and tail lamps shall be as set out in 5.2.2.1.2, 5.2.2.1.3 and 5.2.2.1.4
respectively.

5.2.2.1.2 Positioning of head lamps
The two head lamps shall both be located at the same height, with their geometric centres above the
floor level of the driver’s cab or the passenger compartment, whichever is the lower.
NOTE The intention is to leave this requirement open for different vehicle designs.
The arrangement of the two head lamps shall be such that the distance between their geometric centres
is not less than 50 % of the width of the vehicle and they shall be arranged symmetrically about the
centre line of the vehicle.
5.2.2.1.3 Positioning of marker lamps
The two lower marker lamps shall be located at the same height, with their geometric centres above the
floor level of the driver’s cab or the passenger compartment, whichever is the lower.
NOTE The intention is to leave this requirement open for different vehicle designs.
The arrangement of the two marker lamps shall be such that the distance between their geometric
centres is not less than 50 % of the width of the vehicle and they shall be arranged symmetrically about
the centre line of the vehicle.
Where fitted, the upper marker lamp shall be located centrally and above the lower marker or head
lamps. The vertical separation between the geometric centre of the upper marker lamp and the lower
marker or head lamps shall be equal to or greater than 600 mm.
5.2.2.1.4 Positioning of tail lamps
The two tail lamps shall be located at the same height, with their geometric centres above the floor level
of the driver’s cab or the passenger compartment, whichever is the lower.
NOTE The intention is to leave this requirement open for different vehicle designs.
The arrangement of the two tail lamps shall be such that the distance between their geometric centres
is not less than 50 % of the width of the vehicle and they shall be arranged symmetrically about the
centre line of the vehicle.
5.2.2.2 Lamp requirements
5.2.2.2.1 General
On a given vehicle, each head / marker / tail lamp type shall be of the same design.
NOTE Mixing of individual lamp types is not permissible, for example it is permissible to use two head lamps
based on EN 15153-1 or two head lamps based on the applicable UN/ECE Regulation. However, it is not
permissible to use one head lamp based on EN 15153-1 and the other based on the applicable UN/ECE Regulation.
5.2.2.2.2 Head lamps
5.2.2.2.2.1 General
Where provided, head lamps should comply with UN/ECE Regulation 113, or the requirements of
5.2.2.2.2.2 to 5.2.2.2.2.5 of this document. By agreement between contractors, asymmetric beam head
lamps designed to UN/ECE Regulation 112 may be used.
5.2.2.2.2.2 Dimensions of head lamps
The dimensions of head lamps shall be as defined in EN 15153-1:2020, 5.3.2, with the following
modifications:

— the rectangle with the smallest possible area encasing the lit area shall have a length ratio of the
long side to the short side of not more than 10:1. If the lit area is divided into several parts, the
rectangle shall encase all parts;
NOTE 1 Contrary to heavy rail vehicles, trams, light or local rail vehicles, metro vehicles operate
segregated from general road and pedestrian traffic which makes perceptibility less important.
— the lit area may be divided into several parts; these parts do not need to be connected. Within the
overall lit area, all circular areas with a diameter of 75 mm shall include all or part of an individual
lit area;
NOTE 2 This is derived from UN/ECE Regulation 48, Clause 2.16.1 (d).
— the lit area shall have a minimum dimension of 40 mm. If the lit area is divided into several parts,
this shall apply to each part individually.
NOTE 3 This requirement can be demonstrated by analysis or testing with a circle with a diameter of
40 mm which fits within all parts of the lit area.
NOTE 4 These modifications permit state-of-the-art designs, in line with road traffic vehicles.
5.2.2.2.2.3 Colour of head lamps
The colour of light emitted by head lamps shall be as defined in EN 15153-1:2020, 5.3.3.
5.2.2.2.2.4 Luminous intensity of head lamps
The luminous intensity of the light emitted by head lamps shall be as defined in EN 15153-1:2020, 5.3.4,
dimmed head lamp.
NOTE The alternative or additional use of a full-beam head lamp is subject to agreement between
contractors.
If the lit area of the head lamp is divided into several parts, the luminous intensity requirement shall
apply to their combined luminous output.
5.2.2.2.2.5 Alignment of head lamps
The alignment of head lamps shall be as defined in EN 15153-1:2020, 5.3.5.
5.2.2.2.3 Marker lamps
5.2.2.2.3.1 General
Where provided, marker lamps should comply with UN/ECE Regulation 87, or the requirements of
5.2.2.2.2.2 to 5.2.2.2.2.5 of this document.
5.2.2.2.3.2 Dimensions of marker lamps
The dimensions of marker lamps shall be as defined in EN 15153-1:2020, 5.4.2, with the following
modifications:
— the rectangle with the smallest possible area encasing the lit area shall have a length ratio of the
long side to the short side of not more than 10:1. If the lit area is divided into several parts, the
rectangle shall encase all parts;

5.2.2.2.3.3 Colour of marker lamps
The colour of light emitted by marker lamps shall be as defined in EN 15153-1:2020, 5.4.3.1.
5.2.2.2.3.4 Luminous intensity of marker lamps
The luminous intensity of the light emitted by marker lamps shall be as defined in EN 15153-1:2020,
5.4.4, full lower marker lamp. If required, the upper marker lamp shall comply with EN 15153-1:2020,
5.4.4, full upper marker lamp.
If the lit area of the marker lamp is divided into several parts, the luminous intensity requirement shall
apply to their combined luminous output.
5.2.2.2.3.5 Alignment of marker lamps
The alignment of marker lamps shall be as defined in EN 15153-1:2020, 5.4.5.
5.2.2.2.4 Tail lamps
5.2.2.2.4.1 General
Tail lamps should comply with UN/ECE Regulation 7, or the requirements of 5.2.2.2.4.2 to 5.2.2.2.4.5 of
this document.
5.2.2.2.4.2 Dimensions of tail lamps
The dimensions of tail lamps shall be as defined in EN 15153-1:2020, 5.5.2, with the following
modifications:
— the rectangle with the smallest possible area encasing the lit area shall have a length ratio of the
long side to the short side of not more than 10:1. If the lit area is divided into several parts, the
rectangle shall encase all parts;
NOTE 1 Contrary to heavy rail vehicles, trams, light or local rail vehicles, metro vehicles operate
segregated from general road and pedestrian traffic which makes perceptibility less important.

5.2.2.2.4.3 Colour of tail lamps

The alignment of marker lamps shall be as defined in EN 15153-1:2020, 5.5.5.
5.3 Tram systems
5.3.1 Provision of visible warning devices for tram systems
As a minimum, tramcars shall be fitted with the following exterior warning devices:
1) head lamps;
2) daytime running lamps;
NOTE 1 By agreement between contractors, the lit dipped beam head lamps may fulfil the requirements of the
daytime running lamps, noting that a reduction in visibility performance may occur.
3) direction indicators;
NOTE 2 By agreement between contractors, the use of direction indicators may be optional.
4) tail lamps;
5) stop lamps;
6) hazard warning lamps;
7) rear-mounted retro-reflectors;
8) reversing lamps (for bi-directional vehicles, these may be the head lamps);
9) side retro-reflectors.
Additionally, tramcars may be fitted with the following exterior warning devices:

This European Standard sets out the requirements for exterior visible devices for urban rail vehicles, as
defined in the CEN-CENELEC Guide 26.

1 Scope
This European Standard defines the functional and technical requirements for exterior visible warning
devices for urban rail vehicles as defined in the CEN-CENELEC Guide 26, i.e. metro systems, trams, light
rail, and local rail systems.
This European Standard also defines the requirements for testing and conformity assessment.
NOTE The requirements for exterior visible warning devices for mainline rail are found in prEN 15153–1.

3.1
Urban guided transport (UGT) systems
UGT systems cover metro, tram and light rail, and are defined as public transport systems permanently
guided at least by one rail, intended for the operation of local, urban and suburban passenger services
with self-propelled vehicles and operated either segregated or not from general road and pedestrian
traffic

metro system
UGT systems operated on their own right of way and segregated from general road and pedestrian
traffic
NOTE to entry: They are consequently designed for operations in tunnels, viaducts or on surface level but with
physical separation in such a way that inadvertent access is not possible. In different parts of the world, Metro
systems are also known as the underground, the subway or the tube. Rail systems with specific construction
issues operating on a segregated guideway (e.g. monorail, rack railways) are also treated as Metros as long as they
are designated as part of the urban public transport network

trams
UGT systems not segregated from general road and pedestrian traffic, which share their right of way
with general road and/or pedestrian traffic and are therefore embedded in their relevant national road
traffic legislation (highway codes and specific adaptations)
3.4
light rail
light rail is defined as a UGT system operated in parts of the system not segregated from general road
and pedestrian traffic, and in parts of the system with segregated right-of-way
NOTE to entry: The segregation may include some sections of line where inadvertent access is not possible

local rail systems
local rail systems, by national decision complying with Article 1.3 (a) or (b) of Directive 2008/57/EC,
may be excluded from the European Community Rail System
NOTE to entry: Such systems connect city centres with their suburban hinterland or regional local centres.
Such systems are operated on rights of way which are basically segregated from general road and/or pedestrian
traffic and/or which can be declared by law as independent from the public environment even if they are not
segregated by location, form of construction or appropriate measures. For historical reasons they might be
strongly influenced by conventional railway parameters and their operations procedures

lamp used to indicate to other road users that the driver intends to change direction to the right or to

temporarily constitutes a special danger to other road users

device used to indicate the presence of a vehicle by the reflection of light emanating from a light source
not connected to the vehicle, the observer being situated near the source

lamp used to improve the illumination of the area ahead of the vehicle in case of fog or any similar

5 Requirements
5.1 General
The technical requirements for visible warning devices on metro systems, trams, light rail, and local rail
systems are set out in 5.2, 5.3, 5.4 and 5.5 (respectively). The testing requirements are set out in
Clause 6.
The application requirements are set out in Table 1.

5.2 Metro systems
5.2.1 Provision of visible warning devices on metro systems
As a minimum, vehicles operating on metro systems shall be fitted with the following exterior visible
warning devices at each end of the vehicle:
a) two white lamps, which may be head lamps or lower marker lamps, or a combination;
b) two red tail lamps.

Additionally, and only by agreement with the contractors, one upper marker lamp may be installed. The
upper marker lamp may be the lit destination indicator. If a destination indicator is not provided, the
upper marker lamp shall follow the requirements set out in 5.2.2.2.2.
Only by agreement with the contractors, additional tail lamp(s) and marker lamp(s) with special
warning or signalling functions may be installed, provided that they comply with the prescribed optical
requirements and that they do not adversely affect the parameters given in this European Standard.
Combined lamps (i.e. lamps capable of different functions) are permissible provided that the
requirements for individual lamp functions are achieved.
Additional lights may be provided for lighting effect, to reflect the current design of metro vehicles. In

this case, the luminance of each additional light shall be not greater than 30 000 cd·m . This is close to
the maximum permissible luminance limit for dimmed lower marker lamps as defined in prEN 15153–
1:2017, 5.4.2 and 5.4.4.
5.2.2 Requirements for visible warning devices on metro systems
5.2.2.1 Positioning of lamps
5.2.2.1.1 General
The positioning of head, marker and tail lamps shall be as set out in 5.2.2.1.2, 5.2.2.1.3 and 5.2.2.1.4
respectively.
5.2.2.1.2 Positioning of head lamps
The two head lamps shall both be located at the same height, with their geometric centres above the
floor level of the vehicle.
