SIST EN 301 811-1-1 V1.1.1:2006 is the Slovenian adoption of ETSI EN 301 811-1-1 V1.1.1. It provides a Protocol Implementation Conformance Statement (PICS) proforma for the packet based convergence layer of HIPERLAN Type 2, Part 1: Common part. Suppliers use it to state which mandatory and optional capabilities are implemented in a Mobile Terminal (MT) or an Access Point (AP).
What does SIST EN 301 811-1-1 V1.1.1:2006 specify?
SIST EN 301 811-1-1 V1.1.1:2006 specifies the PICS proforma for conformance testing of the packet based convergence layer defined in TS 101 493-1. It is a declaration form, not a test method: it tells a supplier how to record implementation support in a standard way.
The document is organized into four main clauses and one normative annex. Clauses 1 to 4 cover scope, references, definitions and abbreviations, and the rules for claiming conformance to the proforma. Annex A contains the actual questionnaire and completion guidance.
| Annex | What it covers |
|---|---|
| Annex A | The normative Protocol ICS proforma for TS 101 493-1, including guidance, identification fields, conformance statement, roles, capabilities, PDUs, and parameters |
What are the key requirements of SIST EN 301 811-1-1 V1.1.1:2006?
The most important requirement is that any completed PICS must match the Annex A proforma and keep its numbering, naming, and order. In practice, that means a supplier cannot reshape the questionnaire and still claim conformance to this document.
Annex A gives the completion rules. It defines the status codes for each table item, including mandatory, optional, prohibited, conditional, and out-of-scope items, and it defines how the supplier must mark support. For a reader, this matters because the support marks are the basis for comparing one implementation against the standard.
How the PICS is completed
Annex A uses a tabular format based on ISO/IEC 9646-7. The item description asks whether a capability is supported, while the support column records the supplier’s answer. The annex also allows conditional answers for multiple-profile support, using a reference to a condition defined in the comments.
Annex A also uses prerequisite lines. If a prerequisite is false, the related clause or table does not need to be completed. That helps the supplier complete only the parts that apply to the declared implementation.
What must be identified
Annex A requires identification of the statement, the Implementation Under Test (IUT), the System Under Test (SUT), the product supplier, any client that differs from the supplier, and a PICS contact person. In practice, this makes the declaration traceable to a specific product and configuration.
What the conformance claim means
Annex A includes a global statement asking whether all mandatory capabilities are implemented. A “No” answer means the implementation is not conforming to TS 101 493-1. Unsupported mandatory capabilities must be identified and explained.
Which role is being declared
Table A.1 lets the supplier declare the role as MT or AP. At least one role must be supported, and if both roles are to be described, two copies of the PICS proforma are completed. This matters because some tables apply only to MT implementations and others only to AP implementations.
What capabilities are recorded
The PICS covers Common Part Convergence Sublayer (CPCS) procedures and Segmentation and Re-assembly (SAR) procedures. It records send and receive behavior, PDU descriptions, PDU parameters, and miscellaneous parameters such as Maximum Transmission Unit (MTU) and the Re_ASsembly timer (T_RAS). That gives testers and buyers a clear view of what protocol functions the implementation claims to handle.
A key note in Annex A is that support for a received PDU includes the ability to parse all valid parameters of that PDU. It also states that parameter support means support for the parameter’s semantics, not just its presence.
What terms does SIST EN 301 811-1-1 V1.1.1:2006 define?
- ICS - An Implementation Conformance Statement is a supplier statement of which capabilities of a claimed implementation are implemented.
- PICS - A Protocol ICS is the ICS form used for a protocol specification.
- ICS proforma - A questionnaire that becomes an ICS when the supplier completes it.
- IUT - The Implementation Under Test is the specific implementation being described.
- SUT - The System Under Test is the wider system that contains the IUT.
- MT - Mobile Terminal, one of the two roles that can be declared in the proforma.
- AP - Access Point, the other declared role in the proforma.
- CPCS - Common Part Convergence Sublayer, one of the two major capability areas recorded in the PICS.
Who uses SIST EN 301 811-1-1 V1.1.1:2006?
This standard is used by suppliers of HIPERLAN Type 2 equipment, especially for MT and AP products. It is also used by conformance test engineers, quality managers, and technical buyers who need a structured declaration of protocol support.
In practice, it supports product qualification, supplier comparison, and conformity assessment for broadband radio access network equipment. It is most relevant where a team needs to document exactly which protocol options are implemented and which are not.
Which standards are used with SIST EN 301 811-1-1 V1.1.1:2006?
- TS 101 493-1 - Defines the packet based Convergence Layer Common Part that this PICS describes.
- ETS 300 406 - Provides the standardization methodology for protocol and profile conformance testing specifications.
- ISO/IEC 9646-1 - Provides the general conformance testing concepts and framework, including ICS terminology.
- ISO/IEC 9646-7 - Provides the rules for Implementation Conformance Statements and the tabular PICS format.
What does the SIST EN 301 811-1-1 V1.1.1:2006 document contain?
Annex A contains the completed-form template that suppliers fill in for declarations of support. It includes identification fields, a global conformance question, role selection, and tables for CPCS and SAR behavior in send and receive directions.
The annex also contains tables for PDU descriptions and PDU parameters, plus the MTU and T_RAS entries. The document’s guidance explains how to mark mandatory, optional, conditional, and out-of-scope items, and how to use comments and prerequisites when completing the form.
This makes the document useful for supplier declarations, conformance reviews, and test planning, because it turns protocol support into a standardized checklist.

options have been implemented for a telecommunication specification. Such a statement is called a Protocol
Implementation Conformance Statement (PICS).

users of the present document may freely reproduce the PICS proforma in this annex so that it can be used for its
intended purposes and may further publish the completed PICS.
A.1 Guidance for completing the PICS proforma
A.1.1 Purposes and structure
The purpose of this PICS proforma is to provide a mechanism whereby a supplier of an implementation of the
requirements defined in TS 101 493-1 may provide information about the implementation in a standardized manner.
The PICS proforma is subdivided into subclauses for the following categories of information:
- guidance for completing the PICS proforma;
- identification of the implementation;
- identification of the TS 101 493-1;
- global statement of conformance;
-roles;
- major capabilities;
- PDUs;
- PDU parameters.
A.1.2 Abbreviations and conventions
The PICS proforma contained in this Annex is comprised of information in tabular form in accordance with the
guidelines presented in ISO/IEC 9646-7.
Item column
The item column contains a number which identifies the item in the table.
Item description column
The item description column describes in free text each respective item (e.g. parameters, timers, etc.). It implicitly
means "is supported by the implementation?".

Status column
The following notations, defined in ISO/IEC 9646-7, are used for the status column:
m mandatory - the capability is required to be supported;
o optional - the capability may be supported or not;
n/a not applicable - in the given context, it is impossible to use the capability;
x prohibited (excluded) - there is a requirement not to use this capability in the given context;
o.i qualified optional - for mutually exclusive or selectable options from a set. "i" is an integer which
identifies a unique group of related optional items and the logic of their selection which is defined
immediately following the table;
ci conditional - the requirement on the capability ("m", "o", "x" or "n/a") depends on the support of
other optional or conditional items. "i" is an integer identifying a unique conditional status
expression which is defined immediately following the table;
i irrelevant (out-of-scope) - capability outside the scope of the reference specification. No
