(Main)Electromagnetic compatibility and Radio spectrum Matters (ERM) - VHF radiotelephone equipment for general communications and associated equipment for Class D Digital Selective Calling (DSC) - Part 3: Harmonized EN covering the essential requirements of article 3.3(e) of the R&TTE Directive
- Abstract
The present document covers the minimum requirements for general communication for shipborne fixed installations using a VHF radiotelephone operating in certain frequency bands allocated to the maritime mobile service using 25 kHz or 25 kHz and 12,5 kHz channels with associated equipment for DSC - class D. The present document is intended to cover the provisions of Directive 1999/5/EC [i.1] (R&TTE Directive) article 3.3(e), which states that radio equipment within the scope of the present document shall be so constructed that: "it supports certain features ensuring access to emergency services". In addition to the present document, other ENs that specify technical requirements in respect of essential requirements under other parts of article 3 of the R&TTE Directive [i.1] will apply to equipment within the scope of the present document.

ETSI EN 301 025-3 V1.4.1 (2010-09) - Electromagnetic compatibility and Radio spectrum Matters (ERM); VHF radiotelephone equipment for general communications and associated equipment for Class D Digital Selective Calling (DSC); Part 3: Harmonized EN covering the essential requirements of article 3.3(e) of the R&TTE Directive
SIST EN 301 025-3 V1.4.1:2010 is the SIST adoption of ETSI EN 301 025-3 V1.4.1, a Harmonized European Standard for VHF radiotelephone equipment for general communications and associated Class D Digital Selective Calling (DSC) equipment. It specifies minimum requirements and conformance tests for shipborne fixed installations operating in maritime mobile service bands using 25 kHz or 25 kHz and 12.5 kHz channels. It is written for manufacturers, test laboratories, and conformity assessors working to R&TTE Directive article 3.3(e) on features that support access to emergency services.
What does SIST EN 301 025-3 V1.4.1:2010 specify?
SIST EN 301 025-3 V1.4.1:2010 specifies the essential requirements and test approach for shipborne VHF radiotelephone equipment with associated Class D DSC equipment, focused on the emergency-service support feature in R&TTE Directive article 3.3(e). It also points readers to other ENs for essential requirements under other parts of article 3.
The document is organized as follows: scope, references, definitions and abbreviations, technical requirements, testing for compliance, and two annexes.
| Annex | What it covers |
|---|---|
| Annex A | HS Requirements and conformance Test specifications Table (HS-RTT), mapping requirements to test clauses and marking them as unconditional/conditional and essential/other |
| Annex B | The EN title in the official languages |
What are the key requirements of SIST EN 301 025-3 V1.4.1:2010?
SIST EN 301 025-3 V1.4.1:2010 separates the requirements into environmental checks, radio performance checks, and the test methods used to demonstrate conformance. In practice, this means the manufacturer must declare compliance for some general and technical requirements, then support that claim with the specified test evidence.
Environmental profile and environmental tests
Clause 4.1 says tests are carried out within the declared operational environmental profile, using at least the environmental conditions stated in the document. Clause 4.3 requires the equipment to survive vibration and temperature tests and still pass the performance check from EN 301 025-1. For a buyer or lab, this means the equipment is not just checked electrically - it is also assessed for behavior under shipboard environmental stress.
General and technical requirements
Clause 4.2 states that the general and operational requirements come from EN 301 025-1, clause 4, and the technical requirements come from EN 301 025-1, clause 5. Compliance is by manufacturer declaration with relevant documentation. This matters because part 3 does not restate the base product definition - it ties the essential requirement assessment back to the companion part.
Conformance requirements for transmit and DSC functions
Clause 4.4 covers key transmitter and DSC performance items such as modulator sensitivity including microphone, audio frequency response, audio frequency harmonic distortion, residual transmitter modulation, demodulated DSC frequency error, DSC modulation index, and DSC modulation rate. These are checked against limits given in EN 301 025-1 and the corresponding tests in clause 5.3.2. In practice, this is the part that proves the set can encode, transmit, and decode DSC signals within the intended limits.
Receiver and audio performance
Clause 4.4 also covers harmonic distortion and rated audio-frequency output power, receiver audio frequency response, receiver residual noise level, squelch operation, squelch hysteresis, and dynamic range. Some of these are tested in clause 5.4. This matters because the equipment has to deliver intelligible received audio and stable squelch behavior, not only correct transmission.
Test interpretation and uncertainty
Clause 5.2 requires the test report to include measurement uncertainty for each parameter, with uncertainty calculated according to TR 100 028 and reported within the stated limits. This is important for conformity decisions because the measured value is judged together with its uncertainty, not in isolation.
What terms does SIST EN 301 025-3 V1.4.1:2010 define?
SIST EN 301 025-3 V1.4.1:2010 defines several terms that frame how the equipment is assessed.
- Class D - equipment intended to provide minimum facilities for VHF DSC distress, urgency, safety, routine calling, and reception.
- Environmental profile - the range of environmental conditions under which the equipment is required to comply.
- Digital Selective Calling (DSC) - the digital calling system used in maritime mobile service for distress and routine signaling.
- Very High Frequency (VHF) - the radio band used by the radiotelephone equipment covered by the standard.
- Radio and Telecommunications Terminal Equipment (R&TTE) - the directive framework that this Harmonized Standard supports.
- Signal, Noise And Distortion (SINAD) - a receiver sensitivity-related measure used in the measurement uncertainty table.
- G2B - phase-modulation with digital information and a sub-carrier for DSC operation.
- G3E - phase-modulation used for speech modulation.
Who uses SIST EN 301 025-3 V1.4.1:2010?
SIST EN 301 025-3 V1.4.1:2010 is used by manufacturers of shipborne VHF radiotelephones and associated DSC equipment, by test laboratories running compliance measurements, and by quality or regulatory teams preparing technical files and declarations. It is also useful to purchasers and conformity assessors who need to check whether equipment follows the harmonized route for R&TTE Directive article 3.3(e). The main application area is maritime radio communications for fixed installations on ships.
Which standards are used with SIST EN 301 025-3 V1.4.1:2010?
SIST EN 301 025-3 V1.4.1:2010 depends on EN 301 025-1 for the detailed technical characteristics, base measurement methods, and the clauses that define the requirements it references throughout. It uses TR 100 028 for measurement uncertainty. ITU-R Recommendation M.493-12 provides the maritime DSC context behind the Class D definition, and EG 201 399 is cited as the ETSI guide to candidate Harmonized Standards.
What does the SIST EN 301 025-3 V1.4.1:2010 document contain?
SIST EN 301 025-3 V1.4.1:2010 contains clause-by-clause requirements, test references, and conformance wording for environmental and radio performance checks. It includes table 1 on maximum measurement uncertainty for several parameter groups, and Annex A’s HS-RTT table, which maps each requirement to a test specification and marks it as essential or other. The document also gives the sequence of environmental tests, conformance tests, and other test suites used to verify compliance in design verification, type testing, and conformity assessment.
