14 FOREWORD
15 1) The International Electrotechnical Commission (IEC) is a worldwide organization for standardization comprising
16 all national electrotechnical committees (IEC National Committees). The object of IEC is to promote international
17 co-operation on all questions concerning standardization in the electrical and electronic fields. To this end and
18 in addition to other activities, IEC publishes International Standards, Technical Specifications, Technical Reports,
19 Publicly Available Specifications (PAS) and Guides (hereafter referred to as “IEC Publication(s)”). Their
20 preparation is entrusted to technical committees; any IEC National Committee interested in the subject dealt with
21 may participate in this preparatory work. International, governmental and non-governmental organizations liaising
22 with the IEC also participate in this preparation. IEC collaborates closely with the International Organization for
23 Standardization (ISO) in accordance with conditions determined by agreement between the two organizations.
24 2) The formal decisions or agreements of IEC on technical matters express, as nearly as possible, an international
25 consensus of opinion on the relevant subjects since each technical committee has representation from all
26 interested IEC National Committees.
27 3) IEC Publications have the form of recommendations for international use and are accepted by IEC National
28 Committees in that sense. While all reasonable efforts are made to ensure that the technical content of IEC
29 Publications is accurate, IEC cannot be held responsible for the way in which they are used or for any
30 misinterpretation by any end user.
31 4) In order to promote international uniformity, IEC National Committees undertake to apply IEC Publications
32 transparently to the maximum extent possible in their national and regional publications. Any divergence between
33 any IEC Publication and the corresponding national or regional publication shall be clearly indicated in the latter.
34 5) IEC itself does not provide any attestation of conformity. Independent certification bodies provide conformity
35 assessment services and, in some areas, access to IEC marks of conformity. IEC is not responsible for any
36 services carried out by independent certification bodies.
37 6) All users should ensure that they have the latest edition of this publication.
38 7) No liability shall attach to IEC or its directors, employees, servants or agents including individual experts and
39 members of its technical committees and IEC National Committees for any personal injury, property damage or
40 other damage of any nature whatsoever, whether direct or indirect, or for costs (including legal fees) and
41 expenses arising out of the publication, use of, or reliance upon, this IEC Publication or any other IEC Publications.
42 8) Attention is drawn to the Normative references cited in this publication. Use of the referenced publications is
43 indispensable for the correct application of this publication.
44 9) Attention is drawn to the possibility that some of the elements of this IEC Publication may be the subject of patent
45 rights. IEC shall not be held responsible for identifying any or all such patent rights.
46 International Standard IEC 61300-3-14 has been prepared by subcommittee 86B: Fibre optic
47 interconnecting devices and passive components, of IEC technical committee 86: Fibre optics.
48 This fourth edition cancels and replaces the third edition published in 2014 and constitutes a
49 technical revision
50 This edition includes the following significant technical changes with respect to the previous
51 edition:
52 a) addition of IEC 61315, Calibration of fibre-optic power meters as normative reference;
53 b) addition of clause 3 containing terms, definitions and abbreviated terms;

86B/4913/CDV – 4 – IEC CDV 61300-3-14 © IEC 2024
54 c) addition of notes for permission of repeatability definition with 2σ;
55 d) correction of error of Fig.1a and 1b;
56 e) clear statement on EF launch condition requirement for MM source;
57 f) change of “Detector” to “Power meter”;
58 g) combination of clauses 7 and 8 in new clause 8 titled “Details to be specified and reported”;
59 h) additions of uncertainty considerations in clause 8;
60 i) error correction on equation B.3.

86 Error and repeatability of the attenuation settings
87 of a variable optical attenuator
91 1 Scope
92 This part of IEC 61300 provides a method to measure the error and repeatability of the
93 attenuation value settings of a variable optical attenuator (VOA). There are two control
94 technologies for VOAs, manually controlled and electrically controlled. This document covers
95 the both control technologies and VOAs of both single-mode and multimode. For electrically
96 controlled VOAs, the hysteresis characteristics of attenuation are sometimes important. The
97 hysteresis characteristics can be measured as stated in Annex B.
