SIST EN 301 839-2 V1.3.1:2009 is the SIST adoption of the ETSI harmonized European standard for short range devices used as Ultra Low Power Active Medical Implants (ULP-AMI) and Peripherals (ULP-AMI-P) in the 402 MHz to 405 MHz band. It specifies the radio spectrum and electromagnetic compatibility requirements used to show conformity with Article 3.2 of the R&TTE Directive, mainly for manufacturers, test labs, and conformity assessors working on implanted medical radio equipment.

What does SIST EN 301 839-2 V1.3.1:2009 specify?

SIST EN 301 839-2 V1.3.1:2009 specifies the essential radio requirements for ULP-AMI and ULP-AMI-P equipment operating in all or part of the 402 MHz to 405 MHz range. The standard is focused on spectrum use, interference control, and the test evidence needed for conformity.

The document is organized into five clauses and three annexes.

AnnexWhat it covers
Annex AHS Requirements and conformance Test specifications Table (HS-RTT) for presumption of conformity
Annex BEN title in the official languages
Annex CBibliography

Clause 1 states the scope, Clause 2 lists references, Clause 3 gives definitions and abbreviations, Clause 4 sets the technical requirements and specifications, and Clause 5 gives the compliance testing approach.

What are the key requirements of SIST EN 301 839-2 V1.3.1:2009?

SIST EN 301 839-2 V1.3.1:2009 ties compliance to both equipment design and radio performance. In practice, a manufacturer must declare how the device operates, then verify that the device stays within the declared operating conditions and limits.

  • Environmental profile, Clause 4.1 - The manufacturer declares the operational environmental profile, and the equipment must meet the requirements within that declared range. This matters because testing has to reflect the real temperature, humidity, and other conditions under which the implant or peripheral will be used.
  • Mechanical and electrical design, Clause 4.2.1 - The equipment must be designed with sound engineering practice to minimize harmful interference. Antennas are restricted to integral or dedicated types, user-accessible controls that could worsen interference should be protected, and any automatic transmitter shut-off or battery-saving feature may need to be disabled for testing.
  • Radio performance, Clauses 4.2.2 to 4.2.7 - The standard requires compliance for frequency error, emission bandwidth, effective radiated power of the fundamental emission, transmitter spurious emissions, frequency stability under low voltage conditions, and receiver spurious radiation. The limits and definitions are taken from EN 301 839-1, so part 2 mainly tells you which items must be checked for Article 3.2 conformity.
  • Spectrum access, Clause 4.2.8 - The manufacturer must declare a spectrum access method. At least one method must be chosen: LBT/AFA or LP/LDC. Both methods may be implemented, but operating with both is only allowed when the total emission bandwidth does not exceed 300 kHz. This is important because the access method affects how the device finds and uses a clear channel.
  • LP/LDC applicability, Clause 4.2.8.2 - The LP/LDC requirement applies only to ULP-AMI accessing the 403.5 MHz to 403.8 MHz band. For buyers and engineers, this means the chosen operating mode must match the intended band and device type.
  • Testing and uncertainty, Clause 5 - Tests are performed at representative points within the declared environmental profile, and the test report must include measurement uncertainty. The uncertainty values are based on TR 100 028. This matters because compliance is judged from measured values against the limits, not from nominal design claims.
  • Essential Radio Test Suite, Annex A and Clause 5.3 - The HS-RTT identifies which requirements are unconditional or conditional and which tests are Essential. For presumption of conformity, the Essential tests are the ones that must be demonstrated with the referenced procedures.

What terms does SIST EN 301 839-2 V1.3.1:2009 define?

The standard uses the definitions and abbreviations from EN 301 839-1, so part 1 is the glossary for this part.

  • Ultra Low Power Active Medical Implant (ULP-AMI) - An implanted medical radio device operating in the 402 MHz to 405 MHz range.
  • Ultra Low Power Active Medical Implant Peripheral (ULP-AMI-P) - A peripheral device associated with ULP-AMI equipment in the same frequency range.
  • Listen Before Talk (LBT) - A spectrum access method where the device checks the channel before transmitting.
  • Adaptive Frequency Agility (AFA) - The companion access method used with LBT in the monitoring-system approach.
  • Low Power/Low Duty Cycle (LP/LDC) - A spectrum access method based on restricted power and duty cycle.
  • Monitoring system - The circuitry in a medical implant transmitter or ULP-AMI-P that supports the LBT and AFA spectrum access protocol.
  • Effective radiated power - The transmitted power measure used in the conformity checks for the fundamental emission.

Who uses SIST EN 301 839-2 V1.3.1:2009?

SIST EN 301 839-2 V1.3.1:2009 is used by manufacturers of implanted medical radio devices and their peripherals, especially when selecting antennas, channel access methods, and shutdown features. It is also used by RF design engineers, test laboratories, and compliance teams that need to run the essential radio tests and document measurement uncertainty.

Quality managers, conformity assessors, and certification teams use the HS-RTT in Annex A to map each requirement to its test status. Regulatory and procurement teams use it to check whether a device has the technical evidence needed for Article 3.2 conformity.

Which standards are used with SIST EN 301 839-2 V1.3.1:2009?

The main companion standard is ETSI EN 301 839-1 (V1.3.1). It provides the technical characteristics, definitions, limits, and detailed test methods that part 2 refers to for frequency error, bandwidth, power, emissions, low-voltage stability, and spectrum access.

The standard also uses ETSI TR 100 028 (V1.4.1) for the treatment of measurement uncertainty. That reference matters because Clause 5.2 requires uncertainty values in the test report and links their calculation to that technical report.

What does the SIST EN 301 839-2 V1.3.1:2009 document contain?

The document contains the scope, references, definitions, technical requirements, and compliance testing rules for ULP-AMI and ULP-AMI-P equipment. Clause 4 is the main requirements section, while Clause 5 explains how to test the equipment and how to interpret results.

It also includes Table 1 with the transmit and receive service bands, Table 2 with maximum measurement uncertainty values, and Annex A with the HS-RTT used for presumption of conformity. Annex B gives the EN title in official languages, and Annex C lists background references.
