SIST EN 300 646-1 V4.2.2:2005 is the SIST adoption of EN 300 646-1 Version 4.2.2 for the Integrated Services Digital Network (ISDN) - Public Land Mobile Network (PLMN) signalling interface in GSM Phase 2. It specifies how Signalling System No. 7 (SS7) ISDN User Part (ISUP) version 2 is used between ISDN and PLMN gateways, so it is aimed at network engineers, operators, quality teams, and implementers who need the two networks to interwork correctly.

What does SIST EN 300 646-1 V4.2.2:2005 specify?

SIST EN 300 646-1 V4.2.2:2005 specifies the second version of the ISDN-GSM PLMN signalling interface for interconnection of PLMN and ISDN networks. It defines the trunk signalling behavior between the two networks and builds on ISUP version 2, with GSM Phase 2 functionality.

The document also notes what is outside its practical scope on this interface. It does not describe national-use messages and parameters marked with @ in ETS 300 356-1, and it states that DDI and MSN have no impact on the interface.

The document is organized into four main clauses and five annexes.

AnnexWhat it covers
Annex ATeleservices and the relation between ISDN teleservices and GSM teleservices
Annex BBearer services and their mapping context
Annex CMapping of parameters between ISUP and MAP
Annex DNormative formats and codes, including exceptions and clarifications
Annex EEcho control examples and call-flow cases

What are the key requirements of SIST EN 300 646-1 V4.2.2:2005?

Clause 4 says gateway exchanges in both networks behave like international incoming or outgoing gateways in the relevant cases from ETS 300 356-1 to ETS 300 356-19, except where this document gives different rules. In practice, implementers start from the ISUP gateway model and then apply the GSM-PLMN-specific exceptions here.

Clause 5.1 makes the formats and codes from ETS 300 356-1 applicable, but only together with the exceptions and clarifications in Annex D. Annex D is important because it tells implementers which messages and parameters are not used and which codes need special treatment at this interface.

Clause 5.2.1 says the gateway in the preceding network should perform fallback when the next network does not support fallback. That means the network edge, not the downstream side, has to handle the service downgrade.

Clause 5.2.2 replaces the dynamic echo control procedure from ISUP with the echo control procedure in ETS 300 121. For speech and 3,1 kHz audio, the mobile station shall provide acoustic echo control, and the PLMN may provide electric echo control; the procedure does not apply to unrestricted 64 kbit/s and higher unrestricted connection types. This matters because voice calls and unrestricted data calls are treated differently.

Clause 5.2.3 and 5.2.4 define the call setup behavior for PLMN-to-fixed and fixed-to-PLMN calls. The called party number may carry a Mobile Station Roaming Number (MSRN) or a Mobile Station ISDN number (MSISDN), the internal network number indicator is optional, and the PLMN should use an early Address Complete Message (ACM) timer of 5 to 20 seconds to avoid timer T7 expiry. In practice, gateways must be prepared for slow mobile routing and must code the number indicators correctly.

Clause 6.1.1 sets the rule for number parameters related to supplementary services. When the same-country conditions named in the text are met, the National significant number nature of address indicator is used; otherwise, the International number indicator is used. If a gateway changes the nature of address, it shall also change the number to match.

Clause 6.1.1 then applies that number-handling rule across the main supplementary services, including Calling Line Identification Presentation/Restriction (CLIP/CLIR), Connected Line Identification Presentation/Restriction (COLP/COLR), User-to-User Signalling (UUS), Closed User Group (CUG), Subaddressing (SUB), Malicious Call Identification (MCID), Explicit Call Transfer (ECT), diversion services, Call Hold (HOLD), Call Waiting (CW), Completion of Calls to Busy Subscriber (CCBS), Three party (3PTY), and Call Forwarding on Mobile Subscriber Not Reachable (CFNRc). For some of these services, the protocol supports the signaling but the GSM access does not provide the service itself.

Clause 6.2 highlights GSM-specific supplementary services. CFNRc uses the redirection reason Mobile Subscriber Not Reachable, while Advice of Charge (AoC), Call Barring (CB), and Unstructured Supplementary Service Data (USSD) have no impact on the ISDN-PLMN interface.

Clause 7 requires the Message Transfer Part (MTP) to conform to ETS 300 008, with the appropriate Network Indicator (NI). The preferred NI value inside GSM networks is 10 for a national network, which matters for correct signalling transport and network identification.

What terms does SIST EN 300 646-1 V4.2.2:2005 define?

  • Gateway - An exchange that switches a call to or from another network.
  • Gateway Mobile-service Switching Centre (GMSC) - A gateway exchange that performs interrogation to the Home Location Register (HLR).
  • Public Land Mobile Network (PLMN) - In this document, the GSM network.
  • Initial Address Message (IAM) - The ISUP message used to start call setup and carry called-party and routing information.
  • Address Complete Message (ACM) - The backward ISUP message used to indicate progress in call setup.
  • Mobile Station Roaming Number (MSRN) - A routing number used for calls to a mobile subscriber.
  • Message Transfer Part (MTP) - The signalling transport layer that carries the ISUP messages.

Who uses SIST EN 300 646-1 V4.2.2:2005?

SIST EN 300 646-1 V4.2.2:2005 is used by mobile network operators, fixed network operators, and equipment vendors that connect GSM PLMN and ISDN networks. It is also used by switch engineers, protocol implementers, interoperability testers, and conformance teams who need to verify call setup, supplementary service handling, echo control, and signalling transport at the gateway.

For buyers and quality managers, the document is useful when evaluating whether a switch, gateway, or interworking function supports the right ISUP version and GSM-related call behavior. For test teams, it provides the protocol rules behind the expected call flows and message coding.

What changed in SIST EN 300 646-1 V4.2.2:2005 from the previous edition?

The scope says this edition amends ETS 300 646-1 (GSM 09.12) to take account of voting results from V9717 and the change requests CR 09.12 v.4.1.0 A001 and CR 09.12 v.4.1.0 A003. The document history shows the sequence from Edition 1, through V4.2.1, to V4.2.2.
