SIST ETS 300 600 E1:2003 is the Slovenian standard identical to ETS 300 600 Edition 1. It specifies signalling requirements for interworking between the Integrated Services Digital Network (ISDN) or Public Switched Telephone Network (PSTN) and the Public Land Mobile Network (PLMN) in the European digital cellular telecommunications system (Phase 2). It is aimed at people who design, integrate, or verify fixed-mobile signalling and call set-up behaviour.

What does SIST ETS 300 600 E1:2003 specify?

SIST ETS 300 600 E1:2003 covers only the signalling side of interworking between the fixed network and the PLMN. It is about how messages, addressing, and call set-up should behave so that mobile service can be integrated correctly into the fixed network.

The document is organized into these main parts:

  • Foreword
  • Clause 1 Scope
  • Clause 2 Normative references
  • Clause 3 Definitions and abbreviations
  • Clause 4 General signalling requirements
  • Clause 5 Impact of the off-air call set-up (OACSU) on the interworking
  • History

Clause 1 also makes clear that service requirements are handled in a separate specification, so this document stays focused on signalling impacts.

What are the key requirements of SIST ETS 300 600 E1:2003?

Mobile-network signalling requirements

Clause 4 sets the basic expectations for PLMN equipment and the Mobile-services Switching Centres (MSCs). In practice, these requirements tell network designers which SS7 functions the mobile side must support and how little information may be lost when the mobile and fixed networks interwork.

  • Mobile Application Part (MAP) support via Transaction Capabilities (TC) - The mobile network uses TC of Signalling System No. 7 (SS7) for MAP information exchange, so equipment must follow the TC interface rules in CCITT Recommendations Q.771 to Q.774. This matters because MAP signalling has to be handled consistently at the network nodes.
  • SCCP addressing for MAP routing - Mobile nodes must provide the Signalling Connection Control Part (SCCP) address through TC according to CCITT Recommendations Q.711 to Q.714. This is what lets MAP messages be routed to the right destination.
  • MSC interworking with fixed exchanges - For call set-up, MSCs must interface with fixed exchanges using the same signalling interface specifications as the fixed network, with SS7 user parts such as Telephone User Part (TUP) or Integrated Services Digital Network User Part (ISUP). This keeps call control aligned across both networks.
  • Preservation of information across the radio path and MSC - The PLMN and the signalling on the radio path must provide the information needed for correct interworking, with minimum loss of information in the MSC. That means the mobile side has to pass through the call details the fixed network expects.
  • SS7 Message Transfer Part (MTP) compliance - PLMN nodes must comply with the MTP specifications in CCITT Recommendations Q.701 to Q.707. This is the basic transport layer for SS7 signalling.
  • ISDN-PLMN signalling interface - The signalling interface between ISDN and PLMN is described in ETS 300 303. Readers implementing the fixed-mobile boundary need to use that companion document together with this one.

OACSU behaviour

Clause 5 explains how off-air call set-up (OACSU) affects call handling. OACSU is optional and is limited to national telephone calls only. In practice, this means the radio channel can be held back to save resources, but the network has to manage call timing carefully.

  • Outgoing calls from a mobile station - The traffic channel is allocated when the called party’s answer reaches the MSC. If no idle traffic channel is available in time, the called party must hear an announcement. Once started, that announcement must continue to the end unless the called party clears.
  • Early radio-path set-up in some cases - If the ADDRESS COMPLETE message (ACM) suggests that no ANSWER message may follow, the radio path must be set up immediately when the ACM is received. This avoids call progress problems.
  • Incoming calls to a mobile station - For incoming calls, the ANSWER message is sent back to the originating exchange only after the traffic channel has been established and the called party connection is recognized. This keeps the fixed network informed only when the mobile side is actually ready.

What terms does SIST ETS 300 600 E1:2003 define?

  • Integrated Services Digital Network (ISDN) - The fixed digital network used as one of the interworking partners in this specification.
  • Public Switched Telephone Network (PSTN) - The public fixed telephone network that must interwork with the PLMN.
  • Public Land Mobile Network (PLMN) - The mobile network that must fit into the fixed-network signalling environment.
  • Mobile-services Switching Centre (MSC) - The switching node where mobile call control and fixed-network interworking meet.
  • Mobile Application Part (MAP) - The SS7 application part used for information exchange between mobile network nodes.
  • Signalling Connection Control Part (SCCP) - The SS7 function used to route signalling messages by address.
  • Off-Air Call Set-Up (OACSU) - A call set-up method that delays radio-channel use until both parties are ready.

Who uses SIST ETS 300 600 E1:2003?

SIST ETS 300 600 E1:2003 is used by mobile network operators, fixed-network operators, switch manufacturers, signalling equipment vendors, and system integrators. It is also relevant for engineers and test teams who verify call set-up, message routing, and SS7 interworking between GSM networks and ISDN or PSTN networks.

In practice, it helps with network design, MSC integration, interoperability checks, and troubleshooting of call progress problems at the fixed-mobile boundary.

What changed in SIST ETS 300 600 E1:2003 from the previous edition?

SIST ETS 300 600 E1:2003 is identified as the first edition and corresponds to GSM technical specification GSM 09.03 version 4.0.3. The history section lists it as First Edition.

What does the SIST ETS 300 600 E1:2003 document contain?

The document brings together the scope, references, abbreviations, and the signalling requirements for fixed-mobile interworking in one place. Its technical core is Clause 4, which sets the SS7, TC, SCCP, MTP, and MSC requirements for the PLMN side.

Clause 5 then explains how OACSU changes outgoing and incoming call handling, including channel allocation, announcement use, and when the answer message may be sent. It is mainly a design and verification document for signalling behaviour, not a service-feature catalogue.

Foreword
This European Telecommunication Standard (ETS) has been produced by the Special Mobile Group
(SMG) Technical Committee (TC) of the European Telecommunications Standards Institute (ETSI).
This ETS specifies the signalling requirements on interworking between the Integrated Services Digital
Network (ISDN) or Public Switched Telephone Network (PSTN) and the Public Land Mobile Network
(PLMN) within the European digital cellular telecommunications system (Phase 2).
This ETS correspond to GSM technical specification, GSM 09.03 version 4.0.3.
The specification from which this ETS has been derived was originally based on CEPT documentation,
hence the presentation of this ETS may not be entirely in accordance with the ETSI/PNE rules.
Reference is made within this ETS to GSM Technical Specifications (GSM-TS) (NOTE).
NOTE: TC-SMG has produced documents which give the technical specifications for the
implementation of the European digital cellular telecommunications system.
Historically, these documents have been identified as GSM Technical Specifications
(GSM-TS). These TSs may have subsequently become I-ETSs (Phase 1), or ETSs
(Phase 2), whilst others may become ETSI Technical Reports (ETRs). GSM-TSs are,
for editorial reasons, still referred to in current GSM ETSs.

1 Scope
The purpose of this technical specification is to present the general requirements for the Public Switched
Telephone Network (PSTN) and the Integrated Services Digital Network (ISDN) as well as for the mobile
network to be met in order to ensure a correct integration of the mobile service in the fixed network.
This technical specification covers only the signalling aspects of the interworking. The service
requirements have to be covered in a specific specification: only the signalling impacts have to be dealt
with here.
