SIST EN 301 084 V1.1.1:2005 is the Slovenian adoption of EN 301 084 Version 1.1.1 for the Integrated Services Digital Network (ISDN) Outgoing Call Barring-User Controlled (OCB-UC) supplementary service. It gives the stage 1 service description: what the service does, how a served user activates or deactivates it, and how barred outgoing calls are handled. The document is written for ISDN service providers, network operators, and implementers who need to understand the user-level behaviour of OCB-UC.
What does SIST EN 301 084 V1.1.1:2005 specify?
SIST EN 301 084 V1.1.1:2005 specifies the OCB-UC supplementary service for pan-European ISDN and describes it from the user’s point of view. It also sets out interworking requirements for private ISDNs with the public ISDN and the base functionality when the service is offered through a private ISDN.
The scope is limited to stage 1 service description. It excludes human-interface details, charging principles, and interactions with services outside the listed interaction clauses. The document is organized into clauses on references, definitions, description, procedures, interworking requirements, interactions with ISDN supplementary services, and interactions with other services.
What are the key requirements of SIST EN 301 084 V1.1.1:2005?
The core function of SIST EN 301 084 V1.1.1:2005 is to reject outgoing calls that belong to barred types while leaving incoming call capability unchanged. In practice, the served user selects a barring program, activates it, and can later deactivate it or interrogate its status.
Service availability and subscription
The service is available to users connected via basic access or primary rate access. A service provider may offer it for a whole access or per ISDN number, and may also limit it to particular basic services. This matters because provisioning and user administration depend on how the access is subscribed.
Barring programs and PIN protection
The service provider defines the number and contents of the barring programs, with a maximum of 256. A Personal Identification Number (PIN) is assigned on provision and is used for activation, deactivation, and disabling. This gives the service provider control over which call types can be barred and helps prevent unauthorized use.
Activation and deactivation
When activating OCB-UC, the served user supplies the barring program, the PIN, and whether the action applies to all relevant basic services or just one. When the subscription is per ISDN number, the user may also need to identify the number concerned. The network confirms successful activation, and calls already in progress are not affected.
Operation, disabling, and interrogation
When active, the network checks each outgoing call against the active barring program or programs. If a call is barred, the attempt is rejected and the response is aligned with Outgoing Call Barring-Fixed (OCB-F); if it is not barred, the call proceeds normally. The service may also allow per-call disabling with a PIN, while interrogation returns the current activation state and any active barring programs without requiring a PIN.
Interworking and service interactions
For private ISDNs, the document points to ETS 300 345 for interworking requirements. It also describes interactions with supplementary services such as call forwarding, call deflection, Completion of Calls to Busy Subscriber (CCBS), Completion of Calls on No Reply (CCNR), Closed user group, and Outgoing Call Barring-Fixed (OCB-F). These clauses matter when OCB-UC and other services are active at the same time and a network has to decide which service takes precedence.
What terms does SIST EN 301 084 V1.1.1:2005 define?
- Barring program - a selected set of call types, number ranges, or prefixes that are barred together.
- Disabling - a per-call action that lets the user make a normally barred outgoing call without removing the service.
- ISDN number - a number that follows the ITU-T E.164 numbering plan and structure.
- Network operator - the entity that provides the network elements and resources needed to execute OCB-UC.
- Personal Identification Number (PIN) - a 4 to 12 position alphanumeric code or password used to authenticate the user at the access device.
- Served user - the user to whom OCB-UC is provided.
- Service provider - the entity that offers the OCB-UC subscription; the network operator may also be the service provider.
Who uses SIST EN 301 084 V1.1.1:2005?
SIST EN 301 084 V1.1.1:2005 is used by ISDN service providers and network operators that offer user-controlled outgoing call barring. It is also relevant for private ISDN administrators, telecom engineers, and equipment implementers who need to configure subscription options, activation behaviour, PIN handling, and interaction with other supplementary services. Quality and compliance teams use it to check that the service behaves as defined at the user-service level.
Which standards are used with SIST EN 301 084 V1.1.1:2005?
- CCITT Recommendation I.130 - defines the stage 1, stage 2, and stage 3 service characterization approach used for ISDN services.
- ITU-T Recommendation I.112 - supplies ISDN vocabulary and the definitions for terms such as basic service, basic access, and primary rate access.
- ITU-T Recommendation E.164 - provides the international numbering plan used for ISDN numbers.
- ITU-T Recommendation I.210 - gives the general principles for telecommunication services supported by an ISDN and how they are described.
- ETS 300 345 - covers general aspects of interworking between public ISDNs and private ISDNs.
What does the SIST EN 301 084 V1.1.1:2005 document contain?
The document contains a service description, procedures for provision, activation, deactivation, disabling, and interrogation, and clauses on interworking and service interactions. It distinguishes normal and exceptional procedures and gives the user information and rejection handling expected from the network. The document also states that no method of testing is provided, because conformance is addressed through the stage 3 standards for the relevant equipment.

1 Scope
The present document defines the stage one of the OCB-UC supplementary service for the pan-European ISDN as
provided by European telecommunications operators. Stage one is an overall service description from the user's point of
view (see CCITT Recommendation I.130 [1]), but does not deal with the details of the human interface itself.
The present document defines the interworking requirements of private ISDNs with the public ISDN.
In addition the present document specifies the base functionality where the service is provided to the user via a private
ISDN.
The present document does not specify the additional requirements where the service is provided to the user via a
telecommunications network that is not an ISDN but does include interworking requirements of other networks with the
public ISDN.
Interactions with supplementary services not listed in clause 8 and other services not listed in clause 9 are outside the
scope of the present document.
Charging principles are outside the scope of the present document.
The OCB-UC supplementary service enables calls belonging to certain types to be rejected when they are originated by
the served user. The served user's ability to receive incoming calls is unaffected by the OCB-UC supplementary service.
The served user can select the barring program, activate and later deactivate it.
NOTE: Barring of certain types of calls by the network provider due to national legislations, regulations or for any
other reason, are out of the scope of this service.
The OCB-UC supplementary service is applicable to all circuit-switched telecommunications services.
The present document is applicable to the stage two and stage three standards for the ISDN OCB-UC supplementary
service. The terms "stage two" and "stage three" are also defined in CCITT Recommendation I.130 [1]. Where the text
indicates the status of a requirement (i.e. as strict command or prohibition, as authorization leaving freedom, or as a
capability or possibility), this shall be reflected in the text of the relevant stage two and stage three standards.
Furthermore, conformance to the present document is met by conforming to the stage three standards with the field of
application appropriate to the equipment being implemented. Therefore no method of testing is provided for the present
document.
