Overview

EN 61280-1-1:2013 (IEC 61280-1-1:2013) specifies basic test procedures for measuring the transmitter output optical power coupled into single-mode optical fibre cable. Intended for general fibre‑optic communication subsystems, the standard covers measurement of power delivered from a transmitter into cables containing dispersion‑unshifted or dispersion‑shifted single‑mode fibre. This second edition (2013) updates the 1998 edition and adds Annex A on how to account for measurement uncertainties.

Key topics and requirements

  • Scope: Measurement of optical power coupled from the output of a transmitter under test into single‑mode optical fibre cable.
  • Apparatus:
    • Optical power meter with at least 0.1 dB resolution, suitable detector area to capture all fibre output, and calibration per IEC 61315.
    • Signal source matched to the system interface.
    • Test cord: single‑mode fibre length known to remove cladding modes; terminated with appropriate connectors.
  • Connector care: Inspect and clean connector endfaces in accordance with IEC 61300‑3‑35 (visual/automated inspection).
  • Mode control: Remove higher order modes (example test cord length 2 m–10 m with an 80 mm diameter loop as shown in the standard).
  • Operating and warm‑up conditions:
    • Allow transmitter to reach steady state (typically 30 minutes unless specified otherwise).
    • Follow power meter manufacturer warm‑up/settling times.
  • Measurement procedure:
    • Record optical power readings; disregard unstable readings (fluctuation > 0.4 dB).
    • Obtain five stable readings (or reject the transmitter/test cord after 10 attempts if criteria not met).
    • Compute the average of five readings as the effective transmitter output power.
  • Uncertainties: Annex A provides guidance on accounting for measurement uncertainties - a key technical addition in this edition.

Applications and users

This standard is practical for:

  • Test laboratories performing acceptance and conformance testing of fibre‑optic transmitters.
  • Manufacturers during production verification and quality control of transmitters and subsystem modules.
  • System integrators and installers conducting commissioning and troubleshooting of single‑mode links.
  • Compliance and certification engineers preparing test reports for single‑mode optical fibre cable systems.

Typical uses include transmitter characterization, production line checks, field acceptance tests, and diagnostic measurements where reliable transmitter output optical power measurement for single‑mode optical fibre cable is required.

FOREWORD
1) The International Electrotechnical Commission (IEC) is a worldwide organization for standardization comprising
all national electrotechnical committees (IEC National Committees). The object of IEC is to promote
international co-operation on all questions concerning standardization in the electrical and electronic fields. To
this end and in addition to other activities, IEC publishes International Standards, Technical Specifications,
Technical Reports, Publicly Available Specifications (PAS) and Guides (hereafter referred to as “IEC
Publication(s)”). Their preparation is entrusted to technical committees; any IEC National Committee interested
in the subject dealt with may participate in this preparatory work. International, governmental and non-
governmental organizations liaising with the IEC also participate in this preparation. IEC collaborates closely
with the International Organization for Standardization (ISO) in accordance with conditions determined by
agreement between the two organizations.
2) The formal decisions or agreements of IEC on technical matters express, as nearly as possible, an international
consensus of opinion on the relevant subjects since each technical committee has representation from all
interested IEC National Committees.
3) IEC Publications have the form of recommendations for international use and are accepted by IEC National
Committees in that sense. While all reasonable efforts are made to ensure that the technical content of IEC
Publications is accurate, IEC cannot be held responsible for the way in which they are used or for any
