SIST ETS 300 735 E1:2006
(Main)Satellite Personal Communications Networks (S-PCN); Network Control Facilities (NCF) for Mobile Earth Stations (MES), including handheld earth stations, for S-PCN in the 1,6/2,4 GHz and the 2,0 GHz bands, providing voice and/or data communications under the Mobile Satellite Service (MSS)
- Abstract
This European Telecommunication Standard (ETS) provides specifications for the standardization of the characteristics of a minimum set of Network Control Facilities (NCF) for Mobile Earth Stations (MESs) with both transmit and receive capabilities. NCFs are specified in order to protect other users of the frequency spectrum from unacceptable interference, by ensuring that the network operator is able to suppress and enable the transmissions from the MESs. In particular, these facilities will allow certain interference situations, resulting from the emissions from interfering MESs, to be terminated. This ETS defines specifications for the control facilities in an S-PCN network in which MESs as defined in ETS 300 733 [1] and ETS 300 734 [2] operate.

SIST ETS 300 735 E1:2006 is the SIST edition identical to ETS 300 735 Edition 1 from ETSI. It specifies Network Control Facilities (NCF) for Mobile Earth Stations (MES), including handheld earth stations, in Satellite Personal Communications Networks (S-PCN) operating in the 1,6/2,4 GHz and 2,0 GHz bands under the Mobile Satellite Service (MSS). The standard is for network operators and implementers who need to control MES transmissions, support lawful interception, and manage interference.
What does SIST ETS 300 735 E1:2006 specify?
SIST ETS 300 735 E1:2006 specifies a minimum set of NCF characteristics for MES with both transmit and receive capability. Its main purpose is to let the network operator suppress and enable MES transmissions so that harmful interference to other spectrum users can be stopped.
SIST ETS 300 735 E1:2006 is organized into a short set of clauses that move from general information to specific functions:
- Clause 1 - Scope
- Clause 2 - Normative references
- Clause 3 - Abbreviations
- Clause 4 - Test report
- Clause 5 - Suppression of MES transmissions
- Clause 6 - Re-enabling of MES transmissions
- Clause 7 - Lawful interception
The standard applies to S-PCN networks in which MESs defined in ETS 300 733 and ETS 300 734 operate. In practice, that means it sits on top of the MES specifications and focuses on the network control functions around them.
What are the key requirements of SIST ETS 300 735 E1:2006?
Suppress MES transmissions
Clause 5 requires the NCF to be able to suppress transmissions from any MES by entering the appropriate command at the NCF. Once the command is entered, the selected MES is to receive a transmission disable command and stop transmitting, with carrier-off occurring within 30 seconds, until transmissions are re-enabled. For operators, this is the mechanism for stopping an interfering terminal quickly.
Clause 5 also defines how suppression is verified: by documentary evidence and demonstration, with tests carried out when the MES is idle, during transmission, and before an intended transmission. That matters because the control must work in different operating states, not only when the terminal is already active.
Re-enable MES transmissions
Clause 6 requires the NCF to be able to re-enable transmissions from an MES whose transmissions were previously suppressed, provided a link is available. In practice, this lets the operator restore service after the interference situation has been handled.
Support lawful interception
Clause 7 requires provisions for lawful interception of users’ communications, including real-time communications made up of call content and call associated data. The NCF must provide real-time and full-time monitoring capability for lawful interception. This is the technical basis for authorized interception functions in the network.
Protect interception functions and data
Clause 7 also requires access to interception functions to be protected. All data relating to interception or interception attempts, whether authorized or unauthorized, shall be recorded and protected, and data acquired through interception shall also be protected. For implementers, this means access control and audit protection are part of the NCF design, not optional extras.
Report the test results
Clause 4 requires the test report to contain the results of the test. In practice, the operator or test laboratory needs to keep evidence that the suppression, re-enabling, and interception-related functions were checked.
What terms does SIST ETS 300 735 E1:2006 define?
- MES (Mobile Earth Station) - A terminal used in the S-PCN system that has both transmit and receive capabilities.
- MSS (Mobile Satellite Service) - The satellite service under which the voice and/or data communications are provided.
- NCF (Network Control Facilities) - The control functions used to suppress, enable, and manage MES transmissions.
- S-PCN (Satellite Personal Communications Networks) - The satellite network environment covered by the standard.
- Lawful interception - Authorized monitoring of user communications for legal purposes.
- Call content - The actual communication being carried, which clause 7 includes within lawful interception.
- Call associated data - Data linked to the communication, which clause 7 also includes within lawful interception.
Who uses SIST ETS 300 735 E1:2006?
SIST ETS 300 735 E1:2006 is used by S-PCN network operators, satellite system designers, MES manufacturers, and test laboratories. It is also relevant to regulatory and lawful interception stakeholders who need network functions that can stop interference, restore transmission, and support authorized monitoring.
For a buyer or engineering manager, the standard is useful when evaluating whether a network or terminal design includes the required remote control, verification, and interception-related functions. For quality and compliance teams, it defines what needs to be demonstrated and documented.
Which standards are used with SIST ETS 300 735 E1:2006?
- ETS 300 733 - Defines MES for S-PCN in the 1,6/2,4 GHz bands and provides the terminal basis for this standard.
- ETS 300 734 - Defines MES for S-PCN in the 2,0 GHz bands and provides the terminal basis for this standard.
- European Union Council Resolution 9529/95/EEC - Provides general information on international requirements for lawful interception of telecommunications.
What does the SIST ETS 300 735 E1:2006 document contain?
The document is a short technical standard with a foreword, scope, references, abbreviations, a test report clause, and three functional clauses on suppression, re-enabling, and lawful interception. It gives procedural requirements for network control rather than design drawings or worked examples.
Its content is centered on operational control and verification: how to stop an MES transmission, how to restore it, and how to support interception functions while protecting access and data. The history page records the document’s publication trail.
