Each icon in ISO/IEC 18036:2003 is specified with the following: Primary function; Specific instance; Components; Graphic. Web browser toolbar icons enable users to invoke functions that act upon pre-selected or default objects. Functions initiated by these icons may also be available via text commands on menus. Web browser toolbar icons provide direct access to functions by graphically representing those text commands.

Overview - ISO/IEC 18036:2003 (Web browser toolbar icons)
ISO/IEC 18036:2003 defines a consistent set of icon symbols and functions for World Wide Web browser toolbars. It specifies the primary purpose, typical visual components, and allowable variations for common toolbar icons so that users can reliably identify and invoke browser actions. The standard covers icons such as Back, Forward, Reload/Refresh, Home, Search, Print, Stop, Bookmarks/Favourites, and Save (Page) and describes how these icons should behave and appear on screen.
Key topics and requirements
- Primary functions and specific instances: Each icon is defined by its main function (e.g., Back returns to the previously viewed page) and a recommended graphic representation (e.g., left-pointing triangle for Back).
- Icon components and graphics: Detailed component descriptions for each symbol (triangles and shafts for Back/Forward, cyclic arrow for Refresh, house for Home, torch for Search, printer for Print, white “X” in a dark/red circle for Stop, folder with “+” for Bookmarks, and open folder with arrow for Save).
- Interaction and selection: Icons must be selectable by common pointing devices (e.g., mouse click) and act upon pre-selected or default objects.
- Arrangement and grouping: Related toolbar icons should be grouped and visually organized (rows, columns, or boxes) for ease of use.
- Visual feedback and status: There must be clear visual discriminability between available and unavailable functions, consistent feedback when functions are invoked, and status indication for ongoing actions.
- Recommendations: Guidance on color use, visual prominence, avoiding text inside icons unless necessary, and permitting user customization of icon arrangement.
Practical applications and users
- Browser vendors and UI designers: Use the standard to ensure consistent, recognizable toolbar controls across platforms and to improve usability and accessibility.
- Software developers and product managers: Apply the icon definitions and interaction requirements when implementing browser features, extensions, or embedded web viewers.
- UX researchers and accessibility specialists: Reference the visual feedback, grouping and text/typeface recommendations to design inclusive toolbars.
- Corporate IT and product teams: Adopt the standard when creating custom browsers or web-based applications that expose toolbar controls.
Benefits include improved user recognition, reduced learning curve for browser controls, and consistent behavior across implementations.
Related standards
- Normative references include ISO/IEC 11581-1:2000, 11581-2:2000, and 11581-6:1999 (icon symbols and functions - general, object icons, and action icons). Compliance with ISO/IEC 18036 requires alignment with these ISO/IEC 11581 parts where specified.

Foreword
ISO (the International Organization for Standardization) and IEC (the International Electrotechnical Commission)
form the specialized system for worldwide standardization. National bodies that are members of ISO or IEC
participate in the development of International Standards through technical committees established by the
respective organization to deal with particular fields of technical activity. ISO and IEC technical committees
collaborate in fields of mutual interest. Other international organizations, governmental and non-governmental, in
liaison with ISO and IEC, also take part in the work. In the field of information technology, ISO and IEC have
established a joint technical committee, ISO/IEC JTC 1.
International Standards are drafted in accordance with the rules given in the ISO/IEC Directives, Part 2.
The main task of the joint technical committee is to prepare International Standards. Draft International Standards
adopted by the joint technical committee are circulated to national bodies for voting. Publication as an International
Standard requires approval by at least 75 % of the national bodies casting a vote.
Attention is drawn to the possibility that some of the elements of this document may be the subject of patent rights.
ISO and IEC shall not be held responsible for identifying any or all such patent rights.
