Overview
ISO/IEC 8808 (Information technology for learning, education and training - Online course information model) defines an information model for online courses. Published as a DIS draft by ISO/IEC JTC 1/SC 36 (secretariat: KATS, 2025), the document explains the basic elements and property specifications that form the conceptual foundation for online course design, instructional behaviour modelling, and platform interoperability. Note: at the DIS stage this document is a draft for review and comment and is subject to change.
Key topics
The standard focuses on structured course metadata and the relationships between core learning elements. Major technical topics and requirements include:
- Core elements: online course, learning activity, knowledge point, digital learning resource.
- Course properties: course ID, title, description, objective, syllabus, program, start/end dates, delivery mode, course fee, prerequisites, announcements, target audience, awards, reference material, preview.
- Learning activity properties: activity ID, name, classification, description, start/end times, resource links, subdivisions and subactivity IDs.
- Knowledge point properties: knowledge point ID, name, description, relevant learning activities.
- Digital learning resource properties: resource ID, name, description, classification, format, resource link, relevant knowledge points.
- Constraints and normative rules: property constraints, required/optional fields, and consistency rules for migrating and sharing course data between platforms.
- Supporting sections: terms and definitions, symbols/abbreviations and informative annexes that clarify model usage.
Applications
ISO/IEC 8808 is intended to improve interoperability, discoverability and portability of online learning content and course structure. Practical applications include:
- Designing and documenting online course metadata for Learning Management Systems (LMS).
- Enabling migration and data exchange of course packages between platforms.
- Supporting instructional design workflows by standardizing activity and knowledge-point descriptions.
- Cataloguing and indexing digital learning resources for search and reuse.
- Guiding platform vendors and integrators in implementing consistent course APIs and data models.
Who should use this standard
- Instructional designers and course authors
- LMS/platform developers and content management teams
- Educational institutions and corporate training departments
- EdTech integrators and system architects
- Standards bodies and policy makers involved in digital learning interoperability
Related standards
ISO/IEC 8808 complements other e‑learning specifications commonly used in the sector (for example, SCORM, xAPI, IMS LTI and Learning Object Metadata standards) to achieve broader interoperability, content tracking and integration across systems.

Introduction
The role of online learning within formal education and training has developed considerably since the advent
of the world wide web. During the public health emergencies, this mode of teaching and learning was pivotal
in maintaining continuity of delivery and access. As a result, there is renewed attention on issues associated
with efficiency and interoperability of the systems that support online learning.
The primary purpose of this document is to:
a) provide an information model that identifies opportunities for course interoperability;
b) promote course sharing among different institutions and learning management systems, i.e. course
information sharing and course importation and exportation;
c) specify common elements of an online course for participants and suppliers using ISO/IEC 19788-1:2024
[1]
;
d) enhance user experience of participants and interested parties; and to
e) guide e-learning related suppliers to provide more quality products and services.
