Overview
IEC 63044-5-1:2017/AMD1:2022 is an important amendment to the international standard governing Home and Building Electronic Systems (HBES) and Building Automation and Control Systems (BACS). This amendment focuses on enhancing the Electromagnetic Compatibility (EMC) requirements, test conditions, and test set-up procedures for HBES/BACS devices. Developed by the IEC Technical Committee 23, which specializes in electrical accessories, this standard update ensures that HBES and BACS devices meet the latest EMC performance criteria to operate reliably without causing or succumbing to electromagnetic interference.
The IEC (International Electrotechnical Commission) is the worldwide authority for publishing guidelines and standards in electrical, electronic, and related technologies. By adhering to IEC 63044-5-1 and its amendments, manufacturers can enhance product interoperability, safety, and performance in smart homes and buildings.
Key Topics
- EMC Requirements for HBES/BACS: Defines the electromagnetic compatibility criteria applicable to devices used in home and building automation, ensuring minimal electromagnetic disturbances and reliable communication.
- General Performance Criteria: Includes performance criteria A and B to assess device behavior under electromagnetic disturbances, focusing on maintaining communication and restoring normal operation after interference.
- Standard Test Conditions: Specifies the environmental and operational conditions under which EMC testing must occur, including the number and type of surge pulses, to guarantee consistent and reliable results.
- Test Set-Up Procedures: Describes detailed measurement setups and equipment configurations for testing conducted and radiated emissions, adhering to CISPR 32 standards.
- Port Definitions and Testing Terminology: Clarifies technical terms such as "ports" of equipment under test, improving the accuracy and uniformity of EMC testing.
- Removal and Updating of Outdated References: The amendment replaces previous references (e.g., CISPR 22 and 23) with updated standards like CISPR 32 to reflect the current state of the art in EMC testing protocols.
Applications
This standard amendment is critical for manufacturers and engineers involved in the design, testing, and certification of home automation, smart building systems, HVAC controls, lighting control systems, security infrastructures, and other BACS/HBES devices. The practical value includes:
- Ensuring robust EMC performance of electronic control units within residential and commercial buildings.
- Facilitating regulatory compliance in global markets by aligning testing procedures with international EMC standards.
- Supporting interoperability between different systems and technologies by providing uniform EMC requirements.
- Reducing potential communication failures and system downtime caused by electromagnetic disturbances.
- Enabling reliable installation and operation of smart devices that contribute to energy efficiency and occupant comfort in buildings.
Related Standards
- CISPR 32: The amendment replaces references to CISPR 22 and CISPR 23 with CISPR 32, which governs multimedia equipment electromagnetic emissions.
- IEC 63044 Series: Other parts of this series cover different aspects of HBES and BACS, including system interfaces and functional requirements.
- ISO/IEC Directives: The standard is developed following ISO/IEC directives for international standardization and document drafting.
- IEC Technical Committee 23 Publications: Other standards addressing electrical accessories and components interact with IEC 63044-5-1 requirements and testing procedures.
Adhering to IEC 63044-5-1:2017/AMD1:2022 ensures that home and building electronic systems operate smoothly in complex electromagnetic environments. Implementing these EMC requirements strengthens product reliability and market acceptance, making this amendment essential for manufacturers in the building automation sector.

AMENDMENT 1
FOREWORD
1) The International Electrotechnical Commission (IEC) is a worldwide organization for standardization comprising
all national electrotechnical committees (IEC National Committees). The object of IEC is to promote international
co-operation on all questions concerning standardization in the electrical and electronic fields. To this end and
in addition to other activities, IEC publishes International Standards, Technical Specifications, Technical Reports,
Publicly Available Specifications (PAS) and Guides (hereafter referred to as "IEC Publication(s)"). Their
preparation is entrusted to technical committees; any IEC National Committee interested in the subject dealt with
may participate in this preparatory work. International, governmental and non-governmental organizations liaising
with the IEC also participate in this preparation. IEC collaborates closely with the International Organization for
Standardization (ISO) in accordance with conditions determined by agreement between the two organizations.
2) The formal decisions or agreements of IEC on technical matters express, as nearly as possible, an international
consensus of opinion on the relevant subjects since each technical committee has representation from all
interested IEC National Committees.
3) IEC Publications have the form of recommendations for international use and are accepted by IEC National
Committees in that sense. While all reasonable efforts are made to ensure that the technical content of IEC
Publications is accurate, IEC cannot be held responsible for the way in which they are used or for any
misinterpretation by any end user.
4) In order to promote international uniformity, IEC National Committees undertake to apply IEC Publications
transparently to the maximum extent possible in their national and regional publications. Any divergence between
any IEC Publication and the corresponding national or regional publication shall be clearly indicated in the latter.
5) IEC itself does not provide any attestation of conformity. Independent certification bodies provide conformity
assessment services and, in some areas, access to IEC marks of conformity. IEC is not responsible for any
services carried out by independent certification bodies.
6) All users should ensure that they have the latest edition of this publication.
7) No liability shall attach to IEC or its directors, employees, servants or agents including individual experts and
members of its technical committees and IEC National Committees for any personal injury, property damage or
other damage of any nature whatsoever, whether direct or indirect, or for costs (including legal fees) and
expenses arising out of the publication, use of, or reliance upon, this IEC Publication or any other IEC
Publications.
8) Attention is drawn to the Normative references cited in this publication. Use of the referenced publications is
indispensable for the correct application of this publication.
9) Attention is drawn to the possibility that some of the elements of this document may be the subject of patent
rights. IEC shall not be held responsible for identifying any or all such patent rights.
