Prizemni snopovni radio (TETRA) - Govor in podatki (V+D) - 7. del: Varnost

Ta dokument opredeljuje prizemni snopovni radijski sistem (TETRA), ki podpira govor in podatke (V+D). Določa radijski vmesnik, medsebojno delovanje med prizemnimi snopovnimi radijskimi sistemi in drugimi sistemi prek prehodov, vmesnik terminalske opreme na mobilni postaji, povezavo linijskih postaj z infrastrukturo, varnostne vidike prizemnih snopovnih radijskih omrežij, storitve upravljanja, ki so razpoložljive operaterju, cilje učinkovitosti ter dopolnilne storitve, ki so na voljo poleg osnovnih in telekomunikacijskih storitev.
Ta del opisuje varnostne mehanizme govora in podatkov v okviru prizemnega snopovnega radia.
• preverjanje pristnosti mobilne postaje (MS) z infrastrukturo prizemnega snopovnega radia;
• preverjanje pristnosti infrastrukture prizemnega snopovnega radia z mobilno postajo.
Točka 5 opisuje mehanizme in protokole za omogočanje in onemogočanje opreme mobilnih postaj ter naročnine uporabnika.
Prizemni snopovni radio lahko omogoča možnost šifriranja radijskega vmesnika. Točka 6, kadar se uporablja,
opisuje mehanizme zaupnosti s šifriranjem radijskega vmesnika, govor v vodovnem načinu, podatke v vodovnem načinu, paketne podatke in informacije o nadzoru. Točka 6 opisuje mehanizme šifriranja in postopke mobilnosti.

Overview

ETSI EN 300 392-7 V3.5.1 (2019-07) - Terrestrial Trunked Radio (TETRA) Voice plus Data (V+D) - Part 7: Security specifies the security framework for TETRA V+D systems. It defines how confidentiality, authentication and key management are applied at the air interface and across the Inter‑System Interface (ISI). The part is one element of the ETSI/EN 300 392 TETRA V+D series and complements specifications for the air interface, terminal interfaces, network interworking and management services.

Key topics and technical requirements

  • Scope of protection
    • Confidentiality of control signalling and user speech/data on the air interface.
    • Authentication services for both mobile stations (MS) and infrastructure (mutual authentication).
    • Key management for air interface and for transfer across ISI.
  • Authentication
    • Clause 4 defines air interface authentication and key management mechanisms.
    • Two core authentication services (from ETSI ETR 086-3): authentication of an MS by the infrastructure, and authentication of the infrastructure by an MS.
    • Supports mutual authentication and equipment/ subscription validation mechanisms.
  • Key management and key types
    • Document describes multiple cipher and key-management elements referenced in the standard text, including DCK, GCK, CCK, SCK and GSKO.
    • Procedures for distribution, activation, change notifications and deletion of keys are specified.
    • Over‑The‑Air Rekeying (OTAR) protocols and synchronization procedures for key change are included.
  • Encryption and control
    • Clause 6 (optional) describes air interface encryption for circuit‑mode speech, circuit‑mode data, packet data and control information, plus control protocols and mobility procedures for encrypted operation.
  • Enable/disable and subscription control
    • Clause 5 specifies mechanisms to enable/disable mobile equipment and user subscriptions (including protocol primitives).
  • Out of scope
    • Detailed handling of protocol errors, degraded mode behaviour, and detailed Authentication Centre description are explicitly outside the standard’s scope.

Practical applications - who uses this standard

  • Network operators deploying TETRA V+D for public safety, transportation, utilities and critical infrastructure.
  • Radio equipment manufacturers (MS and infrastructure vendors) designing compliant terminals, base stations and gateways.
  • System integrators implementing secure TETRA networks and ISI interworking.
  • Security architects and regulatory bodies assessing cryptographic and authentication controls for mission‑critical communications.
  • Maintenance and operations teams using OTAR and key-management procedures to manage keys and subscriber enable/disable remotely.

Related standards and keywords

  • Related ETSI documents in the EN 300 392 series and ETSI ETR 086-3 (referenced for threat analysis and authentication services).
  • SEO keywords: TETRA security, TETRA V+D, air interface encryption, authentication, key management, OTAR, SCK GCK CCK DCK, ISI security, mutual authentication, mission‑critical radio.

This part provides implementers and operators with the required security mechanisms and protocols to deploy resilient, authenticated and confidential TETRA Voice plus Data services.
