Overview
HD 60364-7-704:2018 (CLC / IEC 60364-7-704:2017 modified) specifies safety and installation requirements for low-voltage electrical installations on construction and demolition sites. It covers fixed and moveable temporary supplies used only during the works and intended to be taken out of service on completion (e.g., new building works, repairs, earthworks, engineering works). The standard excludes administrative site buildings (offices, canteens, toilets).
Key topics and technical requirements
- Scope & structure: Supplements general HD 60364 parts (Parts 1, 4, 5, 6). Clause numbering corresponds to general parts and references dated editions.
- Protection against electric shock:
- Circuits supplying socket‑outlets and hand‑held equipment up to 32 A must have automatic disconnection plus additional protection such as RCDs ≤ 30 mA, or be supplied by SELV/PELV, or by electrical separation (isolating transformer per outlet).
- Certain protective measures (e.g., obstacles, placing out of reach, non‑conducting location, earth‑free equipotential bonding) are specifically excluded for site installations.
- Disconnection & isolation:
- Assemblies for construction sites (ACS) must include an isolating device at the incoming supply and allow securing in the OFF position (padlocking or lockable enclosure).
- For socket‑outlets with rated current >32 A, residual current devices are required as disconnection devices (some national variations apply).
- Equipment selection & compliance:
- ACS must comply with EN 61439-4.
- Socket‑outlet interchangeability: typically EN 60309-2 for ≤125 A; EN 60309-1 for >125 A or non‑interchangeable types.
- Flexible cables subject to movement should meet IEC 60245‑4 type 66 or equivalent (abrasion and water resistant).
- Wiring, mechanical protection & siting:
- Protect cables against mechanical damage, abrasion, severing and ingress of water/solids; avoid running cables across roads/walkways unless adequately protected.
- Overhead-line clearances must be agreed with the line owner considering cranes and plant.
- Verification & inspection:
- Frequent inspections (daily/weekly/monthly as appropriate) in addition to initial and periodic verification; check protective conductors, flexible leads, RCD operation, fuses and circuit-breaker settings.
Applications and users
This standard is essential for:
- Electrical contractors and site electricians designing and installing temporary power distribution on construction and demolition sites.
- Health & safety officers, site managers, and compliance auditors responsible for electrical safety on sites.
- Manufacturers and specifiers of ACS (assemblies for construction sites), distribution boards, plugs, socket‑outlets and flexible cables for temporary installations.
