Overview
EN IEC 60794-1-401:2021 - Short-circuit test (Method H1) - is a harmonized European/IEC standard that specifies electrical test procedures for optical fibre cables used on overhead power lines. It defines short-circuit test arrangements and measurement practices to assess the behaviour of OPGW (optical ground wire), OPPC (optical phase conductor) and OPAC (optical attached cable) when subject to short-circuit currents on the messenger or conductor.
Key topics and requirements
- Scope and purpose: Evaluates OPGW/OPPC performance under typical short-circuit conditions, and the impact on OPAC when the messenger wire carries short-circuit current.
- Test arrangements: Specifies both two-sample and one-sample test methods for OPGW/OPPC and a dedicated arrangement for OPAC. Figures and procedural steps describe sample mounting and current application.
- Sample preparation:
- Cable samples ≥ 10 m, terminated with appropriate fittings.
- Optical test loop length > 100 m; loop should preferably include at least 24 fibres (or all fibres if fibre count is lower).
- For multi-unit cables, measured fibres must be taken from all units in equal numbers.
- Instrumentation and monitoring:
- Thermocouples inserted into or attached to the optical unit and conductor strands to monitor temperatures of optical units and metallic members.
- Optical attenuation (monitoring of changes in transmittance) measured according to IEC 60793-1-46.
- Procedure and acceptance: The standard details the electrical test sequence and post-test measurements to determine whether optical and structural performance remain within specified limits.
- Normative cross-references: IEC 60793-1-46 (optical attenuation monitoring) and IEC 60794-1-1 (general cable test specifications). Part of the IEC 60794-1-4xx series that isolates electrical test methods.
Applications
- Manufacturer type testing and design validation for OPGW, OPPC and OPAC products.
- Utility and transmission-line acceptance testing to confirm cable resilience during fault currents.
- Qualification testing for product development, ensuring that fibre attenuation and mechanical integrity are maintained after short-circuit events.
- Third‑party and laboratory testing to support compliance with procurement and safety specifications.
Who should use this standard
- Cable manufacturers and R&D teams
- Power utilities and transmission system operators
- Independent test laboratories and certification bodies
- Procurement engineers and standards/compliance teams

FOREWORD
1) The International Electrotechnical Commission (IEC) is a worldwide organization for standardization comprising
all national electrotechnical committees (IEC National Committees). The object of IEC is to promote
international co-operation on all questions concerning standardization in the electrical and electronic fields. To
this end and in addition to other activities, IEC publishes International Standards, Technical Specifications,
Technical Reports, Publicly Available Specifications (PAS) and Guides (hereafter referred to as “IEC
Publication(s)”). Their preparation is entrusted to technical committees; any IEC National Committee interested
in the subject dealt with may participate in this preparatory work. International, governmental and non-
governmental organizations liaising with the IEC also participate in this preparation. IEC collaborates closely
with the International Organization for Standardization (ISO) in accordance with conditions determined by
agreement between the two organizations.
2) The formal decisions or agreements of IEC on technical matters express, as nearly as possible, an international
consensus of opinion on the relevant subjects since each technical committee has representation from all
interested IEC National Committees.
3) IEC Publications have the form of recommendations for international use and are accepted by IEC National
Committees in that sense. While all reasonable efforts are made to ensure that the technical content of IEC
Publications is accurate, IEC cannot be held responsible for the way in which they are used or for any
misinterpretation by any end user.
4) In order to promote international uniformity, IEC National Committees undertake to apply IEC Publications
transparently to the maximum extent possible in their national and regional publications. Any divergence
between any IEC Publication and the corresponding national or regional publication shall be clearly indicated in
the latter.
5) IEC itself does not provide any attestation of conformity. Independent certification bodies provide conformity
assessment services and, in some areas, access to IEC marks of conformity. IEC is not responsible for any
services carried out by independent certification bodies.

The article discusses the EN IEC 60794-1-401:2021 standard, specifically Method H1 which is a short-circuit test for OPGW, OPPC, and OPAC optical fiber cables. The purpose of this test is to evaluate the performance of OPGW and OPPC cables under normal short-circuit conditions, as well as the impact of short-circuit current on OPAC cables attached to a messenger wire.
