Overview

CEN/TR 14568:2003 is a technical report published by the European Committee for Standardization (CEN) that focuses on clarifying the interpretation of specific clauses in the European Standard EN 54-2:1997, which covers control and indicating equipment (CIE) for fire detection and fire alarm systems. This report provides supplementary explanation to help manufacturers, certification bodies, and users avoid misinterpretations of EN 54-2 requirements and ensure a uniform understanding across Europe.

The document does not add new requirements but serves as an essential companion guide to EN 54-2:1997. By delivering detailed interpretations in a tabular format, the report enhances clarity on complex clauses regarding fire alarm control and indication systems. It is intended to be used alongside EN 54-2, supporting consistent implementation of this crucial fire safety standard throughout the European fire protection sector.

Key Topics

  • Interpretation of Manual Operation: Clarifies that "manual operation" can involve multiple sequential steps, enhancing understanding of user interactions with fire alarm control panels.
  • Optional Functions with Requirements: Details that a manufacturer must fully comply with all specified requirements to claim conformance with any optional function under EN 54-2.
  • Display of Functional Conditions: Provides guidance on mandatory display indications such as test modes, simultaneous conditions, and power supply statuses to ensure accurate status communication.
  • Audible and Visual Indications: Interprets requirements for audible alarms and fault notifications - including distinct tones, silencing conditions, and resound functions - pivotal for effective alerting.
  • Fault and Disablement Indications: Explains how faults, disablements, and test states should be visually indicated using light emitting indicators and alphanumeric displays.
  • Reset Procedures: Defines the timing and functional conditions for resetting alarms and faults, emphasizing system readiness and safety.
  • Outputs for Fire Alarm Devices: Clarifies minimum output requirements and permissible options for heating alarm devices, including silencing and resounding operations.

4 General Requirements A manufacturer cannot claim to comply with an “option with
Optional functions with requirements” as specified in EN 54-2 unless all of the
requirements requirements are fulfilled. If the c.i.e. provides a function
which is similar but not identical with an optional function
with requirements as specified in EN 54-2, this is an option
without requirements and compliance with the second
paragraph of clause 4 has to be checked either by testing or
assessment. In order to avoid confusion, the name of this
option within the documentation of the c.i.e. must be
different from the name of an optional function in EN 54-2.
5.1.1 Display of functional The indication of the “Test Condition” is mandatory if this
conditions. option is provided.
Indication of test condition
5.1.2 Display of functional If the c.i.e. is simultaneously in more than one condition the
conditions corresponding "General Indicators" and all corresponding

conditions must be "on".
5.2 Display of indications Mandatory indications means all visible and audible
Clear identification of indications as required by this standard, relating both to
mandatory indications functions which shall be provided on all c.i.e. and those
optional functions with requirements which the manufacturer
includes. It shall be possible to unambiguously distinguish
all such indications, except in those cases where the
standard explicitly permits that the indication may be the
same. For example:
- the audible indication of a fire alarm [7.4] may be the
same as that for a fault [8.6];
- the visible indication, by means of light emitting
indicators, of a disabled zone [9.4.1 a)] may be the
same as that for the zone in the test state [10.2 b)].
5.3 Indications on If the same alphanumeric display is used both for indications
alphanumeric displays as specified in EN 54-2 and for event logging, mandatory
event logging indications must not be suppressed. It is, however, allowed
to use a separate window of the alphanumeric display for
event logging. Such a facility would be considered as an
option without requirements.
5.4 Indication of the supply The indication, that the c.i.e. is supplied with power (mains
with power or battery) shall be given as long as power is supplied. It
cannot be off, when the mains fails and the c.i.e. is powered
by the battery.
Clause No. Subject Interpretation
7.1.3 Reception and processing
The indication of a number of zones which enter the alarm
of fire signals state simultaneously or in quick succession may exceed 10
Maximum delay of indications s, but the first zone has to be indicated within 10 s followed
by the indication of the other zones in alarm within 10 s
each.
7.1.5 Reception and processing The "and/or" expression in the first line means that neither
of fire signals the indications nor the outputs shall be falsified
7.2 c Indication of the fire alarm
The audible indication of the c.i.e. is produced by an audible

Audible indication alarm device C as described in clause 7.8.
7.3.1 Indication of the zones in If the zonal indications are given by light emitting indicators
alarm for each zone, additional indications may be given on an
alphanumeric display, providing, this meets the requirements
given under clauses 5.6, 12.8.1 and 12.8.3.
7.3.2 d Indication of the zones in
The requirement for a single manual action for each display

- “.in another field” The indication of further zonal information in “another field”
means that in this case the window needs more than two
fields, because this information shall not suppress the
information about the most recent zone in alarm or the total
number of zones in alarm.
7.4 Audible indication “Audible indication” means an audible information produced
by an audible device built-in the c.i.e. It is not the fire alarm
