This document gives guidance and requirements for the assessment of conformity of materials (compounds/formulations), products, joints and assemblies in accordance with EN 17670 2 intended to be included in the manufacturer’s quality plan as part of the quality management system and for the establishment of certification procedures.
NOTE 1   A test matrix provides an overview of the testing scheme in Annex A, Table A.1.
NOTE 2   If certification is involved, the certification body operating in accordance with EN ISO/IEC 17065 [1] and EN ISO/IEC 17020 [2] is considered to be competent.
In conjunction with EN 17670 2 this document is applicable to road gullies.

Dieses Dokument enthält die Anforderungen und gibt Empfehlungen für die Beurteilung der Konformität von Werkstoffen (Formmassen/Zusammensetzungen), Erzeugnissen, Verbindungen und Bauteilkombinationen, die in Übereinstimmung mit EN 17670 2 für eine Einbeziehung in den Qualitätssicherungsplan des Herstellers als Teil des Qualitätsmanagementsystems und für die Erstellung von Zertifizierungsverfahren vorgesehen sind.
ANMERKUNG 1   Anhang A, Tabelle A.1 enthält einen Überblick über das Prüfschema in Form einer Prüfmatrix.

This Technical Specification (CEN/TS) was approved by CEN on 11 November 2024 for provisional application.

The period of validity of this CEN/TS is limited initially to three years. After two years the members of CEN will be requested to
submit their comments, particularly on the question whether the CEN/TS can be converted into a European Standard.

CEN members are required to announce the existence of this CEN/TS in the same way as for an EN and to make the CEN/TS
available promptly at national level in an appropriate form. It is permissible to keep conflicting national standards in force (in

This document (CEN/TS 17670-3:2024) has been prepared by Technical Committee CEN/TC 155
“Plastics piping systems and ducting systems”, the secretariat of which is held by NEN.
Attention is drawn to the possibility that some of the elements of this document may be the subject of

EN 17670 consists of the following parts, under the general title “Plastics piping systems for non-pressure

— Part 2: Specification for road gullies;

This version of Part 3 covers products according to Part 2. Part 1 is still under development and will be

Introduction
This document details the applicable characteristics to be assessed for type testing (TT), batch release
test (BRT), process verification test (PVT), and audit test (AT), as well as the frequency and sampling for
testing.
The concept of testing and organization of those tests used for the AoC is shown, without or with
certification, in Figures 1 and 2.

1 Scope
This document gives guidance and requirements for the assessment of conformity of materials

5 General
Materials, products and fitness for purpose shall conform to the requirements given in EN 17670-2.
Materials and products shall be produced by the manufacturer under a quality management system
which includes a quality plan.
6 Testing
6.1 Grouping
6.1.1 General
For the purpose of this document, when applicable, the sampling groups specified below apply:
6.1.2 Size groups
For road gullies, the size groups are defined in Table 1.

6.2 Type testing
6.2.1 General
Type testing shall be performed as described in Table 3 and Table 4 whenever there is:
a. a new system or product (N);
b. a change in design (D);
c. a change of material, (compound/formulation) (M);
d. a change in production processing method (P), other than routine in-process adjustments;
e. an extension of the product range (E), except the products already covered by the scheme of sampling
procedure.
An example of a new system or product (N) would be understood as a manufacturers first application for
a new group in accordance with EN 17670-2 or a change to more than one of the other categories,
e.g. “D and E”
An example of a change in design (D) would be understood as changes that only have an influence on the
jointing and/or performance characteristics of the road gully.
An example of a change in production processing method (P) would be understood as a change in
production method from e.g. injection moulding to rotational moulding.
An example of an extension of the product range (E) would be understood as an extension with a new
group.
For a change of material (compound/formulation) (M), 6.2.2 to 6.2.4 apply. A change of generic material
(e.g. PP to PE) is considered as a new system (N)
When a change of production site occurs, the manufacturer shall determine which type tests need to be
revalidated.
Unless any of the conditions a) to e) above occurs, the type test results remain valid.
A type test may be performed by the manufacturer or outsourced on behalf of the manufacturer.
A type test can be performed as a witness test if accepted by the certification body.
