Copper and copper alloys - Scrap
This European Standard specifies the requirements for characteristics, condition, moisture, composition, metal content, metal yield and test procedures of metallic raw materials for direct melting (melting grades) in the form of copper and copper alloy scrap.
All provisions of this European Standard apply regardless of the legal status of the scrap. The respective legal requirements should be met.
Baker in bakrove zlitine - Tehnološki kovinski odpadki

Overview
EN 12861:2018 - published by CEN - defines requirements for copper and copper alloy scrap intended as metallic raw materials for direct melting (melting grades). The standard covers characteristics, condition, moisture, composition, metal content / metal yield, test procedures, deliveries and packaging. All provisions apply regardless of the legal status of the scrap; suppliers and users must still meet applicable legal and regulatory requirements (e.g., waste/end-of-waste rules and REACH).
Key topics & technical requirements
- Scope and definitions: Clear definitions for terms such as scrap for direct melting, production scrap, old scrap, free from, excluded, clean material, foreign substances, moisture, metal content and inspection lot.
- Material designation: Material types are designated by symbols/numbers (see Annexes A–D) consistent with EN 1412 numbering; Annexes list specific scrap types for:
- Copper scrap (Annex A)
- Copper–zinc scrap (Annex B)
- Condenser tube scrap (Annex C)
- Miscellaneous copper and copper alloy scrap (Annex D)
- Limits for contaminants and moisture:
- Definitions include numerical thresholds (e.g., free from metallic impurities ≤ 0.005 % mass fraction; moisture ≤ 0.2 % mass fraction; excluded metallic impurities ≤ 0.0001 %).
- Inspection, sampling and test procedures:
- Requirements for inspection lots, representative sampling, time limits, testing and retesting and rounding of results.
- Metal content is defined as net mass after deduction of all foreign substances including moisture.
- Ordering and product designation: Standardized format for order specifications (denomination, EN number, material designation, diameter class).
- Packaging and deliveries: Clauses on packaging, deliveries against contract and possible mass deductions when limits are exceeded.
Practical applications & users
Who uses EN 12861:2018:
- Scrap suppliers and brokers who need to classify and market copper scrap to smelters.
- Smelters, foundries and recyclers that require consistent feedstock specifications for direct melting.
- Procurement, quality assurance and inspection laboratories that perform sampling and testing.
- Manufacturers and waste managers establishing contracts and compliance documentation.
Practical uses:
- Creating contract specifications for copper scrap purchases/sales.
- Quality control of incoming metallic raw materials for melting operations.
- Classifying scrap into standardized material types (S‑Cu, S‑CuZn, condenser tube, etc.) to improve traceability and pricing.
- Ensuring consistent testing and reporting to meet regulatory and commercial requirements.

Note 2 to entry: According to the Directive 2008/98/EC of the European Parliament and of the Council on waste and to Commission Regulation (EU) No 715/2013 establishing criteria determining when copper scrap ceases to be waste, metallic raw materials may be considered as “waste” or as “by-products”, or may have “end-of-waste status”. Depending on its legal status metallic raw material may either be regulated by the European waste legislation or by the European chemicals legislation, notably Regulation (EC) No 1907/2006 of the European Parliament and of the Council on the Registration, Evaluation, Authorization and Restriction of Chemicals (REACH). 3.1.1 production scrap clean metallic raw material arising from production processes (e.g. offcuts from casting, rolling, extrusion, forging) or from further processing Note 1 to entry: E.g. stamping grids. 3.1.2 old scrap metallic raw material other than material specified as “production scrap” Note 1 to entry: See 3.1.1.
