Overview
EN 14036:2003 is a CEN (European Committee for Standardization) safety standard for vertically suspended baby bouncers intended for domestic use. It specifies minimum safety requirements and test methods for products designed for children who can support their head unaided up to a maximum weight of 12 kg. The standard excludes products that allow the child to lie down (e.g., vertically suspended moses baskets and carrycots) and baby bouncers designed for children with special needs.
Key Topics
The standard covers construction, materials, testing and user information with emphasis on preventing entanglement, choking, crushing and structural failure. Main technical requirements include:
- Materials & chemical limits: Coatings, dyes and textiles must meet migration limits referenced from EN 71‑3 for heavy metals (e.g., lead, cadmium, mercury limits as specified).
- Flammability: No component may produce surface flash when tested per EN 71‑2 before and after conditioning.
- Child support dimensions: Minimum side height 200 mm; maximum front height 250 mm (measured with a defined dummy).
- Entanglement & ties: Free length of cords/ribbons used as ties must not exceed 220 mm (measured with a 25 N force).
- Small parts & decals: Tensile test up to 90 N, torque test up to 0.34 Nm/180°; decals must resist soaking and removal tests.
- Moving parts & gaps: Gaps between rigid moving parts must be >12 mm or <5 mm to avoid shear/crush hazards.
- Suspension systems: Suspension cords minimum 10 mm diameter or 20 mm width; spring gap limits under specified loads (3 mm at 15 kg, 5 mm at 66 kg).
- Locking mechanisms: Must be child‑inoperable unless two independent actions are used, require ≥50 N to release, a tool, or a maintained two‑step action.
- Frame stability & strength: Frames must not move more than 10 mm under test, must not overturn, and must withstand static and drop strength tests without structural failure.
- Screw‑in hooks: Designed to prevent unintentional disconnection (e.g., wound ≥540° or spring‑hook).
- Conditioning: Fabrics washed per manufacturer instructions; attachment devices fitted/removed 10 times where applicable.
Applications
EN 14036:2003 is used by:
- Product designers and manufacturers for safe baby bouncer design
- Test laboratories performing conformity and type testing
- Quality assurance teams and suppliers for production control
- Retailers and procurement professionals specifying safe products
- Regulators and conformity assessors verifying compliance for market access and safety labeling (CE and national requirements)
Practical benefits include reduced risk of entanglement, choking, fire and structural failure, and clearer instructions/markings for safe consumer use.
