Textile child care articles - Safety requirements and test methods for children's cot bumpers

This European Standard specifies requirements for the safety of children's cot bumpers used in the children's sleeping environment (i.e. not under supervision) when sleeping in a cot or similar product (e.g. crib/cradle) in which a child is contained.
NOTE   The informative Annex C lists topics of further investigation which might lead to necessary improvement of the safety requirements of cot bumpers.
If a part of the children's cot bumpers is designed to offer additional function (e.g. play function), this part will, in addition to the following requirements, be subjected to safety requirements related to relevant standards (see A.1).

Diese Europäische Norm legt Anforderungen an die Sicherheit von Kinderbettnestchen fest, die im Schlafumfeld des Kindes (d. h. nicht beaufsichtigt) verwendet werden, wenn das Kind in einem Kinderbett schläft oder sich in einem ähnlichen Produkt (z. B. Krippe/Wiege) befindet.
ANMERKUNG   Im informativen Anhang C sind Themen zur weiteren Untersuchung aufgeführt, die zu einer notwendigen Verbesserung der sicherheitstechnischen Anforderungen von Bettnestchen führen können.
Wenn ein Teil des Bettnestchens so gestaltet ist, dass er eine zusätzliche Funktion bietet (z.B. Spielfunktion), unterliegt dieser Teil zusätzlich zu den folgenden Anforderungen auch den sicherheitstechnischen Anforderungen der zutreffenden Normen (siehe A.1).

Articles textiles de puériculture - Exigences de sécurité et méthodes d'essai pour les tours de lit à nacelle

La présente Norme européenne spécifie les exigences de sécurité concernant les tours de lit d’enfant utilisés dans l’environnement de sommeil des enfants (c’est-à-dire hors surveillance) quand ils dorment dans un lit d’enfant ou un produit similaire (berceau par exemple) dans lequel l’enfant est installé.
NOTE   L’Annexe C, informative, présente des pistes de recherches complémentaires susceptibles de faire évoluer les exigences de sécurité des tours de lit d’enfant.
Si une partie d’un tour de lit d’enfant est conçue pour permettre une fonction supplémentaire (fonction de jouer par exemple), cette partie, en plus des exigences suivantes, sera soumise aux exigences de sécurité des normes correspondantes (voir A.1).

OPOMBA Informativni dodatek C navaja seznam tem za nadaljnje raziskave, ki lahko vodijo do nujnih izboljšav varnostnih zahtev za ščitnike za otroške posteljice.
Če je del ščitnika za otroške posteljice zasnovan tako, da ponuja dodatno funkcijo (npr. predvajanje), za ta del poleg navedenih zahtev veljajo tudi varnostne zahteve ustreznih standardov (glejte A.1).

Table A.1 summarizes the relation between the design characteristics (4.1) and the hazards (4.2 to 4.5). 4.1 Design characteristics (see A.2) 4.1.1 General 4.1.1.1 Cot bumpers shall be designed or manufactured such that no parts can be used as footholds enabling children to climb on the product and out of the cot. 4.1.1.2 Cot bumpers shall be designed or manufactured such that no horizontal gaps between parts can enable children to entrap their head; 4.1.1.3 The way to attach the cot bumper shall be designed such that the cot bumper cannot collapse or be drawn inside the cot. 4.1.1.4 Cot bumpers shall not have any pockets (see A.2.2). 4.1.2 Fabrics and filling materials 4.1.2.1 Cot bumpers shall not be manufactured with plastic transfer (e.g. plastic print) or coated fabrics or foam (see A.3.4). 4.1.2.2 “Fabrics and filling materials shall not contain any hard, sharp or foreign objects (i.e. any items which are not intended to be present such as needle, staple, nail, unattached press fastener, wood splinter, or insect or other infestation)” NOTE The test method is referred to in 4.2.4.2. 4.1.3 Functional cords 4.1.3.1 Functional cords shall have no knots or three dimensional embellishments and shall be secured to prevent fraying, for example by heat sealing or bar tacking. The ends may be doubled or folded provided no hazard of entrapment is created. 4.1.3.2 Functional cords intended to be tied together shall be attached to the bumper at the same point. 4.1.3.3 Non-functional cords with free end shall have no more than 75 mm in length (see A.3.2). 4.1.4 Slide fasteners 4.1.4.1 When slide fasteners are used and fastened, they shall be positioned external to the cot. 4.1.4.2 Slide fasteners shall comply with EN 16732, at least the performance requirements of code C and with the requirements of Table 2, as stated in EN 16732:2015. 4.1.4.3 Slide fasteners shall include a top stop (see A.3.3.1) and either a bottom stop or secured in a manner so that the slider cannot be removed from the chain. Claw type stops are not permitted. The presence of the top stop, the bottom stop shall be confirmed by visual inspection. 4.1.4.4 Slide fasteners shall not have a removable slider. Figure 1 — Test Probe for seams 4.1.6.4 For exposed faces of the article, the maximum length of uncut float threads or uncut stitches shall be 10mm, and the maximum length for cut threads or cut stitches shall be 20 mm (see A.3.1.2). 4.1.6.5 Monofilament threads shall not be used (see A.3.1.2). 4.1.6.6 Buttons shall not be attached by chain stitch. The security of the ends of the labels can be confirmed by carrying out a tactile inspection. 4.1.7.4 Labels with free end shall have no more than 75 mm in length (see A.3.2). 4.1.8 Embellishments There shall be no three dimensional embellishments, such as pom-poms, tassels, beads, sequins, rhinestone, diamantés or glitter prints (e.g. plastic glue glitter and spread over glitter) on children's cot bumpers (see A.3.3.1). 4.1.9 Suction cups Suction cups shall not to be used to attach the cot bumper to the cot (see A.3.4). 4.1.10 Magnetic components Children's cot bumper shall not be designed, manufactured or supplied with magnetic components (see A.3.3.4). 4.2 Mechanical and physical hazards 4.2.1 Entrapment of fingers and toes, ischemia 4.2.1.1 Requirements When tested in accordance with 4.2.1.2: — there shall be no openings in any textile materials including loop, mesh, knitted fabric and lace that allow the conical probe for mesh to penetrate to the 7 mm diameter section (see A.3.1.1); — there shall be no completely bounded openings in rigid materials between 5 mm and 12 mm, unless the depth is less than 10 mm (see A.3.1.1). 4.2.1.2 Test method The test probes are made from plastic or other smooth, hard material, which can be mounted on a force measuring device. Check whether the conical probe for mesh (Figure 2) with an applied force up to 30 N enters into a mesh hole to the 7 mm section. SIST EN 16780:2018

Figure 3 — Test Probes for openings in rigid materials If the 5 mm test probe enters 10 mm or more, then the 12 mm test probe (Figure 1) shall also enter 10 mm or more with an applied force of up to 5 N. 4.2.2 Strangulation 4.2.2.1 Requirements When tested in accordance with 4.2.2.2 (length and distance), children's cot bumpers shall be designed, manufactured or supplied with cords, ribbons and parts used as ties to be attached to the cot that shall have free end no longer than 220 mm (see A.3.2). When tested in accordance with 4.2.2.2, children's cot bumpers shall be designed, manufactured or supplied with cords, ribbons (to be attached to the cot) that shall have a minimum of 70N pull strength (see A.3.3.3). 4.2.2.2 Test method Measure the length of a cord, ribbon or part used as a tie from the fixing point on the cot bumper to its free end, while applying (25 ± 1) N tensile force to it. Measure the pull strength of cords, ribbons according to EN 71-1. 4.2.3 Small part aspiration or ingestion, internal asphyxiation (choking) 4.2.3.1 Requirements Cot bumpers shall not contain attached components
which can be detached under a force less than 70 N when tested according to 4.2.3.2.2 (removal force procedure) - see A.3.3.3. or, SIST EN 16780:2018

which can be detached after 5 cycles of washing and tumble drying when tested according to 4.2.3.2.2 (washing/drying procedure). The components shall remain completely attached onto the fabric surface. Then, the component attachment can be confirmed by carrying out visual and tactile inspection. Table 1 listed the components to be tested, in one hand, according to removal force procedure and in the other hand, according to the washing/drying procedure.
