Overview

EN 14813-2:2006/FprA1 - Railway applications: Air conditioning for driving cabs - Part 2: Type tests (CEN) specifies measurement methods for comfort parameters in driver cabs. Prepared by CEN/TC 256, this document amends EN 14813-2:2006 to align the standard with EU Directive 2008/57/EC on rail system interoperability. It lays down how to perform type tests that demonstrate cab HVAC performance, including the equipment characteristics and test-point distribution required for reproducible results.

Key topics

  • Comfort parameter measurement methods for driving cabs (Part 2 focuses on type tests).
  • Air movement tests and air speed measurement techniques.
  • Airflow rate measurement and related test procedures.
  • Measuring instruments: characteristics and requirements for devices used in tests.
  • Characteristics of test equipment needed to carry out type tests reliably.
  • Distribution of measuring points inside the cab to ensure representative data capture.
  • Relationship and mapping to EU regulatory requirements - Annex ZA explains how compliance to this standard can provide a presumption of conformity with Directive 2008/57/EC for rolling stock subsystems.
  • Notes on scope boundaries: the amendment clarifies links to driver cab climate control and air quality requirements; some air quality aspects (e.g., CO/CO2 test methods) are covered primarily by EN 14813-1:2006.

Applications

  • Provides a standardized basis for type testing of driver-cab HVAC systems during design validation, production approval and procurement acceptance.
  • Enables consistent laboratory and in-situ testing procedures for airflow, air speed and comfort-related parameters.
  • Supports compliance demonstrations required by vehicle certification bodies and contributes to interoperability documentation under the EU rail TSI framework.
  • Useful for developing test protocols, writing technical specifications, and comparing HVAC system performance across suppliers.

Who uses this standard

  • Railway vehicle manufacturers and design engineers verifying cab HVAC performance.
  • HVAC system suppliers and integrators for driver cabs.
  • Test laboratories and independent certification bodies conducting type tests.
  • Railway operators, maintainers and procurement teams enforcing performance and acceptance criteria.
  • Regulatory and conformity assessment teams preparing interoperability dossiers under Directive 2008/57/EC.

Related standards

  • EN 14813-1:2006 (air quality and related measurement methods referenced)
  • Relevant TSI documents (HS TSI, CR LOC and PASS RST) and Annex ZA mapping for EU interoperability compliance.

Foreword
This document (EN 14813-2:2006/FprA1:2010) has been prepared by Technical Committee CEN/TC 256
“Railway applications”, the secretariat of which is held by DIN.
This document is currently submitted to the Unique Acceptance Procedure.

The “Recast” Directive 2008/57/EC of the European Parliament and of the Council on the interoperability of
th
the rail system within the Community was published on 17 June 2008. The two previous EU Directives
96/48/EC and 2001/16/EC on the interoperability of the High Speed and Conventional rail systems within the
th
Community will therefore be repealed with effect from 19 July 2010. At this date the harmonised standards
for the railway field will have to refer to the new Directive.
Annex Z is amended to address this need.
