This document provides guidelines for the application of automatic fire detection and fire alarm systems in and around buildings. The guideline covers planning, design, installation, commissioning, use and maintenance of the systems.
The guidelines cover systems intended for the protection of life and/or the protection of property. The guidelines cover systems with a control and indicating equipment and at least one manual call point or one fire detector. In the event of a fire the systems may be capable of providing signals to initiate the operation of ancillary equipment (such as fixed fire extinguishing systems) and other precautions and actions (such as machinery shutdown or remote transmission of alarms). These guidelines do not cover the ancillary services themselves or ancillary circuits to interface with them.
The guidelines do not cover systems combining fire alarm functions with other non-fire related functions.
The guidelines do not recommend whether or not an automatic fire detection and/or fire alarm system should be installed in any given premises.
These guidelines should be used by appropriately competent persons. However, guidance is also given to other persons purchasing or using a fire detection and / or fire alarm system.
Smoke alarms according to EN 14604 are not fire detection and fire alarm systems.

Brandmeldeanlagen - Teil 14: Leitfaden für Planung, Projektierung, Montage, Inbetriebsetzung, Betrieb und Instandhaltung

Diese Technische Spezifikation enthält Leitfäden für die Verwendung von automatischen Brandmeldeanlagen in Gebäuden und deren Nähe. Der Leitfaden umfasst Planung, Projektierung, Montage, Inbetriebsetzung, Betrieb und Instandhaltung der Anlagen.
Die Leitfäden gelten für Anlagen, die für den Personenschutz und/oder den Sachgüterschutz vorgesehen sind. Die Leitfäden gelten für Anlagen mit Brandmelderzentrale und mindestens einem Handfeuermelder oder einem Brandmelder. Im Brandfall dürfen die Anlagen Signale zur Ansteuerung von zusätzlichen Einrichtungen (wie stationäre Löschanlagen) und anderen Sicherheitsmaßnahmen und Aktionen (wie Abschaltung von Maschinen oder Fernübertragung von Alarmsignalen) liefern. Diese Leitfäden behandeln jedoch weder diese zusätzlichen Einrichtungen selbst, noch die zusätzlichen Schaltungen zur Bildung einer Schnittstelle mit ihnen.
Die Leitfäden behandeln keine Anlagen, die Alarmierungsfunktionen mit Funktionen verknüpfen, die sich nicht auf einen Brand beziehen.
Die Leitfäden enthalten keine Empfehlungen darüber, wann oder wann nicht in Gebäuden eine automatische Brandmeldeanlage montiert werden sollte.
Diese Leitfäden sollten von Sachkundigen angewendet werden. Trotzdem werden auch Hinweise für andere Personen angegeben, die Brandmeldeanlagen erwerben oder betreiben.
Rauchwarnmelder nach EN 14604 sind keine Brandmeldeanlagen.

Ta tehnična specifikacija podaja smernice za uporabo sistemov za samodejno odkrivanje in javljanje požara ter alarmiranje v stavbah in njihovi okolici. Smernice obravnavajo načrtovanje, projektiranje, vgradnjo, preverjanje, uporabo in vzdrževanje sistemov.
Smernice obravnavajo sisteme, namenjene za varovanje življenj in/ali zaščito lastnine. Smernice obravnavajo sisteme z nadzorno in indikatorsko opremo ter najmanj eno točko za ročni klic ali en javljalnik požara. V primeru požara lahko sistemi posredujejo signale za sprožitev delovanja pomožne opreme (kot so fiksni sistemi za gašenje požara) ter drugih previdnostnih ukrepov in dejanj (na primer izklop strojev ali oddaljeno oddajanje alarmov). Te smernice ne zajemajo samih pomožnih storitev ali pomožnih tokokrogov za povezovanje z njihovimi vmesniki.
Smernice ne zajemajo sistemov, ki združujejo funkcije požarnega alarma z drugimi funkcijami, ki niso povezane s požari.
Smernice ne priporočajo, ali naj bi se v posameznih prostorih namestil samodejni sistem za odkrivanje in/ali javljanje požara ter alarmiranje.
Pri pripravljanju osnutka teh smernic se je domnevalo, da bodo smernice uporabljale osebe z ustreznimi kompetencami. Podane pa so tudi smernice za druge osebe, ki kupijo ali uporabljajo sistem za odkrivanje in/ali javljanje požara ter alarmiranje.
Dimni alarmi v skladu s standardom EN 14604 niso sistemi za odkrivanje in/ali javljanje požara ter alarmiranje.

This Technical Specification (CEN/TS) was approved by CEN on 2 March 2018 for provisional application.

This Technical Specification (CEN/TS) was corrected and reissued by the CEN-CENELEC Management Centre on 7 November
2018.
The period of validity of this CEN/TS is limited initially to three years. After two years the members of CEN will be requested to
submit their comments, particularly on the question whether the CEN/TS can be converted into a European Standard.

CEN members are required to announce the existence of this CEN/TS in the same way as for an EN and to make the CEN/TS
available promptly at national level in an appropriate form. It is permissible to keep conflicting national standards in force (in
parallel to the CEN/TS) until the final decision about the possible conversion of the CEN/TS into an EN is reached.
