Standard Specification for Minimum Requirements for Agencies Testing and Inspecting Road and Paving Materials

SCOPE
1.1 This specification covers the minimum requirements for field and laboratory personnel, for establishing and maintaining a quality system, and establishes minimum qualifications for agencies engaged in the testing and inspection of road and paving materials.
1.2 Criteria are provided for evaluating the capability of an agency to properly perform designated tests on road and paving materials, and for establishing guidelines pertaining to an agency's organization, personnel, facilities, and quality system. This specification may be supplemented by more specific criteria, such as that in Specification E 329, and requirements for particular projects.
1.3 This specification can be used as a basis to evaluate testing or inspection agencies, or both, and is intended for use for the qualifying or accrediting, or both, of testing or inspection agencies, public or private, engaged in the testing and inspection of road and paving materials.
1.4 Accreditation is required to comply with this standard. (See 8.1.5.)
1.5 The users of the accredited agency must review the agency's scope of accreditation to ensure the agency has been accredited for its technical competence to perform the tasks requested by the user.

SIGNIFICANCE AND USE
4.1 This practice simulates the polishing action of vehicular traffic on coarse aggregates used in bituminous pavements.  
4.2 A polish value is determined that may be used to rate or classify coarse aggregates for their ability to resist polishing under traffic.
Note 1: The quality of the results produced by this standard are dependant upon the competence of the personnel performing the procedure and the capability, calibration, and the maintenance of the equipment used. Agencies that meet the criteria of Specification D3666 are generally considered capable of competent and objective testing, sampling, inspection, etc. Users of this standard are cautioned that compliance with Specification D3666 alone does not completely ensure reliable results. Reliable results depend on many factors: following the suggestions of Specification D3666 or similar acceptable guideline provides a means of evaluating and controlling some of those factors.
SCOPE
1.1 This practice covers a laboratory procedure by which an estimate may be made of the extent to which different coarse aggregates may polish.

ABSTRACT
This specification covers the daytime and nighttime color of retroreflective pavement marking materials, both painted and tape lines, including thermoplastic, epoxy and other types, used for traffic control lane markings and symbols on road surfaces. This specification is not applicable to the testing, for quality control purposes, of marking material without added drop-on beads. The performance requirements for which the marking materials shall be tested on and conform accordingly to are the daytime and nighttime chromaticity limits, retroreflectance, and daytime lightness limits (Y tristimulus coordinate).
SCOPE
1.1 This specification covers the daytime and nighttime color of retroreflective pavement marking materials used for traffic control lane markings and symbols on road surfaces.  
1.2 This specification applies to all retroreflective pavement markings (markings that include retroreflective optics residing on the surface) except structured pavement markings as defined in 3.2.5.  
1.3 This specification is not applicable to pavement markings that do not include retroreflective optics on the surface.  
1.4 This specification does not address any requirements other than the color of retroreflective pavement markings.

1.5.1 Exception—This specification is noted to be an SI document, where angles are generally expressed in radians. Standard Specification for Performance-Graded Asphalt Binder

ABSTRACT
This specification covers asphalt binders graded by performance. Grading designations are related to the average seven-day maximum pavement design temperature, and minimum pavement design temperature. Asphalt binder shall be prepared by the refining of crude petroleum by suitable methods, with or without the addition of modifiers, which may be any organic material of suitable manufacture that is used in virgin or recycled condition, and that is dissolved, dispersed or reacted in asphalt cement to enhance its performance. This specification incorporates an aid for determining the critical low cracking temperature using a combination of test procedures.
SCOPE
1.1 This specification2 covers asphalt binders graded by performance. Grading designations are related to the LTPPBind Online calculated maximum pavement design temperature and the minimum pavement design temperature. This specification contains Tables 1 and 2. Table 2 incorporates Practice D6816 for determining the critical low cracking temperature using a combination of Test Method D6648 and Test Method D6723 test procedures. If no table is specified, the default is Table 1.

Standard Test Method for Electrical Resistivity of Membrane-Pavement Systems

SIGNIFICANCE AND USE
4.1 This test method for measuring the electrical resistivity of water-barrier membrane-pavement systems may be interpreted to indicate the effectiveness of such systems.  
4.2 This test method is predicated on the fact that an electrical connection between the surface of the pavement and the reinforcing steel in the concrete pavement cannot be made through an impermeable water-barrier membrane.  
4.3 This test method may be used for acceptance when the accepting agency specifies the minimum resistance value desired.

SCOPE
1.1 This test method covers the measurement of the electrical resistivity of water-barrier membrane-pavement systems when applied to concrete bridge decks.  
1.2 Measurements shall be performed on the bituminous pavement surface covering the water-barrier membrane.  
1.3 This test method utilizes a measure of electrical resistance between the saturated top surface of the water-barrier membrane and the reinforcing steel embedded in the concrete bridge deck.  
1.4 The values measured represent the electrical resistance obtained with the equipment and procedures stated herein and do not necessarily agree or correlate with those using other equipment or procedures.  
1.5 Units—The values stated in either SI units or inch-pound units are to be regarded separately as standard. The values stated in each system may not be exact equivalents; therefore, each system shall be used independently of the other. Combining values from the two systems may result in nonconformance with the standard.

1.1 This specification2 covers asphalt binders graded by performance. Grading designations are related to the LTPPBind Online calculated maximum pavement design temperature, the minimum pavement design temperature, and the traffic loading.
