SIST ETS 300 159:2000 is the Slovene adoption of ETS 300 159 Edition 2 from ETSI. It specifies the technical characteristics of transmit-only or transmit-and-receive Very Small Aperture Terminals (VSATs) used in the Fixed Satellite Service (FSS) in the 11/12/14 GHz bands, so manufacturers, test labs and network operators can judge whether a VSAT is suitable for two-way satellite data communications.

What does SIST ETS 300 159:2000 specify?

SIST ETS 300 159:2000 specifies the standardisation of VSAT characteristics for satellite networks such as star, mesh or point-to-point systems used to distribute or exchange information between users. It focuses on the equipment itself, including the outdoor unit, indoor unit and ancillary equipment, and it applies within the environmental ranges declared by the manufacturer.

The scope covers VSATs with antenna diameter not exceeding 3,8 m or an equivalent aperture, normally using linear polarization and operating through satellites at 3° spacing. The standard also places the VSAT in the context of a Centralised Control and Monitoring Function (CCMF), which controls and monitors terminals in the network.

The document is organised into:

  • Scope
  • Normative references
  • Definitions and abbreviations
  • Test report
  • Safety
  • Radio Frequency (RF)
  • Mechanical
  • Control and monitoring

It also states that EMC specifications are covered by ETS 300 673, and it keeps installation practice outside its scope by concentrating on terminal characteristics and testability.

What are the key requirements of SIST ETS 300 159:2000?

The standard combines spectrum-protection limits, mechanical safety and alignment capabilities, with verification methods largely taken from ETS 300 456.

Test reporting and bandwidth declaration

Clause 4 requires the test report to follow ETS 300 456 and to include the manufacturer-declared nominated bandwidth, the test results, and the operational conditions and parameters. In practice, this means the lab report must describe the exact operating setup and the bandwidth the manufacturer claims for the VSAT.

Outdoor-unit safety and lightning protection

Clause 5.1 requires the outdoor unit and its mounted structural parts to support their own weight and wind loading, and to remain intact at high wind speed. Clause 5.2 requires means for bonding conductors so the installation can be connected for lightning protection. In practice, this is about safe mounting, mechanical integrity and earthing arrangements.

Spurious emissions and carrier suppression

Clause 6.1 limits off-axis spurious radiation in the disabled, carrier-on and carrier-off states, and the limits apply to the complete VSAT with indoor and outdoor units connected by cable. Clause 6.5 adds a carrier suppression requirement when transmission is disabled. In practice, these rules are intended to keep unwanted emissions from disturbing other radio services and to let the CCMF stop transmission effectively.

Carrier stability

Clause 6.3 requires the transmitted carrier to stay within its nominated bandwidth, taking into account initial frequency adjustment and long-term drift. For users and operators, that means the terminal must remain on frequency over time so it does not spill into neighbouring assignments.

Off-axis emission density and antenna patterns

Clause 6.4 sets off-axis Equivalent Isotropically Radiated Power (EIRP) emission density limits, and clause 6.6 sets transmit antenna gain pattern limits for co-polar and cross-polar radiation. These clauses also use the manufacturer-declared maximum number of simultaneous transmitters, N. In practice, antenna design and pointing must limit interference to adjacent satellites and terrestrial users.

Polarization discrimination

Clauses 6.7 and 6.9 require transmit and receive polarization discrimination when those options are used or required by the manufacturer. This matters because good isolation between orthogonal polarizations reduces interference between signals sharing the same spectrum.

Mechanical pointing performance

Clause 7.1 requires the installation to hold pointing under severe wind without permanent distortion or re-pointing. Clause 7.2 requires pointing accuracy better than 0,3° along the geostationary orbit, and clause 7.3 requires a polarization adjustment range of at least 180° and the ability to fix the angle accurately. In practice, these points control alignment quality, link stability and interference risk.

What terms does SIST ETS 300 159:2000 define?

  • Very Small Aperture Terminal (VSAT) - the satellite terminal covered by the standard, used for communications in the specified FSS bands.
  • Centralised Control and Monitoring Function (CCMF) - the network function that authorises, monitors and controls VSAT transmission.
  • Nominated bandwidth - the manufacturer-declared RF transmission bandwidth that contains the meaningful emission spectrum and reflects frequency stability.
  • Spurious radiation - any radiation outside the nominated bandwidth.
  • Carrier-on state - the state where the VSAT is authorised to transmit and is actually transmitting.
  • Carrier-off state - the state where the VSAT is authorised to transmit but is not sending a signal.
  • Transmission disabled state - the state where the CCMF has not authorised the VSAT to transmit.
  • Low Noise Block (LNB) - the outdoor receive unit that amplifies weak signals and converts them to intermediate frequencies.

Who uses SIST ETS 300 159:2000?

Manufacturers use SIST ETS 300 159:2000 when designing VSAT equipment and setting declared operating limits. Test laboratories use it to run the required RF, mechanical and safety checks. Network operators and satellite service providers use it when assessing interference risk, antenna alignment and control functions. Quality managers and buyers use it to compare VSAT products against a common technical basis for FSS deployments.

What changed in SIST ETS 300 159:2000 from the previous edition?

SIST ETS 300 159:2000 is the second edition and revises Edition 1 from December 1992. The stated basis for the revision is the change requests received by SES/SES 2, the availability of the Satellite Terminal Equipment Directive and the EMC Directive, and alignment with the public enquiry results of ETS 300 456.

Which standards are used with SIST ETS 300 159:2000?

  • ITU Radio Regulations, Article 1 - provides the radio-regulatory terms used for bandwidth and emission references.
  • EN 50083-1:1993 - gives the bonding conductor dimensioning referenced for lightning protection.
  • prETS 300 673 - provides the EMC standard for 4/6 GHz and 11/12/14 GHz VSAT equipment.
  • ETS 300 456 - supplies the test methods used throughout the standard for verification.
  • ETS 300 160 - covers control and monitoring functions at a VSAT.
  • ETS 300 161 - covers centralised control and monitoring functions for VSAT networks.
  • ITU-R Recommendation 732 - gives the statistical method used for side-lobe peak processing.

What does the SIST ETS 300 159:2000 document contain?

The document contains clause-based requirements plus tables that set emission and antenna-pattern limits for different operating states and angular regions. It also contains verification references that point to specific test methods in ETS 300 456 for safety, RF and mechanical checks.

It includes the definitions used to interpret the RF rules, such as the terminal states and the nominated bandwidth. It also describes how the antenna must behave in transmit and receive, including off-axis performance, polarization discrimination and pointing capability.

For compliance work, the document is mainly used for design verification, laboratory testing and preparation of test reports.

Page 7ETS 300 159: September 19961ScopeThis European Telecommunication Standard (ETS) provides specifications for the standardisation of thecharacteristics of transmit-only or transmit-and-receive Very Small Aperture Terminals (VSATs) operatingas part of a satellite network (e.g. star, mesh or point-to-point) used for the distribution and/or exchange ofinformation between users. In such a network a Centralised Control and Monitoring Function (CCMF) is responsible for the monitoringand control of VSATs.These VSATs have the following characteristics:-operating in the exclusive part of the Ku-band allocated to the Fixed Satellite Services (FSS), 14,00to 14,25 GHz (Earth-Space), 12,50 to 12,75 GHz (Space-Earth), and/or in the shared parts of theKu-band, allocated to the FSS and Fixed Services (FS), 14,25 to 14,50 GHz (Earth-Space) and/or10,70 to 11,70 GHz (Space-Earth);-in these frequency bands linear polarization is normally used and the system operates throughsatellites at 3° spacing;-designed usually for unattended operation;-antenna diameter not exceeding 3,8 m, or equivalent corresponding aperture. The equipment considered in this ETS comprises both the "outdoor unit", usually composed of theantenna sub-system and associated power amplifier and Low Noise Block (LNB), and the "indoor unit"composed of the remaining part of the communication chain, including the cable between these two units. This ETS applies to the VSAT with its ancillary equipment and its various terrestrial ports, and operatedunder the conditions which are within the ranges of humidity, temperature and supply voltage declared bythe manufacturer.EMC specifications are contained in ETS 300 673 [3].This ETS does not contain any specification or information on the installation of the VSATs.The specifications have been selected to ensure an adequate level of compatibility for VSATs. The levels, however, do not cover extreme cases which may occur in any location but with a low probability ofoccurrence. In such a case it may be necessary to use special protection supplied to either the source ofinterference, or the interfered part or both. This ETS deals with two types of specification:-specifications defined in order to protect other users of the frequency spectrum, both satellite andterrestrial, from unacceptable interference. In addition, these specifications are specified for thepurposes of structural safety and lightning protection as well as protection from harmfulinterference;-specifications related to characteristics which contribute to the quality of reception by providing theVSAT with minimum interference protection from other radio systems. These specifications apply ifrequired by the manufacturer.SIST ETS 300 159:2000
