SIST EN 301 239:2000 is the Slovenian adoption of ETSI EN 301 239 V1.1.3 for Digital Enhanced Cordless Telecommunications (DECT) Data Services Profile (DSP) isochronous data bearer services for closed user groups, service type D, mobility class 1. It specifies how DECT equipment carries isochronous data streams in non-public, non-roaming applications, including the U-plane requirements, configuration data and V.24 interworking needed by fixed and portable parts.
What does SIST EN 301 239:2000 specify?
SIST EN 301 239:2000 specifies a DECT profile for closed user groups with mobility class 1, where terminals are pre-registered to fixed parts and service parameters are set before connection. In practice, that means the profile is aimed at controlled installations rather than roaming public access.
The document applies to DECT systems conforming to EN 300 175 parts 1 to 7. It is organized into clauses 1 to 11 and one normative annex.
| Annex | What it covers |
|---|---|
| Annex A | Specific interworking conventions, including interworking to V.24 isochronous bearer services |
The profile concentrates on U-plane transport. Clause 4 states that there are no C-plane service objectives for this mobility class 1 profile.
What are the key requirements of SIST EN 301 239:2000?
SIST EN 301 239:2000 defines two service objectives in clause 4.2: an unprotected 32 kbit/s service and an unprotected rate adaptation service. The first is for unrestricted digital circuit-mode transfer with semi-octet integrity and 10 ms user data delay; the second is for octet-integrity transfer with selectable data-rate steps, 15 ms delay and support for network independent clocking. For implementers, this tells them what the bearer must carry and what timing and data-format behavior to preserve.
Service and layer behavior
- Clause 4.2.2 sets the 32 kbit/s unprotected service model, including optional service change and optional encryption support.
- Clause 4.2.3 sets the unprotected rate adaptation service, including mandatory encryption support, in-band rate changes, optional V.24 control signalling and asymmetric rates.
- Clause 5 applies the PHL requirements of the D.2 data service profile in EN 301 238, clause 5 and annex D.
- Clause 6 requires the Fixed Part Capabilities message to signal support for this profile and use of the Extended Fixed Part Capabilities message.
- Clause 7 defines DLC behavior: user data and control are handled in the U-plane, and no C-plane functionality is required for this profile.
- Clause 8 says interoperability is independent of DECT network layer functionality, so no DECT NWK services are required.
- Clause 9 assigns the Management Entity the task of maintaining logical associations between NWK, DLC, MAC and U-plane entities.
Configuration and interworking
Clause 11 lists the configuration data that equipment must support and document, including service identity, network identity, IPUI, ARI, diversity, encryption capability, static cipher key, symmetry and user data rate resolution. In practice, this is the information installers and system integrators need to configure before service starts.
Annex A adds the specific interworking rules for V.24 isochronous bearer services. It describes the Terminal Adaptation Function (TAF) in the Portable Part (PP) and the Interworking Unit (IWU) in the Fixed Part (FP), with full duplex operation only and logical handling of V.24 control signals for connection setup, release and data transfer.
What terms does SIST EN 301 239:2000 define?
- Bearer service - A telecommunications service that carries signals between user and network interfaces; here it is the radio bearer between the Fixed radio Termination (FT) and the Portable radio Termination (PT).
- Isochronous - A signal property where significant instants are separated by equal or integral-multiple time intervals, which is the timing basis for this profile’s data streams.
- Mobility class 1 - Closed user groups with terminals pre-registered off-air to one or more Fixed Parts, so service parameters are known before connection.
- CUG (Closed User Group) - A limited group of users or terminals intended for private operation.
- TAF (Terminal Adaptation Function) - The Portable Part function that adapts external serial data applications to the DECT user plane.
- IWU (Interworking Unit) - The Fixed Part function that connects DECT U-plane traffic to external networks or interfaces.
- DIC (DECT Independent Clocking) - The clocking function used in Annex A to transfer timing across the interworking path.
Who uses SIST EN 301 239:2000?
SIST EN 301 239:2000 is used by DECT equipment vendors, telecom system designers, and integrators who need isochronous data transport in closed user groups. It also matters to test laboratories and quality teams verifying U-plane behavior, capability signalling and V.24 interworking.
Typical applications named in the document include video services and secure telephony services over external networks. Buyers and specifiers use it when they need a non-public DECT data service with preconfigured identities and data-rate behavior.
Which standards are used with SIST EN 301 239:2000?
| Reference | What it contributes |
|---|---|
| EN 300 175-1 to EN 300 175-7 | The DECT Common Interface parts for overview, PHL, MAC, DLC, NWK, identities and addressing, and security features |

What does the SIST EN 301 239:2000 document contain?
The document contains a scope, normative references, definitions and abbreviations, then clauses on service description, PHL, MAC, DLC, NWK, management entity requirements, generic interworking conventions and configuration data. Clause 4 includes the service objectives tables for the 32 kbit/s unprotected service and the unprotected rate adaptation service.
Annex A gives the specific interworking conventions for V.24 isochronous bearer services. It includes reference configurations and step-by-step handling for PP and FP connection establishment, V.24 circuit behavior and data transmission.
The document also includes figures for the reference configurations and Table 3 for configuration data and capabilities. That content is the part most useful for design, implementation, interoperability testing and equipment configuration.

For DECT systems, the Air (Radio) interface provides the bearer services between theDECT Fixed radio Termination (FT) and the DECT Portable radio Termination (PT).isochronous: Pertaining to a signal or a time-varying phenomenon characterized by significant instants separated bytime intervals having a duration theoretically equal to the duration of a unit interval or to an integral multiple of thisduration (ITU-T Recommendation R.140 [13]).mobility class 1: Closed user groups, for which terminals are pre-registered off-air with one or more specific FixedParts (FPs), and establishment of service and user parameters is therefore implicit, according to a profile-defined list.mobility class 2: Private and public roaming applications for which terminals may move between FPs within a givendomain and for which association of service parameters is explicit at the time of service request.service: A set of functions offered to a user by an organization.synchronous transmission: Transmission using isochronous signals in which the sending and receiving instruments areoperating continuously in a constant time difference between corresponding significant instants (ITU-TRecommendation R.140 [13]).synchronous: The essential characteristics of time-scales or signals such that their corresponding significant instantsoccur at precisely the same average rate. (not in ITU-T Recommendation R.140 [13])3.2AbbreviationsFor the purposes of the present document, the following abbreviations apply:AIAir InterfaceARIAccess Rights IdentityChigher layer control ChannelCCCall ControlSIST EN 301 239:2000
